3RD QUARTER UWP REPORT
Covering months July 2011 through August 2011. Click below for previous reports.

|
Task 1.1 Provide technical assistance to Member Policy Committees and staff regarding cross cutting issues, includes monitoring the national transportation discussion from various organizations and transportation related articles.
|
Task 1.2 Provide a mechanism for policy discussion and analysis regarding metropolitan transportation issues. Includes duties such as organization of the ILMPO meetings, producing minutes and agenda items along with discussions with the Chairman of the Policy and/or Technical Committee.
Total hours spent for the third quarter are as follows: July (12 hours), August (19.5 hours) and September (21.5 hours) for a total of 53.0 hours.
Staff organized and attended two board meetings in the third quarter. They are the August 22 - ILMPO Board meeting in Bloomington at the Mclean County Regional Planning Commission and the September 22 - ILMPO Board Meeting in Champaign preceeding the IDOT Fall Planning Conference. Staff checked availability of board members for both meetings. Solicited members for agenda items and follow up discussions with Chairman regarding agenda. Posted documents for meetings on ILMPO website. Staff met with ILMPO Chairman on August 9 in Rockford to discuss the August 22 board meeting and the draft ILMPO UWP for 2011-2012. Typed minutes from August 22 board meeting and submit to ILMPO Chairman for review. |
Task 1.3 Support MPOs in implementing and complying with state and federal laws and regulations regarding planning responsibilities of metropolitan planning organizations includes researching state statutes and providing legislative update reports.
Staff did not spend any hours in the third quarter on Task 1.3. |
Task 1.4 Provide a forum of the sharing of information and best practices across regional lines. Includes website development and coordination of various entities to ILMPO meetings.
Total hours spent for the third quarter are as follows: July (9.5 hours), August (3 hours) and September (1 hour) for a total of 13.5 hours.
News from the Illinois MPO Advisory Council was added to the main ILMPO web page and was updated after each Constant Contact email blast. The list of emails developed and distributed can be found in Task 1.1 . Time was spent uploading all documents to the Meeting Materials webpage to provide a link to members. Staff updated the Legislative webpage with the status of state transportation legislation she is monitoring in Springfield. Staff also added a federal legislative update and links to archived webinar notices to the Member's Only Page. |
Task 2.0 Develop linkages and networks with other related statewide and regional organizations, including developing strategic relationships with key state agency personnel and associations.
Total hours spent for the third quarter are as follows: July (0 hour), August (0 hours) and September (3 hours) for a total of 3 hours.
Staff attended the Building Cities, Building Futures Conference and the IDOT Fall Planning Conference and networked with attendees regarding the Illinois MPO Advisory Council. |
Task 2.1 Provide training for MPO staff and member agencies. Include duties related to the Technical Committee Meetings.
Total hours spent for the third quarter are as follows: July (10 hours), August (12 hours) and September (6 hours) for a total of 28 hours. Notices from FHWA, FTA, USEPA, USDOT, USHUD, AMPO, NARC and NHI were reviewed by staff for relevant MPO training opportunities. Information was compiled into a constant contact email blast. Notices included federal updates, upcoming webinars and conferences opportunities. Below is a list of training topics sent to ILMPO board and technical committee members, as well as IDOT and FHWA staff.

Task 2.2 Identify and pursue grant opportunities to support MPO activities.
Total hours spent for the second quarter are as follows: July (1 hour), August (1.5 hours) and September (0 hours) for a total of 2.5 hours. Staff sent a notice regarding the Tiger III NOFA in July, as well a listing of the Tiger III Outeach webinars in August. |
Task 2.3 Analyze state and federal legislative and regulatory proposals to determine their impacts on planning jurisdictions of Illinois MPOs.
Total hours spent for the third quarter are as follows: July (13 hours), August (7 hours) and September (19 hours) for a total of 39 hours. Staff attended the U.S. Transportation & Infrastructure webcast for the rollout of the transportation reauthorization proposal by Chairman Mica. Staff also attended the webcast of the USEPA Cross-State Air Pollution Rule; and the FTA Discretionary Opportunities webinar. Staff attended the CMAP Policy Meeting in August. In September, staff attended the following meetings: Illiana Corridor Planning Meeting, Building Cities, Building Futures Conference, Transportation Research Board webinars on transportation and social media, and IDOT Fall Planning Conference. |
Task 3.0 Administrative duties to include duties for a fiscal agent, develop the UWP and provide UWP updates.
Total hours spent for the third quarter are as follows: July (28.5 hours), August (54.5 hours) and September (23 hours) for a total of 83.0 hours.
A considerable amount of time was spent this quarter drafting the 2012-2013 ILMPO UWP. Staff reviewed past completion of tasks as well as analyzed staff hours in the from 2009 - 2011. Staff met individually witih MPO Executive Directors to acquire their recommendations for the new UWP. Two interviews were completed over the phone and 11 interviews were completed in their respective offices. Staff met with the ILMPO Chairman twice in the development of the 2012-2013 ILMPO UWP.
The first draft 2011-2012 ILMPO UWP was presented at the August 22, 2011 ILMPO Board meeting. The first Unified Work Program covered July 1, 2011 through December 31, 2012 and can be found here and kept hours relatively the same. The second draft incorporated ILMPO Executive Directors recommendations and was presented at the September 22, 2011 ILMPO Board meeting. The updated Unified Work Program covers January 1, 2012 through June 30, 2013 and can be found here.
Staff developed a revised travel proposal utilizing a robust UWP providing for annual MPO visits statewide to meet with MPO Executive Directors and attend policy and technical committee meetings. Time was added to revisit the ILMPO UWP for years 2013-2014. Travel forecast also includes travel between Springfield and Chicago to attend legislative hearings at the State Capitol and James R Thompson Building, and attendance of at least one conference at the Association of Metropolitan Planning Organizations or the National Association of Regional Councils; and travel for various transportation industry and policy meetings.
Staff spent time preparing and distributing the 2nd Quarter ILMPO UWP Report to members in July. The second quarter UWP report covers months April 2011 through June 2011 from detailed invoices separated by UWP task. Time was also spent preparing detailed invoices for July through September 2011 invoices, as well as submitting a travel invoice through September 23, 2011. |
