New Keynote Speaker: Tim Schaefer
Last week, State Treasurer John Chiang confirmed that he would be the Keynote Speaker at this year's CaLBOC Statewide Conference.  I have just received word from his staff that Mr. Chiang has had a personal conflict come up forcing the Treasurer to pull out of the conference on May 31st. Mr. Chiang did not leave us empty handed.  He suggested that Deputy Treasurer Tim Schaefer, his resident expert on bond accountability, pinch hit for him.  We thankfully accepted his offer. 
     On the topic of Bond Accountability, Mr. Schaefer is an excellent pinch hitter.  We look forward to hearing Mr. Chiang at a future Conference.

Bio: Tim Schaefer, Deputy Treasurer
Mr. Schaefer is the Deputy Treasurer for Public Finance at California State Treasurer's Office since January 2015.  Mr. Schaefer was Chiang's Senior Financial Advisor in the Treasurer's previous role as Controller.  He was founder of Magis Advisors, a public finance consulting firm in Orange County California, has more than 40 years of experience in the municipal securities industry.  Prior to working as a financial advisor, he managed the national municipal trading desk at Chemical Bank in New York City and the public finance division of Bank of America in San Francisco. During his 20 years on the technical assistance committee to the California Debt and Investment Advisor Commission, he served three terms as chairman.  He also acted as a private sector advisor to the standing committee on governmental debt of the Government Finance Officers Association.  He is a co-author of the California Public Funds Investment Primer, published by CDIAC in 2006 and has authored a number of articles on the field of municipal finance.  Mr. Schaefer is a member of the California Society of Municipal Analysts, the Risk Management Association, the Government Finance Officers Association, and the International City Management Association.

Mission Statement 

To promote school district accountability by improving the training and resources available to California's Proposition 39 School Bond Oversight Committees and educating the state legislature, local school boards and the public about the oversight and reporting powers these Citizens' Bond Oversight Committees (CBOCs) have, and to advocate on a state level, where appro-priate, on issues of common concern to all CBOCs.  

CaLBOC:
CBOC Operation Guidelines
Provides a basis for the BOC to perform a self-assessment of their operations and identify training needs. Could use as outline to develop a training program for committee members.
