Message from the Chairman:
"It's Still the Economy, Stupid"
According to recent polling data, Americans are becoming
increasingly more frustrated with their government and the direction of the
country. It is not hard to understand
why. By an overwhelming margin,
Americans identify the economy as their top priority. When asked what the most important
issue facing the country right now, 46% picked the economy, twice the number that chose health
care. To borrow an
expression made famous by the 1992 Clinton
campaign, "It's the economy, stupid."
Yet on the day that the Department of Labor announced the worst unemployment
number in more than a generation, the President was in Denmark lobbying unsuccessfully for locating the 2016
Olympics in Chicago.
Doubts about the Obama Administration's grasp of economics continue to
grow. Before their Stimulus Package was
passed eight months ago, the Administration promised that if passed, it would prevent
the unemployment rate from exceeding 8%. That number was passed months ago. Millions more jobs have been lost since first
sightings of the "green shoots of recovery" last spring.
The Obama Administration or Congressional Democrats show no signs that they have begun reassessing any of their policies, despite their economic projections going so completely
awry. The President now acknowledges
that the unemployment rate is likely to go over 10% this year, and next year may
exceed levels not seen since the Depression.
We know from experience that pro-growth policies produce
jobs, and encourage recovery. In the early eighties Ronald Reagan's economic policies produced a "V" shaped rapid rebound. This year's experience
also contrasts with our decade's earlier
recession.
The 2003 tax bill was
signed into law by President Bush in May 2003, after Vice President Cheney
broke a deadlock between an evenly divided Senate. The bill reduced tax rates on long-term
capital gains and dividends of 15% and the top marginal income tax rate to 35%.
It also accelerated many of the provisions in 2001 tax bill, which were
supposed to be phased in more gradually. Finally, it increased tax deductions
for small businesses and families.
The 2003 tax cuts helped the economy out of recession by putting
more dollars into the pockets of consumers, small businesses and investors. Unemployment peaked within just two months after
signing the cuts into law at 6.3%, before beginning a steady decline to 4.4% in 2007. Largely because of the increased economic
growth, the Bush tax cuts did not substantially
reduce tax revenues. Revenues in fact
were not far from the 2000 pre-tax cut baseline and over the 2003 pre-tax cut
baseline in 2006.[1] In part this is
because, despite the rate reductions, taxes paid by millionaire
households more than doubled from $136 billion in 2003 to $274 billion in 2006.[2]
Certainly, we face far different economic conditions in 2009 than
in 2003. Many believe that the country's
economic recovery now depends on spending restraint and debt reduction. According to polls, 16% voters rank the Budget Deficit as the
third top issue facing the country. That
is eight times the 2% that pick Global Warming.
Yet the Administration
does not share the public's sense of urgency on the deficit issue. Instead they have ramped up spending to
unprecedented levels. Earlier this year
the President told his Cabinet to come up with budget cuts. Their collective effort resulted in the $267
million savings. That is "m" for
million, not "b" for billion.
Despite the
worst economic conditions in several decades, Congress and Obama are making job
creation a lower priority than the American people wish. Instead of encouraging job generation, they
are "taking advantage of the crisis" to push a variety of policies - health
care, cap & trade, card check, more regulation, higher taxes - that will
result in fewer, not more jobs.
Perhaps
President Obama should ask the Clintons
for the "It's the Economy" sign that hung
their 1992 campaign. That might help remind
him to bring more focus to his Administration about what Americans really care
about.

Republican Warns the County Board of Elections to Follow the Law in Choosing
Early Voting Sites
Montgomery County Republican Party Chairman Mark Uncapher cautioned the County Board of Elections that it is required to follow the law when identifying sites for early voting.
However, as reported in the Gazette, Early voting sites a question of geography, not politics, the Board of Election instead voted on a strictly party line basis to ignore communities such as Damascus, Bethesda, Gaithersburg and Potomac.
The sites selected were:
- Bauer Community Recreation Center, Rockville
- Germantown Recreation Center (substitute for Blackrock, which declined use)
- Marilyn Praisner Community Recreation Center, Burtonsville
- County Executive Office Building, Rockville
- Silver Spring Civic Building
Three alternate sites were designated at:- Long Branch Recreation Center, Silver Spring
- Mid-County Community Center, Silver Spring
- Upper County Community Center, Gaithersburg
State law
requires that most voters be within 5 miles of an early voting site. However
over 100,000 Montgomery county voters live outside of the 5 mile range. This is despite the fact that two of the sites chosen were are within three miles of each other and construction for another has not yet been completed.
Board President Jerrold Garson dismissed the need for early voting in Damascus, suggesting that the best alternative for
Damascus residents was Burtonsville, which would be a 45 mile round trip.
The following is Chairman Uncapher's statement to the Board of Elections:
"As you know, the
state's early voting law requires that 80% of the registered voters live within
5 miles of one of the early voting centers. None of the ten
proposed sites are within five miles of voters in the northwest of the
county. Only one of the proposed sites, Damascus, would
be meet the requirement for voters in the northeast.
"Unless Damascus Community Center is
one of the five sites, residents in this area will have to travel more
than ten miles to an early voting site. This is clearly contrary to the
law's intent. Not choosing Damascus could result in the County failing
the comply with election law's "maximum distance" requirements.
Three out of ten sites
being considered are in Silver Spring. However only
one in twelve county residents lives in Silver
Spring and the community represents only 2% of the county's total
geography. We believe that no more than one early voting sites
should be located in any community, which would limit Silver Spring to a
maximum of one sites.
"Finally the Republican
Party believes that the Board of Elections headquarters in Gaithersburg
should be one of the sites chosen. Many voters will naturally assume
that the Board's office is one of the early voting sites. Voters
already go to the office for absentee voting. Not choosing the
Board's main office would be a source of considerable confusion for
voters."

It is unfair and ironic that a Democrat president and Congress would deny less priviledged children the opportunities that so many of their own children enjoy: choices in education that lead to brighter futures. Thousands of supporters of school choice flocked to the
Capitol on September 30 to tell Congress to "Put Kids First!" and save the DC
Opportunity Scholarship Program (OSP) that has already improved education for
over 3,300 low-income students in the District.
The rally was sponsored by the DC Black Alliance for Educational Options

who called on President Obama and Congress to do the right thing and save
school choice for children who otherwise would be stuck in failing
schools. Among those lending passionate support
to the cause were former DC Mayor Marion Barry who alluded to Scripture when he
called on President Obama and Congress to "Let My People Go!" A few of the other speakers included Bush Administration Secretary
of Education Margaret Spellings, House Minority Leader John Boehner, Dr. Howard Fuller of the Black Alliance for Educational Options, who spearheaded the voucher movement in Milwaukee. Also speaking was a former headmaster of Sidwell Friends School. Former DC Councilman Kevin Chavous
emceed the event, along with DCBAEO Executive Director Virginia Walden Ford.
Several of the children who have these scholarships will be losing them soon if the program is not allowed to continue. Virginia Poised to take Maryland's Business 
Maryland Public Policy Institute scholar Marta Hummel Mossburg nails it again. In a September 29 Washington Examiner op-ed she explains that Governor O'Malley has no choice but to cut a billion dollars from the current budget because tax revenue in Maryland is falling so fast.
Of course O'Malley's spin is to say that "other states" are worse off than Maryland. In fact, even though a recent Forbes Magazine ranking puts Maryland in the bottom 10 states on the costs of doing business, Maryland does get top grades for public schools, labor supply and quality of life. However, if you peek just next door, you'll have to conclude that Virginia beckons to businesses that have been struggling in Maryland. Virginia has been ranked best state for business for the fourth year in a row and has lower taxes and less penalizing regulations. Read the entire op-ed by clicking here:

The afternoon of September 20 was stunning -- with gorgeous weather, the setting of a beautiful home, and the camraderie of Republicans with a very keen appetite for victory. The dynamic guests of honor feeding that appetite were Bob and Kendell Ehrlich.
Although Gov. Ehrlich has not yet said if he is going to look for a 2010 rematch against Martin O'Malley, he had some advice to offer anyone who wonders what they might do these days to help the Republican cause in Maryland: Above all else, get yourself over to Virginia! It is imperative that we have sound leadership in these chaotic times, so please lend a hand to Bob McDonnell's campaign to win the governorship there.
