2011 ILMPO UWP Quarterly Reports

 



Task 1.1    Provide technical assistance to Member Policy Committees and staff regarding cross cutting issues, includes monitoring the national transportation discussion from various organizations and transportation related articles.

Total hours spent for the fourth quarter are as follows:  October (13 hours), November (18.5 hours) and December (18.5 hours) for a total of 50.0 hours. 

Below is a list of Constant Contact emails sent to the ILMPO Policy and Technical Committee.  All Constant Contact emails are archived for reporting purposes, and links are provided below.  A list of webinar notices can be viewed in Task 2.1.

Task 1.2    Provide a mechanism for policy discussion and analysis regarding metropolitan transportation issues.  Includes duties such as organization of the ILMPO meetings, producing minutes and agenda items along with discussions with the Chairman of the Policy and/or Technical Committee.

Total hours spent for the fourth quarter are as follows:  October (4 hours), November (12.5 hours) and December (31 hours) for a total of 47.5 hours. 

Staff organized and attended one board meeting on December 13 in Bloomington.  Staff checked availability of board members; solicited members for agenda items and had follow up discussions with Chairman regarding agenda.  Posted financial documents prepared by Tri-County Regional Planning Commission and other documents for the meeting on the ILMPO website.
Typed minutes from September 22 and December 13 ILMPO Board meeting.  Both minutes were submitted to the ILMPO Chairman for review.   

Task 1.3    Support MPOs in implementing and complying with state and federal laws and regulations regarding planning responsibilities of metropolitan planning organizations includes researching state statutes and providing legislative update reports.

Total hours spent for the fourth quarter are as follows:  October (20 hours), November (18 hours) and December (3 hours) for a total of 41.0 hours. 

Staff attended Regular Veto Session from October 25 through October 27 in Springfield and November 9 through November 10.  Staff monitored transportation related bills during Regular Veto Session.  Legislative Updates were sent to members on October 25 of committees hearings staff was attending, as well as the list of legislation she was monitoring. Staff also sent Veto Session Update to members on November 16.

Staff sent a Veto Session update to members on December 7 regarding major issues undertaken during the Overtime Veto Session.  Since there no transportation related bills on the Legislative Calendar, staff monitored the Illinois General Assembly website video file link up during House & Senate Floor Action.  

Task 1.4    Provide a forum of the sharing of information and best practices across regional lines.  Includes website development and coordination of various entities to ILMPO meetings.

Total hours spent for the fourth quarter are as follows:  October (5 hours), November (11.5 hours) and December (66.0 hours) for a total of 82.5 hours. 

Transportation News Briefs were sent to MPOs, IDOT, and Springfield FHWA offices.  The Briefs were than posted to the ILMPO web page after each Constant Contact email blast.  The list of emails developed and distributed can be found in Task 1.1 . Time was spent uploading all meeting documents to the Meeting Materials webpage.  This allowed staff to provide a link to members and various stakeholders. 

Staff spent a considerable amount of time in December re-organizing the ILMPO website.  She added a News & Notices webpage, Reports & Resources webpage, a calendar webpage of upcoming MPO meetings, and updated the About Us webpage with an MPO 101 (10 minute) video.  She also updated the Calendar webpage with links to each MPO website.  Staff also spent some time going through various transportation related reports on her computer in December.  While a bulk of the reports were not placed on the website due to time constraints, staff uploaded nearly 50 reports onto the website. 

Staff also removed the Twitter Feed on the ILMPO home page and replaced the Feed with a link to Twitter.  Lastly, staff separated the legislative webpage into two separate webpages; one for State Legislation and the other for Federal Legislation.  She created a new page for Planning & Policy Issues in which the State & Federal Legislation is listed under.


Task 2.0   Develop linkages and networks with other related statewide and regional organizations, including developing strategic relationships with key state agency personnel and associations.

Total hours spent for the fourth quarter are as follows:  October (2 hours), November (1.5 hours) and December (1.5 hours) for a total of 5 hours.  

Staff attended the High Speed Rail public meeting in Springfield during Veto Session in October.  She attended the MOVES Model User's Group sponsored by AMPO in November.  Lastly, staff attended the Illiana Expressway public meeting in Matteson in December. 

Task 2.1   Task2Point1Provide training for MPO staff and member agencies.  Include duties related to the Technical Committee Meetings.

Total hours spent for the fourth quarter are as follows:  October (7 hours), November (4.5 hours) and December (0 hours) for a total of 11.5 hours.  

Notices from FHWA, FTA, USEPA, USDOT, USHUD, AMPO, NARC and NHI were reviewed by staff for relevant MPO training opportunities.  Information was compiled into a constant contact email blast.  Notices included federal updates, upcoming webinars and conferences opportunities.  Below is a list of training topics sent to ILMPO board and technical committee members, as well as IDOT and FHWA staff.

Task 2.2   Identify and pursue grant opportunities to support MPO activities.

No hours was spent on Task 2.2 for the fourth quarter. 

 

Task 2.3   Analyze state and federal legislative and regulatory proposals to determine their impacts on planning jurisdictions of Illinois MPOs.

Total hours spent for the fourth quarter are as follows:  October (4 hours), November (45 hours) and December (24.5 hours) for a total of 73.5 hours.   

 

Legislative Updates were sent to members on October 25, November 16 and December 7 regarding pertinent legislation staff was monitoring in Springfield.

 

Staff attended DOT's Transition:  Providing an Integrated 21st Century Transportation System webinar and the David R. Goode Transportation Policy Summit webcast in November.  She also spent time attending both AMPO and NARC teleconferences regarding the Senate transportation reauthorization bill as well as congressional committee hearings via the internet.  After state and federal legislative updates were sent to members, staff also updated the ILMPO website.  Click HERE for the State and HERE for the Federal webpage. 


Task 3.0    Administrative duties to include duties for a fiscal agent, to develop the UWP and provide UWP updates.

Total hours spent for the fourth quarter are as follows:  October (14 hours), November (14.5 hours) and December (32.5 hours) for a total of 61.0 hours.    


Staff spent time preparing and distributing the 3rd Quarter ILMPO UWP Report at the end of October.  The third quarter UWP report covers months July 1, 2011 through September 23, 2011 from detailed invoices separated by UWP task.  Time was also spent preparing detailed invoices for months October through December, as well as submitting a travel invoice through from Veto Session in October and November.  An additional travel invoice was submitted for the ILMPO Board meeting in Bloomington.

Staff spent some time in November reviewing the ILMPO operational expenses and developed a one page monthly breakdown.  The document was was submitted to the Chairman for review.  Time was spent meeting with Tri-County Regional Planning Commission to acquire a copy of  the IDOT-Tri-County Regional Planning Commission Intergovernmental Agreement.  Time was additionally spent understanding parameters and it's impact on the ILMPO UWP 2012-2013.  The UWP was updated as a result of the agreement and has been adopted by members.

Staff spent time preparing the last quarterly ILMPO UWP Report at the end of December.   The fourth quarter  report covers October 6, 2011 through December 31, 2011 from detailed invoices separated by UWP task.  Staff did spend time purging files and emails on her computer she felt would not be relevant in 2012.
