As I prepared to write this month's Advertising Arguments, I once again turned to the Internet for the meat to fill out the ideas swirling around in my head, but I was totally unprepared for the plethora of information I would encounter upon entering three words, individually and together - procurement, advertising and marketing. Try it yourself dear reader and you, too, will be surprised by the number of articles, opinions, magazines and books available. I settled on "procurement in advertising" and began to read.  


Strictly speaking, Wikipedia defines procurement as the acquisition of goods, services or works from an external source; that they are appropriate and are procured at the best possible cost to meet the needs of the purchaser in terms of quality and quantity, time, and location. In the pulp and paper industry procurement includes the acquisition pulp, paper, paper fluff, machinery, repair and maintenance services, distribution services, consulting services and, yes, advertising and marketing services. In today's world of business, procurement officers frequently work with other department heads to oversee and manage the purchase (expenditure of budgeted dollars) to the best interest of the company. In this scenario, marketing managers may find their role/decisions tempered by the traditionally less creative procurement team. The responsibility for procurement of marketing services in small and medium size businesses falls on the shoulders of the marketing manager and his creative team or advertising agency.
