Environmental Justice Policy Guidance for Federal Transit Administration Recipients ( 66 page PDF)
The FTA finalized new guidance which incorporates environmental justice (EJ) principles into plans, projects, and activities that receive funding from FTA. FTA's guidance provides recommendations to State DOTs, MPOs, public transportation providers, and other FTA recipients on how they may better engage EJ populations in the public transportation decision-making process; ways to determine if EJ populations are subjected to disproportionately high and adverse human health or environmental effects as a result of a transportation plan, project, or activity; as well as ways to avoid, minimize or mitigate these effects. Additionally, this guidance clarifies the differences between Title VI and EJ activities. FTA Fact Sheets: Moving Ahead for Progress in the 21st Century (MAP-21) The U.S. Federal Transit Administration has released fact sheets for selected MAP-21 programs. The fact sheets contain information on FTA'S implementation of MAP-21, including program information and guidance for grantees. Read here. FTA developed this handbook to provide guidelines to public transit agencies undertaking substantial construction projects either for the first time or with little experience in construction management.
This handbook is intended to assist the agency's responsible project manager or lead person to undertake multi-million-dollar construction projects and manage the complexities of specifying, acquiring, and managing contracts for such projects through utilization of in-house and consultant resources.

Positive Train Control: Implementation Status, Issues, and Impacts (53 page PDF) The U.S. Federal Railroad Administration has released a report that summarizes technical and programmatic issues experienced by railroad carriers that may inhibit them from implementing Positive Train Control systems by December 31, 2015.

TRANSPORTATION RESEARCH BOARD
Expedited Planning and Environmental Review of Highway Projects ( 132 page PDF) This report identifies strategies that have been successfully used to expedite the planning and environmental review of transportation and some nontransportation projects within the context of existing laws and regulations.
It also identifies 16 common constraints on project delivery and 24 strategies for addressing or avoiding the constraints.
While the strategies and constraints are associated with planning and environmental review, many of the strategies are also applicable to design and construction.

The Florida Department of Transportation has released a report that explores the connection between parking supply and demand management strategies and transportation system outcomes such as congestion management, revenue streams, and more. Multimodal Freight Transportation Within the Great Lakes-Saint Lawrence Basin (104 page PDF)
This report describes the current multimodal freight transportation system within this bi-national region of: Minnesota, Wisconsin, Michigan, Illinois, Indiana, Ohio, Pennsylvania, New York, Ontario, and Quebec, and its importance to regional, United States, and Canadian economies.
The report also analyses the system's overall performance and related opportunities and constraints to improving performance and to meet projected freight flows.
The report includes an analysis of each mode's capacity and the major commodities each of them moves; the barriers and constraints that impact each mode's ability to move cargo; the performance implications in terms of major commodity supply chains (coal, automotive parts and machinery, containerized consumer goods, grains, and iron ore); and a strategic freight planning process for multimodal transport chain performance going forward.

Does Transit Mean Business? Reconciling academic, organizational, and political perspectives on Reforming Transit Fare Policies (64 page PDF)
The increasingly widespread implementation of smart farecards makes implementing variable pricing far easier and more reliable than in years past. As smart cards become more ubiquitous, will transit systems gradually reverse course and begin implementing differentiated fares? Will political and institutional resistance to variable pricing hold firm, suggesting that implementation was never the principal obstacle? Or have flat fares become so thoroughly inculcated in transit practice that most transit managers are unaware of the now decades old research on the benefits of differentiated fares? This report explores these questions.
To better understand motivations for fare changes and the potential for implementing marginal cost pricing, the report reviews the literature on transit fares and pricing, conducted indepth interviews with California transit officials, and administered a nationwide survey of transit agency CEOs, planners and analysts, and board members on the goals that shape fare policies.
This paper examines five metropolitan areas where light rail transit (LRT) lines serve as regional transit backbones. The paper defines a successful LRT-based regional transit system as one with high riding habit and productivity for all combined modes in each metropolitan area, and as also having high LRT ridership and productivity. Based on these criteria, Portland emerges as a successful LRT-based regional transit system.
Their analysis reveals three characteristics that explain the Portland transit system's strong performance: the network's dispersed nature, the overlay of a higher speed, high-frequency regional LRT network atop the local bus system, and the use of transfers to provide passengers easy access to a diverse array of destinations. We examine the performance of all five metropolitan areas with respect to these characteristics using a combination of agency data and insights from interviews with key informants.
NHTSA Traffic Safety Facts 2010 Data: Pedestrians ( 7 page PDF) The National Highway Traffic Safety Administration (NHTSA) reported last December that while overall traffic fatalities in the United States dropped in 2010, pedestrian deaths rose higher - up four percent in 2010 over 2009. The agency released some more detailed statistics about those crashes, but the report includes scarcely any data or analysis about the underlying causes of pedestrian deaths.
Refining a Methodology for Determining the Economic Impacts of Transportation Improvements (48 page PDF) The University Transportation Center for Mobility at Texas A&M University has released a report that examines the current and historical economic impact assessment programs utilized by four state departments of transportation and highlights the development of a new economic determination method. Volpe News: August 2012 Volpe has released the latest edition of its newsletter designed to feature events and research produced by the center. Part of the U.S. Department of Transportation's Research and Innovative Technology Administration, Volpe's mission is to improve the nation's transportation system by anticipating emerging transportation issues and to serve as a center of excellence for informed decision making. Use of Reclaimed Asphalt Shingles in Illinois (56 page PDF) The Illinois Department of Transportation has released a report that explores how shingles that were once used as roofing material can replace virgin materials used in mixtures for construction pavements, such as hot-mix asphalt.
