State Legislation
 
A status of state legislation related to Environment/Energy, Water/Wastewater, Public Transportation, and Economic Development are below.  Bills which have not made it out of Committee are listed since they may wind up as a hostile or friendly amendment at a future date.  

These are updates on the bill at this time.  An analysis will be distributed next week once I'm able to meet with sponsors and/or lobbyists regarding the legislation.  Links have been provided and are highlighted in green. 

  

 

ENVIRONMENT/ENERGY

 

SB3251 - EPA Rules - Statement of Reasons sponsored by Senator Mike Jacobs.  The bill was postponed in the Environment Committee for several weeks.  It was re-referred to the Senate Assignments Committee on March 9. 

 

SB3271 - Wind Energy Facilities Act sponsored by Senator Michael Frerichs.  The bill has been held in the Senate Agriculture & Conservation Committee.  An extension date of March 30 has been provided on the bill. 

 

SB3282 - EPA - Expedited Review - Invoice sponsored by Senator James Clayborne.  After being postponed in the Senate Environment Committee for several weeks, it passed unanimously out of Committee on March 7.  It has been placed on the Calendar for 2nd Reading. 

 

SB3364 - Oil Independence Commission sponsored by Senator Toi Hutchinson.  The bill remains in the Senate Assignments Committee . Its companion bill is HB5694 -which is sponsored by Rep. Arthur Turner.  The bill was re-referred to the House Rules Committee on March 9. 

 

SB3414 - EPA - Emergency Rules sponsored by Senator Ira Silverstein.  The bill passed out of Senate Environment Committee on February 29.  It has been placed on Calendar for 2nd Reading. 

 

HB5643 - Renewable Energy Production sponsored by Rep. Chad Hays.  The bill was referred to the House Rules Committee on February 15.

 

HB5660 - Power Agency - Clean Coal sponsored by Rep. Dave Winters.  The bill was referred to the House Rules Committee on February 16.

 

HB5814 - Wind Farms - Renewable Energy sponsored by Rep. Joe Sosnowski.  The bill was referred to the House Rules Committee on February 16.

 

HB5856 - E85 Market Expansion Program sponsored by Rep. Donald Moffitt.  The bill was referred to the House Rules Committee on February 16.

 

HB5857 - Alternate Fuels - IDOR List sponsored by Rep. Donald Moffitt.  The bill is scheduled for a House Revenue & Finance Committee hearing on March 1.

 

HB5895 - DCEO - Ethanol Encouragement sponsored by Rep. Donald Moffitt.  After remaining in the House Revenue & Finance Committee, it was re-referred to the House Rules Committee on March 9. 

 

HB5896 - Flex Fuel Installation sponsored by Rep. Roger Eddy.  The bill was referred to the House Rules Committee on February 16.

 

HB5897 - Eminent Domain - Local Government Greenways sponsored by Rep. Thomas Morrison.  The bill was assigned to the Judiciary I - Civil Law Committee. However, it was re-referred to the House Rules Committee on March 9. 

 

PUBLIC TRANSPORTATION

 

HB4440- Department Of Public Health - RTA Reduced Fare Program sponsored By Rep. Michael Zalewski.  The bill passed out of the Mass Transit Committee and the House Floor with unanimous support.  It has been forwarded to the Senate, where Senator Kirk Dillard is the primary sponsor. 

 

HB4509 - RTA Public Bidding sponsored By Rep. Robert Rita.  The bill was assigned to the House Mass Transit Committee.  However, it was re-referred to the House Rules Committee on March 9. 

 

 

WATER/WASTE WATER

 

HB5126 - Rural Waterway Authority sponsored By Rep. Jim Watson.  The bill was referred to the House Rules Committee on February 8.

 

HB5317- Asian Carp Management sponsored By Rep. Dave Winters.  The bill was assigned to the House Agriculture & Conservation Committee.  It was re-referred to the House Rules Committee on March 9. 

 

HB5319 - Sanitary District - Wastewater sponsored By Rep. Dave Winters.  The bill passed out of the Senate Environment & Energy Committee on March 7.  It has been placed on Calendar for 2nd Reading. 

 

HB5900 - County Code - Stormwater Management sponsored by Rep. Mike Fortner.  The bill was re-referred to the House Rules Committee on March 9.

HB4335 - Urban Problems - Tech sponsored by Speaker Mike Madigan.  The bill passed out of the Senate Executive Committee with a unanimous vote.  It has been placed on the Calendar for 2nd Reading.   

 

HB4336 - Urban Problems - Tech sponsored by Speaker Mike Madigan.  The bill passed out of the Senate Executive Committee with a unanimous vote on March 8.  It has been placed on the Calendar for 2nd Reading.

 

HB5031 - Urban Problems - Tech sponsored by Rep. Ken Dunkin. The bill were referred to the House Rules Committee on February 7.

 

 

ECONOMIC DEVELOPMENT

 

SB3382 - Economic Development Notice sponsored by Senator Michael Noland.  The bill passed out of the Senate Revenue Committee with a vote of 7 yeahs, 0 nays and 3 present.  It has been placed on the Calendar for 2nd Reading for March 21. 

 

HB3919 -  Job Renewal Zones sponsored By Rep. Adam Brown.  The bill was assigned to the House Rules Committee on January 10. It's companion bill is HB5800, sponsored by Rep. Richard Morthland.

HB3922- Enterprise Zone - Extend 20 Years sponsored By Rep. Adam Brown.  The bill remains in the House Rules Committee, as of January 10. 

 

HB3934 - EDGE - Economic Incentive Committee sponsored By Rep. Jack Franks.  Two amendments were adopted in the House State Government Administration Committee in the past few weeks.  House Committee Amendment #3 was tabled.  The bill has been placed on the Calendar for 2nd Reading. 

 

HB4018 - Municipal Code - Register Businesses sponsored By Rep. Anthony Deluca.  The bill passed out of the House Cities & Villages Committee with a vote of (8-6).  It has been placed on the Calendar for 3rd Reading on March 9.   

 

HB4069 - River Edge - Add Zone sponsored By Rep. Patrick Verschoore.  The bill sits in the House Rules Committee as of January 25.

 

HB4082- ROTA - River Edge Exempt sponsored By Rep. Jehan Gordon. As of January 25, the bill sits in the House Rules Committee.

 

HB4491 - EDGE - Transportation sponsored By Rep. Jim Sacia.  The bill was  scheduled in the House Revenue & Finance, Income Tax Subcommittee.   However, it was re-referred to the House Rules Committee on March 9. 

 

HB5239 - Economic Development Corporation sponsored By Rep. Sandy COLE.  The bill was referred to the House Rules Committee on February 8.

 

HB5331 - Business Enterprise - Task Force sponsored By Rep. Fred Crespo.  The bill was referred to the House Rules Committee on February 8.

 

HB5616 - Will - Kankakee Development Authority sponsored By Rep. Frank Mautino.  The bill passed out of the House Revenue & Finance Committee with unanimous support on March 8.  It has been placed on the Calendar for 2nd Reading 

 

HB5802 - Enterprise Zones - New Zones sponsored by Rep. Paul Evans.  The bill was referred to the House Rules Committee on February 16.
