Order of Merit 2011


Nominations to the Order of Merit closed September 15, 2010. One hundred and twenty-six were received; an increase of 27 from last year. A breakdown of submissions are as follows:

·    Atlantic: 19
·    Quebec: 12
·    Ontario: 55
·    Prairies and Territories: 17
·    British Columbia: 23

All submissions were categorized by regions on Oct. 1, 2010 and forwarded to Regional Committee members for their review, evaluation, and recommendations to the National Advisory Committee (NAC).

Regional Committees have until December 1, 2010 to make their recommendations. The NAC is scheduled to meet on January 6, 2011 to review recommendations, and to make their recommendations to the Principal Commander.

Institute for Strategic International Studies: ISIS 2011

In August 2010, the CACP Board of Directors approved and announced the fifth ISIS program, a problem-based executive learning and global research program. ISIS 2011 is scheduled to commence Jan. 7, 2011. This year's theme is "Public Safety Leadership: The X Factor in Canada's Emergency Readiness".
Police Services who are interested and those who have confirmed their participation are requested to submit their application. Details of the program and applications can be found at www.cacp.ca.

CACP Special Purpose Committee - Governance

At the Annual Conference in Edmonton, co-chairs of the Special Purpose Committee on Governance A/Comm. Peter German and Chief Dale McFee proposed a new CACP Governance Model. The model reduces the Executive from 9 to 6 and the Board from 21 to 19. All Directors would be appointed by Provincial Chiefs of Police Associations, and once elected, the Provincial Directors to appoint from within, three VP's, one representing the RCMP. Only the President and Secretary Treasurer are to be elected by the membership. The co-chairs and the members of this Special Purpose Committee are seeking views and opinions on the proposed Governance Model and/or recommendations. The committee's next report is scheduled for Dec. 8, 2010.

CACP Nomination and Election Process

The President of the CACP has tasked the Special Purpose Committee on Governance to review the nomination and election process and make recommendations. At the Edmonton conference, it was suggested that in March of each year the President identifies an Election Commissions consisting of three members of the Board. The Commissions responsibility is to present a slate of Directors to the CACP membership.

Recommended nominations procedures are as follows:

·    May 1st Election Commissions will call for a slate of candidates by
seeking nominations for available director positions.

·    For Provincial Director positions, the committee will consult with the respective President of the Provincial Chiefs Association seeking nominations for that position.
·    The proposed slate of candidates will be circulated to all voting members no later than June 1st prior to the CACP Association's AGM.
·    Additional nominations signed by two voting members, may be submitted to the Election Commission no later than June 30th prior to the Association's AGM.
·    The proposed slate of candidates and the names of any other nominated members will be circulated to all voting members by July 15th prior to the Association's AGM.
·    There will be no nominations received from the floor during the AGM.

The Special Purpose Committee also suggested that in regards to the election process:
·    One vote per member
·    No proxy voting
·    Life Members may vote at conference
·    No right to vote for Associate Members
·    Reschedule AGM to Monday of Annual Conference

CACP Regional Workshop


As directed by the President, the Executive Director is working to re-establish Regional Executive Forums for CACP members. Peter Cuthbert has met with the Director of CPC, C/Supt. Cal Corley and the Executive Director of the Policing Sector Council, Geoff Gruson to identify potential topics and develop sub-themes to the workshops. One topic being seriously considered is "Police Leadership During Difficult Economic Times".

The two day 2011 spring workshops would travel the country within a three week period. Logistical arrangements, agendas and speakers have yet to be determined.

CACP Block Membership

One of Chief Blair's priorities is the introduction of Block Membership within the CACP. The Executive Director has been requested to submit his report and recommendations at the Dec. 8, 2010 Board meeting. As of this date there are 431 active members in the CACP. There is a potential of 1600 plus senior officers that the CACP needs to reach out to. One recommendation being considered is that for a Police Service to be eligible for Block Membership they must register the Chief, D/Chief and Superintendents at the full active membership rate and all other senior officers within the service would pay a half rate. Views and opinions are welcome.

President's Council on Strategic Direction #2

Chief William Blair has requested the Executive Director to invite members of the Board, Committee Chairs and Project Leaders, and Presidents of Provincial Chiefs of Police Associations to a meeting on January 12-13, 2011 in Toronto. The purpose of this meeting is to:
·    Report on the nine priorities of the President
·    Receive and discuss the CACP Committee and Project Leader reports
·    Receive updates on the five Special Purpose Committees from the
      Committee Chairs:

o    Governance

o    Urban Gang Violence

o    Research Foundation Renewal

o    National Police Services

o    Radio Spectrum

·    Re-evaluate and confirm priorities
·    Outline CACP Business lines and opportunities

CACP Annual Conference - Windsor ON, August 21-24, 2011

The 106th Annual Conference is scheduled for Windsor Ontario, on August 21-24, 2011. The conference is hosted by Chief Gary Smith and members of the Windsor Police Service. Accommodations, professional development programs, trade fair, and opening and closing gala will all be presented at Caesar's Hotel. Registration opens in January 2011. Book your accommodations now.

The conference theme for August 2011 is "Partnerships: The Right Connection for the Right Reasons."

CACP Annual Conference 2013 - Western Canada

The CACP Western VP's and Provincial Directors have been requested to canvas police agencies in western Canada to identify those interested in hosting the 108th Annual Conference. Expressions of interest will be tabled at the December 2010 Board of Director's meeting. A motion will be presented requesting the Executive Director to apply the CACP Conference Guidelines to all submissions and to report back to the Board in April 2011. The site of the 2013 Annual Conference will be selected at that meeting.

Annual Conference Financials

Are you aware that the CACP Annual Conference budget forecasts estimated revenue of $950,000 and expenditures of $750,000? The Board of Directors expects and budgets a $200,000 plus, net revenue return each year.

December 2010, Victoria, BC

In March 2010 the Board of Directors decided to schedule the 2010 fall Board meeting in Victoria, BC in conjunction with the CITIG conference, scheduled for Dec. 6-8, 2010. This is going to be a busy week with the Informatics Committee scheduled to meet    Dec. 3-4, Law Amendments Committee Dec. 6-7, Policing with Aboriginal Peoples Committee Dec. 7, the Executive Committee meeting Dec. 7, CACP Orientation of new Board members Dec. 7, Board of Directors meeting Dec. 8., and on Dec. 9, Presidents and Executive Directors of the three National Emergency Measures Associations will meet.

Government Relations

A number of communications have been sent to each of our members with regards to initiatives both by the CACP and Government of Canada which effect law enforcement.  These include:
Given that government is not well represented and engaged in CACP committee activity, my current focus has to been to create avenues to re-develop the relationship with government and develop greater collaboration and the sharing of information between our organizations as we move forward. To this end, I have met with officials both within the Department of Justice and Public Safety Canada, at both the political and departmental levels, to begin developing the lines of communication. 
 
During the next few months, my focus will be on working with committee representatives to create further discussion with government regarding interoperability, lawful access, emergency management and drug abuse. In addition, we will be adding a Government Relations page to the CACP web-site to allow each of you greater access to the material I have been working on.

The Check and Balance
Law Enforcement Quality Assurance Conference
"Quality Assurance Intended for the Citizen"

To all Police Executives, Law Enforcement Leaders, Governing Board Executives and Managers, Program Managers, Private Industry Executives and Auditors, and Civic Officials,  we are inviting you to come join us on November 28 - December 1, 2010 at the Fairmont Chateau Frontenac in Quebec City to discuss and move the issues forward in the area of Law Enforcement Quality Assurance.

The conference planning committee has put together an agenda designed to meet the following goals;

  • QA in action - Demonstrate the positive results obtained by the effective use of adequate leadership and coordinated practices
  • QA tools - Deliver the most appropriate tools for measurement

2010 CACP/ OACP Traffic Symposium
Innovation in Road Safety: Safe Emergency Vehicle Operations

Over 100 delegates made up of Middle and Upper Management and Police Executives met in Niagara Falls, ON, for the 2010 CACP/ OACP Traffic Symposium. The program was enhanced by the participation and support of our exhibit show consisting of 10 exhibitors demonstrating a variety of equipment and supplies that can be beneficial to support the safety of traffic officers.

The agenda was made up of a variety of speakers each designing presentations to provide information and tools to assist members to effectively manage the challenges of the safe operations of police vehicles to minimize risk & liability.

In addition to this year's professional program we also presented both the CN and Transport Canada Traffic Safety Awards and the 2009 Criminal Interdiction Awards.

CACP congratulates all recipients on their extraordinary efforts to improving these initiatives.
