Task 1.1    Provide technical assistance to Member Policy Committees and staff regarding cross cutting issues, includes monitoring the national transportation discussion from various organizations and transportation related articles.

Total time spent for the month of May is 12.50 hours.

Task 1.2    Provide a mechanism for policy discussion and analysis regarding metropolitan transportation issues.  Includes duties such as organization of the ILMPO meetings, producing minutes and agenda items along with discussions with the Chairman of the Policy and/or Technical Committee.

Total time spent for the month of May is 19.50 hours.

During the first two weeks in May, consultant spent time soliciting member's availability for a July ILMPO board meeting.  Time was also spent converting documents to a PDF file and distributing meeting materials for the May 15 ILMPO board meeting.  This time period includes travel from Chicago to Bloomington to attend and coordinate the ILMPO Board meeting.

Consultant spent time drafting the minutes from the May 15 ILMPO board meeting.  Draft minutes were submitted to the ILMPO Chairman and IDOT personnel on May 23.   Finally consultant sent weekly updates to the ILMPO Chairman with a listing of activities that would be/or were conducted that week. 

Task 1.3    Support MPOs in implementing and complying with state and federal laws and regulations regarding planning responsibilities of metropolitan planning organizations.

Total time spent for the month of May was 4.75 hours. 

Consultant spent time traveling from Chicago to Bloomington to attend the stakeholder meeting with IDOT Office of Urban Program & Planning personnel and other MPOs regarding state transportation plan.  Phone meeting with IDOT personnel regarding the anticipated timeline for designation of urbanized area maps, as well as a  meeting with ILMPO Chairman on the topic.   

Task 1.4    Provide a forum of the sharing of information and best practices across regional lines.  Includes website development and coordination of various entities to ILMPO meetings.

Total time spent for the month of May is 10.25 hours.

Transportation News Briefs were posted to the ILMPO web page after each Constant Contact email blast.  The list of emails developed and distributed can be found in Task 1.1 

  

The ILMPO State Legislative webpage was updated after a state legislative update was sent to members on May 8, 16, and 22 with the status of legislation consultant was monitoring in Springfield as well as a legislative calendar for the week. 

Consultant spent time preparing and distributing a Reports & Resorces Brief on May 2.  A listing of reports included in the email blast are listed below.

Lastly, consultant invested a considerable amount of time reorganizing the Reports & Resources webpage as well as the MPO News & Notices webpage on May 6.  Reports and Resources distributed from February through April were added to the website.  2011 reports were added as a side bar to the webpage.    

Task 2.0   Develop linkages and networks with other related statewide and regional organizations, including developing strategic relationships with key state agency personnel and associations.

No time was spent in the month of May on this task.


Task 2.1   Task2Point1Provide training for MPO staff and member agencies.  Include duties related to the Technical Committee Meetings.

4.50 hours were spent on task 2.1 in the month of May. 

Time was spent assimulating various tagged emails from subscriptions and compiling the list of notices.  Constant Contact was utilized in developing the Webinar Notices which was distributed to members on on May 7 and May 24. Lastly, consultant briefly met with the Technical Committee Chairwoman regarding future training sessions.

Task 2.2   Identify and pursue grant opportunities to support MPO activities.

One hour was spent on Task 2.2 for the month of May.  

 

Consultant distributed the We Choose Health Initiative to members via Constant Contact on May 7. 

 

Task 2.3   Analyze state and federal legislative and regulatory proposals to determine their impacts on planning jurisdictions of Illinois MPOs.  Duties includes researching state statutes and providing legislative update reports.

Total time spent for the month of May is 49.75 hours.

 

With the end of Regular Session concluding on May 31, time was spent traveling from Chicago to Springfield to attend Committee hearings and monitoring House and Floor Action.  Time was also spent reviewing amendments to legislation on a weekly basis. 

 

A state legislative update was compiled and distributed on May 8, 16 and 22  via Constant Contact with the status of legislation as well as Committee hearings for the week to MPO members.  A separate state budget update was sent to members on May 22, and a daily update was sent to members on May 29 and 31.  

 

Consultant also spent time drafting a letter regarding funding for the American Community Survey.  

 Task 3.0   Administrative duties to include fiscal agent duties, to develop the UWP and provide monthly UWP updates, and to develop detailed invoices. 

Total time spent for the month of May is 21.75 hours.


Consultant spent time reviewing detailed invoices from April 1 - 31 and analyzing hours spent on each particular UWP task.  Time was also spent updating the monthly drawn down of hours provided in the UWP report.  The April UWP Report was distributed to MPO members and IDOT via Constant Contact on May 11. Time was spent creating a detailed invoice for April 16 - 31 and for the entire month of May.  Consultant also spent time reviewing March and April UWP monthly reports following an inquiry from IDOT.  Lastly, time was spent organizing February through April ILMPO files.

The ILMPO UWP monthly drawn down report is available below.  Total hours for the month of May went above the monthly allocation of approximately 84 - 86 hours by 40 hours.  Consultant will reduce 40 hours in the month of June.
