Greetings!:
 2010 PEP Grant Update: Here are several items pertaining to the soon-to-be announced Carol M. White PEP Grants. As you have seen (either in my Blog or Facebook page), the new proposed PEP Grant requirements have been released. These new requirements indicate a very dramatic departure from the older PEP Grants. Additionally, there appear to be two new Proposed Competitive Preferences ("Bonus Points").

- New Proposed Competitive Preference #1, (Read "Bonus Points") - Collection of
Body Mass Index Measurement. Grantees that receive funds under this
priority would be required to provide parents with the choice to have
their child opt out of this assessment as part of the development and
implementation of their BMI measurement practice, and to inform parents
of this choice.
- New Proposed Competitive Preference #2 - Partnerships
Between Applicants and Supporting Community Entities. We propose giving
a competitive preference priority to an applicant that includes in its
application an agreement that details the participation of required
partners, as defined in this notice. For an LEA applicant, we propose
that this partnership agreement must include: (1) the LEA; (2) at least
one CBO; (3) a local public health entity, as defined in this notice;
(4) the LEA's food service or child nutrition director; and (5) the
head of the local government, as defined in this notice.

- Virtual PE Administrator: In preparation to writing your PEP Grant proposal, it may prove fruitful to check-out the Virtual PE Administrator website to see how this one-of-a-kind student assessment platform can be used to address the following:
- Proposed Absolute Priority of fitness education and assessment; instruction (and assessment) in motor skills; development (and assessment) of cognitive concepts about motor skills.
- Proposed Competitive Preference 1 - Storage and collection of Body Mass Index student data.
- Proposed Requirement 7 -Increasing Transparency and Accountability.
- Proposed Requirement 8 -Participation in a National Evaluation.
- Proposed Requirement 9 -Required Performance Measures
and Data Collection Methodology. Grantees would be required to collect
and report data on three GPRA measures using uniform data collection
methods.

- April 15th NASPE Webinar: As
you read through the new proposed PEP Grant priorities and
requirements, you'll notice a greater need to connect your grant
proposal to physical activity and nutrition policies. For this reason,
you may be interested in signing up for a special webinar sponsored by the National Association of State Boards of Education (NASBE). This webinar will focus on how states and school districts can
improve the nutrition and physical activity environments in schools, a
critical part of the new PEP Grant proposed regulations.

"We received many strong proposals from states all across America,
but two applications stood out above all others: Delaware and
Tennessee," Duncan said in announcing the winners. "Both states have
statewide buy-in for comprehensive plans to reform their schools. They
have written new laws to support their policies. And they have
demonstrated the courage, capacity, and commitment to turn their ideas
into practices that can improve outcomes for students."
Delaware will receive approximately $100 million and Tennessee $500
million to implement their comprehensive school reform plans over the
next four years. As with any federal grant program, budgets will be
finalized after discussions between the grantees and the Department,
and the money will be distributed over time as the grantees meet
established benchmarks.
The U.S. Department of Education will have about $3.4 billion available for the second phase of the Race to the Top competition.

Other 2010 Physical Education Conferences
|
(1) Camp Caesar, WV (May 21-23, 2010): "Camp
Caesar is a rustic 4H camp near Cowen, West Virginia. the conference is
held over a weekend, usually at the end of May. What makes Camp Caesar
special is the atmosphere. The rustic 4H camp gives the conference a
more laid-back feel. The meals are held in a large hall with a huge
collection of 12 foot tables and metal chairs. There are always great presenters!
All the meals are family
style and you know it's time to eat when you hear the dinner bell.
Throughout the conference, there are opportunities to mingle and
socialize (especially during "Social Fitness" which occurs nightly from
9PM - 12 midnight).
There are break-out sessions, a plastic
duck race ("ducky derby"), a four-square tournament, campfires, and
much much more. Along with all the fun, there were plenty of great
sessions to attend and tons of ideas that could be taken back to any
educational setting (I used about 10 ideas before the school year
ended!)."
 (2) Walk the Talk: 2010 The 2010 "Walk the Talk" Minnesota National Physical Education Conference will take place on June 16-18, 2010.

"More Than Just a Game" - Author Unknown

A while back, there was a story about Reuben Gonzolas, who was in the final match of his first professional racquetball tournament. He was playing the perennial champion for his first shot at a victory on the pro circuit.
At match point in the fifth and final game, Gonzolas made a super "kill shot" into the front corner to win the tournament. The referee called it good, and one of the linemen confirmed the shot was a winner.
But after a moment's hesitation, Gonzolas turned and declared that his shot had skipped into the wall, hitting the floor first. As a result, the serve went to his opponent, who went on to win the match.
Reuben Gonzolas walked off the court; everyone was stunned. The next issue of a leading racquetball magazine featured Gonzolas on its cover. The lead editorial searched and questioned for an explanation for the first ever occurrence on the professional racquetball circuit.
Who could ever imagine it in any sport or endeavor? Here was a player with everything officially in his favor, with victory in his grasp, who disqualifies himself at match point and loses.
When asked why he did it, Gonzolas replied, "It was the only thing I could do to maintain my integrity."
