Task 1.1    Provide technical assistance to Member Policy Committees and staff regarding cross cutting issues, includes monitoring the national transportation discussion from various organizations and transportation related articles.

Total time spent for the month of July is 8.25 hours.

JULY 2012
Task 1.2    Provide a mechanism for policy discussion and analysis regarding metropolitan transportation issues.  Includes duties such as organization of the ILMPO meetings, producing minutes and agenda items along with discussions with the Chairman of the Policy and/or Technical Committee.

Total time spent for the month of July is 28.50 hours.

Consultant spent time
communicatiing with MPOs, IDOT, FHWA and the ILMPO Chairman in preparation for the July 17, 2012 ILMPO board meeting.

Time was also spent converting documents to a PDF file and distributing meeting materials for the July 17 ILMPO board meeting. This time period includes travel from Chicago to Bloomington to attend and coordinate the ILMPO Board meeting.  Consultant also spent time communicating with MPOs, IDOT and FHWA as a follow up to the July 17 ILMPO board meeting.

Consultant spent time drafting the minutes from the July 17 ILMPO board meeting.  
 

Task 1.3    Support MPOs in implementing and complying with state and federal laws and regulations regarding planning responsibilities of metropolitan planning organizations.

Total time spent for the month of July is 19.25 hours.

The total time includes research for both the July and August Reports & Resources Brief.

Consultant spent time researching various subscriptions, as well as FHWA, FTA, TRB and USDOT for transportation related reports.  Time was also spent reviewing the transportation related reports for its relevance to MPOs in Illinois.  The Reports Brief was distributed to MPOs, IDOT planning staff and FHWA personnel. 

The July Reports & Resources Brief was distributed on July 12. 2012 and included reports from May 2 through June 15. 

Consultant began researching transportation related reports for the August Reports & Research Brief on July 25 and included reports from June 16 through July 29.  The August Reports & Research Brief was distributed on the morning of August 1, 2012.    

Task 1.4    Provide a forum of the sharing of information and best practices across regional lines.  Includes website development and coordination of various entities to ILMPO meetings.

Total time spent for the month of July is 6.75 hours.

Transportation News Briefs were posted to the ILMPO web page after each Constant Contact email blast.  The list of emails developed and distributed can be found in Task 1.1 

  

The ILMPO Federal legislative webpage was updated with a MAP-21 summary with a focus on transportation planning provisions.

Lastly, consultant updated the MPO News & Notices webpage on July 13 with various webinar notices, archive news articles and links to UWP monthly reports.

Task 2.0   Develop linkages and networks with other related statewide and regional organizations, including developing strategic relationships with key state agency personnel and associations.

0 hours was spent in the month of July on this task.


Task 2.1   Task2Point1Provide training for MPO staff and member agencies.  Include duties related to the Technical Committee Meetings.

4.75 hours were spent on task 2.1 in the month of July. 
  
Consultant distributed a resource notice at the request of the FHWA Springfield office for the STEP program to solicit comments on July 5. Consultant also distributed a climate change and transportation workshop notice at the request of FHWA Springfield office on July 18. 


Constant Contact was also utilized in developing the Webinar Notice which was distributed to members on July 31.

Task 2.2   Identify and pursue grant opportunities to support MPO activities.

No hours was spent on Task 2.2 for the month of July.  

 

 

Task 2.3   Analyze state and federal legislative and regulatory proposals to determine their impacts on planning jurisdictions of Illinois MPOs.  Duties includes researching state statutes and providing legislative update reports.

Total time spent for the month of July is 11.75 hours.

 

Consultant tracked various state transportation related bills which passed both chambers for gubernatorial action.   

 

Consultant spent time reviewing the conference committee report for MAP-21 and reviewed other stakeholder summaries of MAP-21.  Consultant also communicated with the National Association of Regional Councils regarding the MAP-21 summary.  Consultant sent a federal legislative update to members regarding MAP-21 on July 6 and sent a corrected email update on July 9.  The MAP-21 summary was also placed on the ILMPO federal legislative webpage.   

 Task 3.0   Administrative duties to include fiscal agent duties, to develop the UWP and provide monthly UWP updates, and to develop detailed invoices. 

Total time spent for the month of July is 10.0 hours.

 

Consultant spent time reviewing detailed invoices from June and analyzing hours spent on each particular UWP task.  Time was also spent updating the monthly drawn down of hours provided in the UWP report.  The June UWP Report was distributed to MPO members and IDOT via Constant Contact on July 13. Time was spent creating a detailed invoice for July 1 - 15.
