Task 1.1    Provide technical assistance to Member Policy Committees and staff regarding cross cutting issues, includes monitoring the national transportation discussion from various organizations and transportation related articles.

Total time spent for the month of June is 11.0 hours.

JUNE 2012
 
Task 1.2    Provide a mechanism for policy discussion and analysis regarding metropolitan transportation issues.  Includes duties such as organization of the ILMPO meetings, producing minutes and agenda items along with discussions with the Chairman of the Policy and/or Technical Committee.

Total time spent for the month of June is 1.5 hours.

Time was spent reviewing notes which were submitted to consultants at the stakeholder meeting in Bloomington as well as reviewing the final draft of notes presented from the consultant firm.  Time was also spent soliciting agenda items for the upcoming July 17 ILMPO board meeting as well as communications to the ILMPO Chairman about the July meeting. 
 

Task 1.3    Support MPOs in implementing and complying with state and federal laws and regulations regarding planning responsibilities of metropolitan planning organizations.

Total time spent for the month of June was .25 hours. 

Consultant met with IDOT staff over the phone regarding urbanized area boundaries. 

Task 1.4    Provide a forum of the sharing of information and best practices across regional lines.  Includes website development and coordination of various entities to ILMPO meetings.

Total time spent for the month of June is 5 hours.

Transportation News Briefs were posted to the ILMPO web page after each Constant Contact email blast.  The list of emails developed and distributed can be found in Task 1.1 

  

The ILMPO Federal legislative webpage was updated after a legislative update was sent to members on June 29 which provided conference committee report highlights pertaining to transportation planning. 

Lastly, consultant updated the MPO News & Notices webpage on June 15 with various webinar notices, archive news articles and links to UWP monthly reports.

Task 2.0   Develop linkages and networks with other related statewide and regional organizations, including developing strategic relationships with key state agency personnel and associations.

1.5 hours was spent in the month of June on this task.

Consultant attended the CMAP Policy Committee, connecting with the Cook County Chief of Staff and the IDOT Chief of Staff.  Consultant also met consultants working on the long range plan during one of IDOT's public hearings.


Task 2.1   Task2Point1Provide training for MPO staff and member agencies.  Include duties related to the Technical Committee Meetings.

7.5 hours were spent on task 2.1 in the month of June . 

Time was spent assimulating various tagged emails from subscriptions and compiling the list of notices.  Consultant also spends time reviewing the transportation planning related reports for it's relevance to MPOs in Illinois.   

Consultant also distributed a Resource Notice on June 8.  The Resource Notice was distributed at the request of the Springfield FHWA office.  The topic of the resource notice was:Considering Security and Emergency Management in the Planning of Transportation Projects.
Constant Contact was utilized in developing the Webinar Notices which was distributed to members on on June 14.

Task 2.2   Identify and pursue grant opportunities to support MPO activities.

No hours was spent on Task 2.2 for the month of June.  

 

 

Task 2.3   Analyze state and federal legislative and regulatory proposals to determine their impacts on planning jurisdictions of Illinois MPOs.  Duties includes researching state statutes and providing legislative update reports.

Total time spent for the month of June is 16.5 hours.

 

Consultant spent time developing an End of Session activity report to members in Constant Contact. Time was spent reviewing various resolutions adopted from April 1 through May 31.  Consultant tracked various transportation planning bills which passed both chambers in the month of June for further action by the Governor's Office.   

 

Consultant spent the last week of June monitoring the debate on both the House and Senate Floor regarding the Transportation HUD appropriation bill and the Moving Ahead for Progress In the 21st Century bill.  Both topics went into the evening hours during the last week of June.  A state and federal legislative update was sent to members on June 29.  

 Task 3.0   Administrative duties to include fiscal agent duties, to develop the UWP and provide monthly UWP updates, and to develop detailed invoices. 

Total time spent for the month of June is 10.50 hours.

 

Consultant spent time reviewing detailed invoices from May 1 - 31 and analyzing hours spent on each particular UWP task.  Time was also spent updating the monthly drawn down of hours provided in the UWP report.  The May UWP Report was distributed to MPO members and IDOT via Constant Contact on June 12. Time was spent creating a detailed invoice for June 1 - 15. 

The ILMPO UWP monthly drawn down report is available below.  Since consultant exceeded the allocated monthly hours by nearly 40 hours in May and reduced her hours in the month of June.
