Message from the Chairman:
Liar, Liar, Pants on
Fire
During his recent address to Congress, President Obama said he will
"call out" anyone who "misrepresents" his health care plan. Fair enough. But the reverse should also be
true when Obama Care supporters misrepresent their proposals. Unfortunately the health care discussion often descends into name calling.
It is a little like a school yard, when the taunt "Liar, Liar, Pants on
Fire" seemed like a clever retort. Part of the frustration, though, is that no one single proposal
exists to evaluate. The President, as a result,
can say he supports provisions not in any of the bills under to consideration
in Congress. He claims, for example, that he will not sign into law any plan
that adds "one dime to the national debt."
Yet every proposal being considered at the time increased the deficit.
It is tempting to use the L word, but you have to resist the
urge. As Detective Joe Friday on the
television show Dragnet used to caution people: "Just the facts, Ma'am, just
the facts." Even given the
exasperatingly illusive nature of the of the Obama Plan specifics, that is good
advice.
Democratic hard-liners are now promising to move a bill on a
party-line vote as part of the 2010 budget process. The lack of a single specific proposal is
deeply disturbing less than two weeks before the start of the new fiscal year
on October 1. Certainly legislating
involves last minute give and take.
However given the conflicting proposals being considered, trying to
reconcile these different ideas into a single package in so short a time is a
high risk endeavor.
On as basic a point as whether the bill will contain a
"public option," the President's speech to Congress was as clear as, well,
mud. We know he wants a public option,
but it is not essential, but then again.... The President and his supporters claim that no one who wants
to remain in their current health plan will be "required" to switch to the
public option. How can this be true if
your employer drops health insurance? Various
independent estimates suggest that as many half of those with private
health insurance could see their employer decide to drop private coverage,
sending employees to the "public option." Some Obama Care supporters suggest that US business
needs their plan in order to be more competitive internationally with countries
with nationalized health care. Unless
they anticipate employers dropping health care coverage for their employees,
where will these savings come from?
Obama claims that only "waste, fraud and insurance company profits"
will be affected by the Medicare cuts being used to partly fund his plan. Since
the Medicare program has 50 million participants, the over $500 billion cut works
out to $1,000 a year per person for ten years.
Put these cuts in context. Earlier this year the President
told his Cabinet to come up with budget cuts.
The result was $267 million in savings.
That is "m" for million, not "b" for billion. Medicare recipients are to give up $10,000
each, but the Cabinet's cuts for the overall budget represents an average of less than a dollar in
savings divided among everyone in the country.
Some of these Medicare are supposed to come from having
high-cost Medicare areas "learn" from other communities. Maryland's
cost per Medicare beneficiary is one of the highest in the country. If our reimbursements rates are equalized
with the rest of the country, won't Maryland Medicare beneficiaries be impacted
more than those in other states?
It seems hard to believe that Medicare's quality of care
will not be impacted by these significant cuts.
But again, while it is tempting to use the "L" word, fight the urge. Making an argument more loudly does note not make it more convincing.
No end of distraction has been generated by the debate over the "Death
Panels" hyperbole. As a result, the
underlying details have been completely lost in the back and forth over the phrase. At issue is the impact on individual care that the proposed regulatory
process for rationing payments and setting standards of care will have.
Follow Joe Friday's advice with "Just the facts, Ma'am,
just the facts." Obama Care is a
high stakes gamble with both individual American's health and with our economy. Obama Care is a gamble not worth taking. Mark Uncapher Montgomery County Republican Chairman

Montgomery County
Republican Warns the County Board of Elections to Follow the Law in Choosing
Early Voting Sites
The Montgomery County Board
of Elections is currently considering which five "early voting" sites will be
chosen among ten potential sites.
The
sites under consideration are:
- Bauer Community Center
in Rockville
- Board of Elections in Gaithersburg
- Damascus Community Center
- Germantown Community Center
- Coffield Community Center
in Silver Spring
- Lawton Community Center
in Chevy Chase
- Long Branch Community Center
in Silver Spring
- Praisner Community Center
in Silver Spring
- Potomac Community Center
- Upper County
Community Center in Gaithersburg
The state's early voting law
requires that 80% of the registered voters live within 5 miles of one of the
early voting centers.
None of the ten proposed
sites are within five miles of voters in the northwest of the county and only
the Damascus
site would be meet the requirement for voters in the northeast. Unless the Damascus
Community Center is one of the five sites, residents would have to travel more than ten miles to an early
voting site. Not choosing Damascus could result in the County failing the comply with election law's "distance" requirements.
Three out of ten sites
being considered are in Silver Spring. Yet only one in twelve county residents lives
in Silver Spring and the community represents only 2% of the county's total geography. We believe that no more than one early voting
sites should be located in any community.
Finally the Republican Party
also believes that the Board of Elections headquarters in Gaithersburg should be one of the sites
chosen. We believe that many voters
would naturally assume that the Board would be one of the sites. Not choosing the Board's main office would be
a source of considerable confusion for voters.
These sites will take effect in
2010. Comments on the proposed sites will be received by the County Board
of Elections. Comments were to be
sent to the Board by September 18, 2009 for the Board meeting scheduled for
September 29th at 2:30pm.

March on the Capitol 9/12! Partial View of Rally with camera held high - Photo by Stella Green If you attended last Saturday's march from Freedom Plaza to
Capitol Hill, you no doubt felt the sense of urgency in the air. There is no other explanation for the
phenomenon of so many people from all walks of life using their hard earned
money to travel from all over the nation for this. The
March has been called many things, including: a
protest against big government, a demonstration against Congressional spending, a defense of our Republic . . .
But perhaps more than anything, it was about Americans coming together
to celebrate and defend the liberty that we too often take for granted.
I went on my own, boarding a Saturday morning train out of
the Grosvenor Metro, which is just three stops after Shady Grove, still a long
ride into town. When the train arrived
every car was already jam packed. Yet the Grosvenor
platform was crowded with marchers, several carrying homemade signs.
Somehow we managed to squeeze in.
Around me were marchers from at least three states: New Jersey, Pennsylvania, and Utah.
Everyone was polite and friendly, especially
to a couple of folks on the train who were not shy about letting us know that they
did not agree with us. Isn't it amazing
that people instinctively know they can feel safe disagreeing with
conservatives, even when so greatly outnumbered? No doubt this is because conservatives are
traditionally very tolerant of those who disagree.
And, in fact, that was what the march was about: protecting true freedom of expression, real freedom that comes without fear of retribution.
There were people from all
political parties, all walks of life and all ages. In fact, among the marchers were several people
whose past had included a Leftist worldview (including yours truly).
As I emerged from the
Metro Center stop and walked to Freedom Plaza, at around 11:15 a.m., I was
surprised to see that the march had already been progressing for a long time
before schedule because the overflow was too great to contain. The police were unprepared for the sheer
magnitude of it all.
I joined the crowd, and by chance met up with folks I knew. As we made our way up Pennsylvania Avenue after just a couple of minutes I turned around to find that the crowd accumulated behind us
already looked as thick as that in front! The rally at the Capitol was more spilled down the Mall. Above you can see a partial view of the rally from as close as I could get.
If you took part in the March on Washington, I hope you will
consider this just the beginning.

Maryland Senate Republicans Call for ACORN Investigation by the State
Governor O'Malley missed a big opportunity Thursday.
He stood with
President Obama before the national press corps and he could have cleared
Maryland's
name with regard to the blossoming ACORN scandal. He could have
told the nation that Maryland
stands firm against child prostitution and
human sex trafficking. He could have announced an independent
investigation
of ACORN activities in Maryland.
The Maryland Republican Senate leadership has sent the
Governor the following letter calling for an investigation of ACORN in Maryland:
Dear Governor O'Malley
The
members of the Senate Republican Caucus have been troubled by the national
scandal exposed over the past week about actions of ACORN (Association of
Community Organizations for Reform) staff members who offered advice on
undertaking criminal activity and defrauding federal and state
governments. The fact that the first release of such information involved
ACORN staff operating in Baltimore
City has blemished our
state's reputation.
We are
also concerned about the lack of interest by those responsible for upholding
the state's laws in proceeding with an investigation of these actions of
ACORN. Both Baltimore City State's
Attorney Patricia Jessemy and Attorney General Douglas Gansler have offered
public commentary on the Shari Elliker show (WBAL Radio) professing that no
investigation is needed because no one in their Maryland constituency is upset by this
national controversy.
We
believe that public confidence is shaken when the chief law enforcement
officials turn a blind eye towards potential criminal activity in the
state. Potential violations of several state and federal law occur when
staff of a private nonprofit organization, supported by public financing, is
providing advice on the human trafficking of minors for sexual activity, operating
houses of prostitution and avoiding state and federal taxes. In fact,
just five months ago the Maryland General Assembly passed House Bill 542 -
Criminal Law - Human Trafficking - Inducing or Enticing because of the
public's overwhelming concerns about criminal activities involving child
prostitution. You signed this bill on April, 14, 2009.
Obviously, state leaders who have shunned this topic are concerned about
political ramifications of speaking against ACORN even though they are supposed
to be a non-political organization. Maryland law provides specifically for the
conduct of an independent criminal investigation when the elected officials are
politically compromised.
We call
on you to refer this matter to the Maryland State Prosecutor as provided for in
Criminal Procedure Article, Section 14-107(b). ACORN provides services
throughout the state of Maryland, therefore, a request by the Governor
for the independent State Prosecutor would relieve State's Attorney Jessemy and
Attorney General Gansler of the political liabilities of leading such an
investigation of potential criminal activity that is conducted in more than one
political subdivision of the state.
A strong
statement by you would send a signal to Marylanders as well as citizens across
the nation that our state leadership does not condone any actions that would
support businesses engaged in the sex trafficking of children. It also
would help restore integrity to our state that has been tarnished by this national
crisis.

State Republican Chairman Jim Pelura To Resign at Upcoming Party Convention
In a statement released on Monday September 14, Dr. James
Pelura, chairman of the Maryland Republican Party, submitted his resignation
effective Nov. 14. His successor will be elected at a regularly scheduled
convention of the party's State Central Committee.
A nominating committee has been named, chaired by Montgomery County Central
Committee Chairman Mark Uncapher.
