2012 UWP Reports 




Task 1.1   
Provide technical assistance to Member Policy Committees and staff regarding cross cutting issues, includes monitoring the national transportation discussion from various organizations and transportation related articles.

Total time spent for the month of December is 12.5 hours.

Task 1.2    Provide a mechanism for policy discussion and analysis regarding metropolitan transportation issues.  Includes duties such as organization of the ILMPO meetings, producing minutes and agenda items along with discussions with the Chairman of the Policy and/or Technical Committee.

Total time spent for the month of December is 28 hours.

Consultant spent time meeting with the ILMPO Chairman via telephone to discuss the December 13 ILMPO board meeting.  She also communicated with MPOs, FHWA, IDOT and others regarding the December 13 ILMPO board meeting.  Consultant spent a considerable amount of time drafting the minutes from the December 13 ILMPO board meeting, partly due to a cassette audio file that was a high degree of static background noise and second due to the volume of transportation dialogue among and between the MPOs, IDOT and the FHWA at the December 13 ILMPO board meeting.   
     

Task 1.3    Support MPOs in implementing and complying with state and federal laws and regulations regarding planning responsibilities of metropolitan planning organizations.

Total time spent for the month of December is 19.0 hours.

Time was spent researching and reviewing transportation related reports for the December 2012 Reports & Research Brief and the End of Year Reports & Research Brief.  

Consultant spent time researching various subscriptions, as well as FHWA, FTA, TRB and USDOT emails and websites for transportation related reports.  Time was also spent reviewing the transportation related reports for its relevance to MPOs in Illinois. 

The End of Year Reports & Research Brief includes December 1 - 28 transportation related reports and research.  Consultant also added a table of contents from March 2012 through the December Reports & Research Brief.  Due to time constraints, the December 2012 Reports & Research Brief and the End of Year Reports & Research Brief were not incorporated into the ILMPO Library webpage.

Task 1.4   
Provide a forum of the sharing of information and best practices across regional lines.  Includes website development and coordination of various entities to ILMPO meetings.

Total time spent for the month of December is 36.75.

Transportation News Briefs were posted to the ILMPO Main Web Page after each Constant Contact email blast.  The list of emails developed and distributed can be found in Task 1.1
.
The consultant updated the ILMPO Meeting Materials webpage several times to upload documents for the December 13 ILMPO board meeting up until the day of the board meeting.  Work continued and was finalized on the MPO Profile webpage with the consultant receiving comments from MPO Executive Director's about the description and history of their MPO, as well as their 2013 meeting schedule.

With the termination of the consultant contract, the consultant spent a considerable amount of time updating the ILMPO website.  Consultant spent time updating the State Legislative webpage, the Federal Legislative webpage as well as the MPO News & Notices webpage.  

 


Task 2.0   Develop linkages and networks with other related statewide and regional organizations, including developing strategic relationships with key state agency personnel and associations.

0 hours was spent in the month of November on this task.


Task 2.1   Task2Point1Provide training for MPO staff and member agencies.  Include duties related to the Technical Committee Meetings.

0 hours were spent on this task in November.


Task 2.2  
Identify and pursue grant opportunities to support MPO activities.

No hours was spent on Task 2.2 for the month of November.  

 

 

Task 2.3  
Analyze state and federal legislative and regulatory proposals to determine their impacts on planning jurisdictions of Illinois MPOs.  Duties includes researching state statutes and providing legislative update reports.
 

Total time spent for the month of December is 16.0 hours.  

 

Consultant reviewed the Illinois General Assembly website for Veto Session activity including Committee hearings, amendments to bills as well as reviewing House and Senate Floor Action.  Consultant traveled to Springfield to attend the second week of Veto Session.    


Task 3.0   
Administrative duties to include fiscal agent duties, to develop the UWP and provide monthly UWP updates, and to develop detailed invoices. 

Total time spent on the month of December is 35.5 hours.

Consultant developed and distributed the November UWP on December 10. Time was also spent developing the December UWP Report.  The UWP reports includes reviewing submitted detailed invoices for the time period, analyzing task hours outlined in the 2012-2013 ILMPO UWP.  Links were added to each email blast in Constant Contact.  Lastly, consultant updated the drawn of hours document.

Consultant traveled to Rockford to attend a meeting with the ILMPO Chairman on December 19 to discuss the MPO balance, as well as the remainder of activities which needed to be completed to terminate consultant contract. 

With the termination of the consultant contract, the consultant spent a considerable amount of time reviewing files from 2009 - 2012 and placing them for transport to the Chicago Metropolitan Agency For Planning.  Consultant also spent a considerable amount of time reviewing her laptop which consisted of nearly 80% ILMPO files sporadically throughout the hard drive and placing them into a Master ILMPO file to be placed on a zip drive and given to the ILMPO Chairman.

Lastly, consultant produced a travel invoice for the month of December and a reimbursement invoice for the ILMPO website domain registration, hosting and access to website builder through GoDaddy.
