Take Part in an anti-tax "Tea Party" in Rockville on April 18 or in Annapolis on April 15 Democrats in Washington expect taxpayers to increasingly shoulder the impossible burden of an ever-growing federal deficit of trillions. As if this isn't enough, our own Montgomery County Council and Maryland State Legislature are brashly taking their cues from the Democrats in Congress and the Administration, cutting ever more deeply into our family budgets.
Come and join your fellow citizens for an anti-tax "tea party" protest in the tradition of the patriots of the American Revolution. We will meet on Saturday April 18 in Rockville. There will also be a Tea Party on tax day, April 15 in Annapolis. Senate Dems Threaten Filibuster On Legal Presence Bill
With
representatives of CASA de Maryland (Central American Solidarity
Association) and the ACLU watching from the gallery, Democrats on the
Senate floor today threatened a filibuster of Senate Bill 369 Vehicle Laws - Proof of Lawful Presence Act of 2009.
The
bill, which is now supported by the O'Malley Administration, would
require proof of legal presence for the issuance of a Maryland drivers'
license in compliance with the federal REAL ID Act. The bill was
passed by the Senate Judicial Proceedings Committee by an 8 to 1 vote
and was being considered on second reader when several Democrat
Senators rose to ask questions about the bill (to see our prior post on
this topic click here).
After
questions from Senators Delores G. Kelley, D - Baltimore County, and
David C. Harrington, D - Prince George's County, the bill was laid over
until Monday's session. Senator Harrington forewarned the
chamber that amendments would be offered to create a two-tiered
licensing system in Maryland that would allow illegal immigrants to

The Senate reconvenes on Monday, March 30th at 3:00 p.m., at which time Senate Bill 369 will be on second reader and open to amendment.
In the House of Delegates also on Friday, Del. Ron George's (R-Anne Arundel) bill to require Legal Presence for obtaining
a Maryland Driver's License (HB 387) came out of the House Judiciary
Committee but has been heavily amended and major changes have been made that do
NOT ensure Driver's License security.
Apparently, over the objections of Del. George and the Republicans on
the committee, the bill has been amended to allow anyone who has applied for
legal presence in the United States
the ability to obtain a Maryland
license. This could be as simple as an illegal immigrant filling out an
online application for a student visa or political asylum. They could
still be in our country illegally but would not be hindered from getting a
driver's license. Also, and perhaps even worse, this bill now would
allow all those illegal immigrants who have obtained a driver's license
already to keep their license. In
effect, it's driver's license amnesty.

Montgomery county Gang Crime, Robberies and
Assaults Up For 2008
Police Chief A. Thomas Manger of the Montgomery
County Police Department summarized his 2008 Annual Crime Report before the
Montgomery County Council's Public Safety Committee March 19, reporting a mere
1.4% increase in crime overall for the County. However, robberies and assaults
were "disproportionately high" in the Central Business Districts of Silver
Spring and Wheaton, the same areas where gang related crimes account for 56% of
all gang crime county wide.
Vehicle theft saw the largest jump in crime
statistically. Preliminary data shows a 154% increase in GPS unit thefts,
totaling approximately 2,438 units being stolen. Silver Spring, Wheaton,
Germantown and Gaithersburg remain the highest crime areas. Gang activity
intelligence indicated that there is a significant increase in inter-gang
violence amongst Hispanic gangs and that gangs in general have become more
economically driven and are moving towards organized criminal activity.
Domestic violence calls increased dramatically with an average of two dozen
calls per day. It was noted that the calls to Latino communities were notably
more violent and where more guns were confiscated. Total firearm confiscation
was up approximately 63% from 2007.
In total, there were 72,493 police
documented crimes in Montgomery County in 2008.

". . . . Lawmakers did wind up cutting over $700 million from Gov. Martin O'Malley's proposed $ 32 billion budget, with more cuts still to come. Yet they rejected hundreds of millions of other potential cuts proposed by the analysts from Department of Legislative Services, such as cutting the funds that would allow a fourth year of tuition freezes at state universities. In Maryland, the legislature can only cut the governor's budget.
Ultimately, many of the "cuts" were simply reductions in proposed spending increases. Sometimes they "level funded" them -- kept a spending program at the same level as last year.
There were indeed actual reductions from this fiscal year's spending, but seldom is a program taken completely off the books. A rare exception was the "Principal Fellowship Program" in the state Department of Education. Passed in 2005, the program was designed to give incentives to effective school principals to move to troubled schools in other jurisdictions. The money was not spent in fiscal 2007 and 2008, and no principals had been nominated this budget year. The savings? A measly $159,745.
The Sellinger program for public aid to private higher education did suffer a real $5 million cutback from this year. But as the education subcommittee did several times, the budget language restores the funding in subsequent years, and even includes modest increases. Sellinger aid is based on a percentage of what the public colleges and universities receive, and the committee chairman, Del. John Bohanan, who headed a commission on higher education funding, said there is "gentleman's agreement" that the $45 million will go to financial aid for Maryland students at these private schools such as Johns Hopkins University.
Technically the legislators cannot restore cuts the governor has made. But more than half of state spending is mandated in law, and the legislature must approve any reductions in these formulas in the Budget Reconciliation Act. It is there that some of O'Malley's "cuts" in growth can actually be put back. This is what legislators did with the formula for the Maryland State Arts Council which O'Malley was going to cut by $6 million. Powerful and well-organized lobbying by myriad arts organizations in every legislative district got $3 million of that restored.
Who's representing the interest of the average taxpayer in this process? Reporters are about the closest thing to average taxpayers observing the process, leaving it up to the legislators to represent their constituents. For the most part they don't hear from their constituents except those who want to increase the budget or stave off a cut for programs they support. . . . " |
