Funding for New Starts and Small Starts Projects, October 2004 through June 2012 ( 27 page PDF)
SAFETEA-LU directed the United States Government Accountability (GAO) Office to annually review FTA's New Starts program. This report discusses the extent to which project sponsors use non-New Starts funding to help construct New Starts, Small Starts and Very Small Starts projects.
GAO reviewed financial information for all of the 25 New Starts and 32 Small Starts and Very Small Starts projects FTA identified as receiving construction funding from October 2004 through June 2012.
GAO interviewed FTA officials regarding program data and officials from 8 project sponsors to get their views on funding sources. GAO also reviewed relevant federal laws and other documentation. DOT officials reviewed a draft of this report and provided technical comments, which GAO incorporated as appropriate.
Modeling and Analysis Needs and Resources for Small Metropolitan Area Transportation Planning: Report on a Peer Exchange Meeting (30 page PDF)
The FHWA convened a peer exchange meeting on August 29 - 30, 2011 at the Keck Center of the National Academies of Science in Washington, DC. Attendees included: AASHTO, AMPO, and TRB.
The purpose of the peer exchange meeting was to explore the travel modeling and analysis needs and resources of small MPOs under 200,000 in population. Twelve small MPOs and three State DOTs were invited to participate, covering a range of size, organizational structure, and technical capacity.
The peer exchange sought information regarding the experience of small MPOs in the following areas:
- Which models and other analytic tools are used to support policy discussions?
- What gaps exist in availability of tools and data to provide policy support?
- What non-technical obstacles (organizational or fiscal) exist to hinder effective technical analysis?
- What practices and techniques for modeling and analysis have been effective to support the planning process?
The peer exchange addressed five topics, covered sequentially in the remainder of the report. First is the types of issues that call for modeling in a small MPO environment. Second is the modeling needs that go beyond traditional demand models. Third is data resources. Fourth is the use (or non-use) of consultants. Fifth is the issue of dealing with significant resource constraints.

The United States Environment Protection Agency guidance provides recommendations for using MOVES to create annual on-road mobile GHG inventories and to estimate energy consumption.
The United States Environment Protection Agency report is the first in a series from EPA's Smart Growth Program designed to inform developers, businesses, local government, and other groups about the benefits of smart growth development.
Additional reports will build on this work, exploring how real estate developers and investors can overcome real and perceived barriers to benefit from infill opportunities, how decisions about where to locate will impact the bottom lines of businesses, and why smart growth strategies are good fiscal policy for local governments.

Transforming Public Transportation Institutional and Business Models (84 page PDF)
TCRP Report 159 provides an analysis of and strategy for defining and implementing transformative change in institutional and business models for operating and maintaining public transportation systems.
It addresses a wide range of issues important to continued efficient operations, including responding to the needs of affected customer markets, improving operating procedures, implementing effective capital asset management, carrying out long-term planning and mission definition, improving and expanding functional areas as well as expertise and technical skill sets of the workforce, identifying and improving necessary business practices, identifying and implementing innovative funding mechanisms, implementing performance measures and improved governance models, identifying required organizational structures, and instituting effective area-wide collaborative practices.
The report identifies the components of transformative change and develops a substantive typology to assist agencies in organizing and structuring an approach to defining and implementing components of productive change. The report further examines potential consequences of change that should be considered by agencies or organizations contem- plating new institutional and business models.

STATE REPORTS
Best Practices for Emergency Rerouting (website)
The Michigan Department of Transportation (MDOT) identified a desire to research different practices other states are using for emergency reroute planning to identify strong examples for reference. The research effort was intended to combine feedback from Michigan stakeholders with the key findings, lessons learned, and experiences from other states to create a standard, statewide practice for developing emergency reroutes.
The manual is a tool summarizing recommendations that stakeholders can take forward during the development and implementation of emergency reroutes on a regional level. With the diversity of Michigan's regions, it was recognized that a "one size fits all" approach would not be feasible; rather, regions would need to adapt emergency rerouting plans to the specific agencies, partnerships, and roadway networks within their respective regions.

Integrated Risk Management for Improving Internal Traffic Control, Work-Zone Safety, and Mobility during Major Construction (80 page PDF)
Highway construction is among the most dangerous industries in the US. Internal traffic control design, along with how construction equipment and vehicles interact with the traveling public, have a significant effect on how safe a highway construction work zone can be.
An integrated approach was taken to research work-zone safety issues and mobility, including input from many personnel, ranging from roadway designers to construction laborers and equipment operators.
The research team analyzed crash data from Iowa work-zone incident reports and Occupational Safety and Health Administration data for the industry in conjunction with the results of personal interviews, a targeted work-zone ingress and egress survey, and a work-zone pilot project.
Transportation Reliability and Trip Satisfaction (113 page PDF)
Research was performed to develop appropriate communication techniques for distribution of travel reliability and related information to travelers through the MDOT MiDrive website based on the needs of users of the transportation network in Michigan.
A number of tasks were performed to achieve this objective, including surveys of travelers, commuters, and the freight industry, in addition to the state-of-the-art and state-of-the-practice reviews.
Synthesis of the information obtained from these tasks allowed for conclusions and recommendations to be drawn, including recommended techniques for reliability measurement - specifically buffer time and planning time - in addition to strategies for communication of this information through the MiDrive website.

Crash Data Analyses for Vehicle-to-Infrastructure Communications for Safety Applications (88 page PDF)
This report presents the potential safety benefits of wireless communication between the roadway infrastructure and vehicles, (i.e., vehicle-to-infrastructure (V2I) safety).
Specifically, the report identifies the magnitude, characteristics, and cost of crashes that would be targeted with currently proposed V2I for safety application areas including intersections, speed management, vulnerable road users, and other safety applications areas.
It also identifies the magnitude, characteristics, and cost of the remaining crashes that are not targeted by currently proposed V2I safety applications. The results of this study indicate that the applications are well conceived and can potentially treat large portions of U.S. crashes and crash costs. The characteristics of unaddressed crashes provide a starting point for identifying either new applications or modifications to current applications.
Current Hazardous Materials Transportation Research and Future Needs (126 page PDF)
The Final Report documents a project to identify current hazardous materials transportation research and future needs. The first phase of the project involved developing the framework for capturing existing research, planned research, and research gaps. It also sets the stage for prioritizing future research needs. The second phase of the project focused on developing a prioritized list of research projects for the TRB Hazardous Materials Cooperative Research Program.
Improving Roadway Safety Programs Through University-Agency Partnerships Summary of a Conference (116 page PDF)
The statement of task for this research conference project was to "organize a conference to review new safety tools and concepts, highlight current successful university-transportation agency safety partnerships, identify current and potential capabilities to fully utilize these new tools and concepts, and explore collaborative approaches by transportation agencies and universities to improve highway safety.
The conference would serve as a forum for practitioners and researchers
in highway safety, including state DOT safety engineers and planners, governors' representatives for highway safety, safety specialists in public health and local government, safety data experts, and academics involved in transportation safety research."
TRB planning committee members provided expertise in roadway safety, traffic engineering, public policy, advanced technologies, and safety education and training.
Intercity Rail Passenger Systems Update: Winter 2012 (14 page PDF)
The TRB Standing Committee on Intercity Passenger Rail produced the document. The online newsletter is published intermittently and is designed to disseminate information about current research and developments in intercity rail passenger systems.
Articles in this issue review the current state of federal funding and the treatment of passenger rail in MAP-21, new research on the mobility impacts of intercity passenger rail, the European approach to the improvement of energy efficiency in railways, high-speed rail in the Southeast Corridor, and more.

Site-Based Video System Design and Development (96 page PDF)
TRB's second Strategic Highway Research Program (SHRP 2) Report S2-S09-RW-1: Site-Based Video System Design and Development documents the development of a Site Observer, a prototype system capable of capturing vehicle movements through intersections by using a site-based video imaging system.
The Site Observer system allows for viewing crashes and near crashes as well as a basis for developing objective measures of intersection conflicts. In addition, the system can be used to collect before-and-after data when design or operational changes are made at intersections. Furthermore, it yields detailed and searchable data that can help determine exposure measures.
Transit Agency Intergovernmental Agreements: Common Issues and Solutions (56 page PDF)
TRB's Transit Cooperative Research Program Legal Research Digest 42 explores transit-related issues that have the potential to require intensive and time-consuming negotiations related to the development of intergovernmental agreements (IOMs) and memoranda of understandings (MOUs).

In response, communities increasingly apply a new transport planning paradigm which considers a wider range of objectives, impacts and options. This report applies this new paradigm to evaluating complete streets, a policy which commits communities to roadway designs that accommodate diverse modes, users and activities.

Recent TOD projects have often catered more to young professionals, empty nesters or other households without children, as these have been seen as the strongest market segments for transit-oriented housing. However, building TOD that better accommodates the needs and preferences of families with children is an increasing concern for communities around the country. This growing field is based on the idea that TOD focused on accommodating families can both attract new populations to live near transit and help retain existing residents in these locations, making neighborhoods and regions both more competitive globally and attractive locally.
In order to meet these goals, TOD must be planned as part of a "complete community," a place where all households have convenient access to quality housing, education, employment opportunities, open space and recreation, retail, places of worship, health care and transportation.
Building complete communities around transit requires some new investment approaches and implementation partnerships. Special attention must be paid to ensure these communities remain affordable to families of various compositions and incomes and contain all the amenities that will help them realize the full benefits of transit-rich locations.

An Introductory Guide for Evaluating Effectiveness of Road Safety Treatments (63 page PDF)
This report outlines the methods that can be used in the evaluation of road safety treatments, and discusses the data requirements, and the advantages and disadvantages of each approach. It is designed to assist selection of the most appropriate evaluation method and make users aware of the limitations associated with different methods.
The report considers four different aspects of report validity: construct validity, internal validity, external validity, and statistical conclusion validity. It also considers the threats to report validity, the most pervasive of which is the regression to the mean effect. Different methods for conducting evaluations based on crash reductions are described, and their advantages and disadvantages discussed. These include cross-section studies, simple beforeafter studies, before-after studies with control sites, Empirical Bayes, and randomised control trials. The practical implications of the different methods in terms of assessing the validity of studies and of conducting evaluations are discussed. The report concludes with six case studies which illustrate the methods described.

The New Cities Foundation- a non-profit organization dedicated to creating more sustainable, dynamic, creative and just global cities and Ericsson, the world's leading provider of communications technology and services and a Founding Member of the Foundation, have set up a Task Force on Connected Commuting, in partnership with the San Jose Department of Transportation, the University of California Center for Information Technology Research in the Interests of Society (CITRIS), and two start-up commuter-focused mobile applications, Waze and Roadify.
This study aims to look at the potential benefits of connecting commuters to one another through mobile phone apps. It seeks to compare experiences of connected and "unconnected" commuters, and examines
the kinds of information commuters share with each other. Can a new level of networking between commuters enhance the overall commuting experience? Is the connected commute "better" than the non-connected commute? Is it more rewarding and less stressful? Is it shorter and potentially cheaper for the user? From a city perspective, is it more resource efficient? Does the connected commute reduce Co2 emissions from transportation? Finally, what aspects of existing tools based on user-generated data should be pushed or developed further to create more powerful positive impact for commuters? This study is an important milestone regarding the power of data generated by social networks.
The broader ambition of the Task Force is to develop new potential technologies, products and services to improve commuting, and completion of this study is an important step forward.
Dispelling the Myths: Toll and Fuel Tax Collection Costs in the 21st Century (79 page PDF)
The study produced by the Reason Foundation analyzes recent data on the costs of collecting motor fuel taxes. Since several toll authorities are transitioning from manual or ORT to AET, this study compares data on toll collection costs from three toll agencies already operating in a fully AET environment to provide a common baseline. It also addresses collection costs for potential U.S. mileage-based user fee (MBUF) programs.
Since AET is a relatively new concept for toll collection, this study presents the basic AET operations plan and business model. It also identifies the principal factors that affect toll collection costs in an AET operating environment, including functioning frameworks that, when implemented with best practices, enable the operator to keep collection costs to a minimum. As well, it explores a number of opportunities to further reduce the cost of toll collection. Though every toll facility operation may not be able to employ all of these methods, the additional methods discussed can be used when the political will exists to further reduce collection costs.

This report explores that "next generation" of transit in midsize cities (50,000 to 250,000 in population), with a focus on best practices in transit planning, funding strategies, and actual or projected outcomes. The goal is to provide elected leaders, planners, and other stakeholders at the local, regional, state, and federal levels with examples of innovative transit in midsize cities that they can draw upon to improve transportation options in their own communities.
