Task 1.2 Provide a mechanism for policy discussion and analysis regarding metropolitan transportation issues. Includes duties such as organization of the ILMPO meetings, producing minutes and agenda items along with discussions with the Chairman of the Policy and/or Technical Committee.
Total time spent for the month of March is 23.75 hours.
Consultant spent time soliciting agenda items for the March 20 ILMPO board meeting. Time was spent posting meeting materials to the ILMPO website. Meeting materials were distributed on March 12 via Constant Contact and the email can be found here. Time was also spent traveling and attending the ILMPO board meeting in Bloomington. Time was also spent reviewing notes from the board meeting and she began the draft minutes from the meeting. Finally, an email of weekly activities were sent to the ILMPO Chairman. |
Task 1.3 Support MPOs in implementing and complying with state and federal laws and regulations regarding planning responsibilities of metropolitan planning organizations.
Total time spent for the month of March was 3 hours.
Consultant spent time communicating with several MPOs regarding Census Bureau Counts. |
Task 1.4 Provide a forum of the sharing of information and best practices across regional lines. Includes website development and coordination of various entities to ILMPO meetings.

Transportation News Briefs were posted to the ILMPO web page after each Constant Contact email blast. The list of emails developed and distributed can be found in Task 1.1 .
Consultant spent time preparing and distributing a Resource Brief on March 5. The ILMPO State Legislative webpage was updated after a state legislative update was sent to members on March 15 and March 27 with the status of legislation consultant was monitoring in Springfield as well as a legislative calendar for the week. Consultant distributed the Metro Manager's Survey via Constant Contact on March 30. |
Task 2.0 Develop linkages and networks with other related statewide and regional organizations, including developing strategic relationships with key state agency personnel and associations.
Total time spent for the month of March is 2 hours.
Consultant attended a lunch meeting with Metro Strategies to discuss the DCEO Ike Outreach. She also spent time discussing regional planning with the Vice President of Metropolis 2020. |

Task 2.3 Analyze state and federal legislative and regulatory proposals to determine their impacts on planning jurisdictions of Illinois MPOs. Duties includes researching state statutes and providing legislative update reports.
Total time spent for the month of March is 27.5 hours. Consultant spent time reviewing the status of legislation and monitoring both the House and Senate Floor via the internet. A state legislative update was sent to members on March 15 via Constant Contact. Due to the number of bills on the watch list at that time, the legislative update was separated into Part 1 and Part 2. Part 1 provided both a federal and state legislative update. Part 1 covers bills related to Finance & Tax, Rail, Vehicle Code Changes, Illinois Department of Transportation, Mass Transit/RTA Region, Illinois Tollway Authority, Airports and Roads/Highways. Part 2 covers bills related to: Environment & Energy, Public Transportation, Water/ Waste Water and Economic Development. A state legislative update was compiled and distributed on March 27 via Constant Contact with the status of legislation as well as Committee hearings for the week to MPO members. |
Task 3.0 Administrative duties to include duties for a fiscal agent, to develop the UWP and provide UWP updates.
Total time spent for the month of March is 8.5 hours.
Consultant spent time creating a detailed invoice for February 16-29. Consultant spent time reviewing invoices from February 1 - 29 and analyzing hours spent on each particular UWP task. The February UWP Report was distributed to MPO members and IDOT via Constant Contact on March 13.
