Federal Legislative Update

 

The Moving Ahead for Progress in the 21st Century (MAP-21), a two-year ($83.5 B) authorization transportation bill was filed late Friday afternoon. It is scheduled for a full committee markup this Wednesday at 9:00 a.m., CST.   The 4-page summary from the Senate Environment and Public Works Committee can be found here, as well as the full bill here. The bill features reduces core programs while also incorporating performance management, and acceleration of project delivery in the transportation planning process.

AMPO has reported that, "MAP 21 still has a $12 - $13B funding gap and the offsets to pay for the bill have not been announced." Click here for their Washington Update from November 4.  

 

AMPO will hold a conference call after the Senate Committee marks up MAP 21, to recap the markup and review the contents of MAP 21 that affects MPOs. The conference call is this Thursday at 2:00 p.m., CST.

The House Revenue & Finance is scheduled to meet at 2:00 p.m. this afternoon in Room 114 to several bills. Video/audio is available for this room, click here.   

 

Staff plans to attend the following committees in Springfield on Tuesday and Wednesday, as well as monitor House and Senate Floor Action.  A complete listing of legislation staff is monitoring will be posted to the ILMPO Legislative website this afternoon. 

 

Senate Environment Committee

HJR34 - sponsored by Senator Mattie Hunter.   The resolution supports the USEPA in its efforts to protect the health of Illinoisans and fulfill the charge of the Clean Air Act to clean up dangerous air pollution, including mercury, lead, soot, smog, and carbon pollution.

 

Senate Transportation

HJR35, sponsored by Senator Toi Hutchinson. The resolution creates the Secretary of State's Advisory Committee on Traffic Safety to look at all aspects of traffic safety in an effort to determine legislative and administrative action that can be taken to lower the number of traffic-related fatalities in Illinois.

 

The Senate Revenue subject matter hearing on sales code sourcing, and the Senate Energy Committee has been canceled this week.
