2010 Census is Different
The Census Bureau has changed the way it conducts the national count.
Goodbye Long Form
In the past, most households received a short-form questionnaire, while one household in six received a long form that contained additional questions and provided more detailed socioeconomic information about the population.
The 2010 Census will be a short-form only census and will count all residents living in the United States as well as ask for name, sex, age, date of birth, race, ethnicity, relationship and housing tenure - taking just minutes to complete. 
 
Why fill out the census form?
Every household in the country will receive a questionnaire in 2010. To ensure an accurate and fair count of all populations at all geographic levels in the nation, the Census Bureau needs you or someone in your household to respond to the census questionnaire.
It's important. - Census data affect funding for your community, your community's representation in Congress and your community leader's planning decisions.
It's easy. - The census questionnaire takes only a few minutes to answer and return by mail.
It's confidential. - Your responses are protected by law (Title 13, U.S. Code, Section 9). All Census Bureau employees have taken an oath to protect confidentiality and are subject to a jail term, a fine - or both - for disclosing any information that could identify a respondent or household. It's required by law. - The information you provide is combined with responses provided by your neighbors and other households across the country, to provide summary statistical data that are used by various local, state and federal agencies.
 
Census affects funding in your community
Census data directly affect how more than $300 billion per year in federal and state funding is allocated to communities for neighborhood improvements, public health, education, transportation and much more. That's more than $3 trillion over a 10-year period. Spending just a few minutes to fill out your census form will help ensure your community gets its fair share of federal and state funding.

Mandated by the U.S. Constitution, the census is also used to apportion seats in the U.S. House of Representatives and to redistrict state legislatures.

Timeline~ 
Spring 2009: Census employees go door-to-door to update address list nationwide.
Fall 2009: Recruitment begins for census takers needed for peak workload in 2010.
February - March 2010: Census questionnaires are mailed or delivered to households.
April 1, 2010: Census Day
April - July 2010: Census takers visit households that did not return a questionnaire by mail.
December 2010: By law, Census Bureau delivers population counts to President for apportionment.
March 2011: By law, Census Bureau completes delivery of redistricting data to states.

Community Announcement from St. Elizabeth
 
St. Elizabeth Healthcare is embarking on an exciting journey of growth and development in the Northern Kentucky community. Our new Covington facility located at the 12th Street Exit off I-75 will be opening August 29, 2009.  The Emergency Department and all outpatient clinical services will be moving from the existing 20th Street facility to this new building.
 
It will be necessary to close the Emergency Department at the 20th Street  facility for two full days beginning at 7:00 a.m., August 27 through 6:59 a.m., August 29, to accomplish this move.  During this 48 hour window, St. Elizabeth Covington Emergency Department will divert patients to other St. Elizabeth Healthcare facilities located in Ft.Thomas, Edgewood, and Florence.
 
Once open, the new 12th Street facility will offer a stand alone Emergency Department and Outpatient Services including Imaging, Rehabilitation, Laboratory, Women's Wellness, Wound Care and Dialysis. Additionally it will house the Summit Medical Group and other physician offices.

Litter in the City - What can we do?   Adopt a Spot!
 
With the understanding that government resources are limited, a Litter Task Force was developed through a partnership of the Covington Neighborhood Collaborative, the City of Covington, the Center for Great Neighborhoods, and is recruiting residents, business owners, churches, students, neighborhood groups and all concerned citizens to assist with litter cleanup in the City.
 
The Litter Task Force is focused on a coordinated approach for eliminating litter in the City of Covington.
 
A unique program developed by the Code Enforcement Department as part of this effort is the Adopt a Spot program.
 
The Adopt a Spot program seeks to formalize a process in which many citizens have participated over the years --- the regular cleanup of trash and litter in our neighborhoods.  Participants are asked to adopt a block (or even just a portion of a block - a spot!) to clean up weekly, as a collaborative effort to make an impact on neighborhood cleanliness.

Temporary Road Closures 
Construction crews will begin digging a trench necessary for the installation of the decorative light poles along James Simpson Jr. Way (JSW) beginning June 8th.  It will be necessary to close the intersections of JSW at Kavanaugh and at 13th Street in two separate stages to allow for this.  Detours will be posted.  Each closing should last less than a week:
  • Beginning Monday, June 8, JSW  & 13th St. for 5 days; and
  • Beginning Thursday, June 15, JSW & Kavanaugh St. for 5 days.
Road Repairs - Parking Limited
Crews will be repairing the sub-surface and installing concrete in portions of 42nd Street between Church and Decoursey over the next couple weeks, as weather permits.  During this time, parking will be limited but a driving lane will be kept open at all times.  We ask for your patience during this process.

Gas Main Replacements
Duke Energy is currently replacing gas mains as part of 3 projects within the City of Covington.  The project areas are shown in the attached maps.  This work must be complete by the end of the year, but we are expecting everything to be done by the end of summer.  The roadways will be restored to their original condition or better upon project completion.  Please be patient with the roadway restoration, all of the new gas mains have to be tested before the road can be resurfaced.

Right-of-Way crews continue to repair potholes throughout the city.  Please report any potholes or road related maintenance issues to the Department of Public Improvements at 292-2292.

Classic Covington
The historic architectural styles of Covington, Kentucky

Over the next several months, we will be highlighting different types of architectural styles found in Covington.  There are a wide variety of styles from the very ornate large Victorian homes, to the more subtle detailing of the art modern.  Each month, we will describe a different style and showcase some great examples of the style from Covington's own buildings. I hope you enjoy learning about these and that as you walk though the streets of Covington you will be able to pick out the different styles! 
 
Italianate c. 1860 to c. 1890 15 Martin
This style, inspired by Italian architecture, first appeared nationally in the 1850's.  By the 1860's, it had become the most popular style of architecture in America.  Grander versions of this style, usually mansions and large public buildings, resemble villas, complete with belvederes (towers).  Several examples of these can be seen in the Ohio Riverside district. More modest versions comprise the predominant architectural style in the Historic Preservation Overlay Zones.
 
327 RiversideThe Italianate style is recognized by the ornate lintels or hood moldings located above the doors and windows and a heavily decorated cornice at the top of the façade. These cornices are usually bracketed and often have small round or oval windows within the frieze. The use of arched doorways and windows is also common. Windows on primary elevations are usually two-over-two sash, while windows on secondary elevations often have smaller panes, such as six-over-six sash.  The fashionable larger panes of glass were becoming more available, but 813 main [2]they were still a costly (and fragile) investment, smaller panes in less visible areas were an economical solution. 
 
Italianate homes in Covington are most commonly built in brick and have a rubble or ashlar stone foundation.  Decorative window and door trim are either stone or metal, and the decorative cornices are either wood or metal.

Whether it is an old shingle from a torn down house, a beam that once supported a floor, or a piece metal that once made something function. These found objects have now been combined to become a new found beauty as art. Artisans Enterprise Center is hosting Re-Cycled, curated by David Knight, Director of Exhibitions at Northern Kentucky University.

Fire Department Testing All Fire Hydrants in the City
 
The Covington Fire Department will be testing approximately 1,000 fire hydrants citywide throughout the summer. The Covington Fire Department fire hydrant testing program was designed to ensure that all hydrants are ready should our fire department need to use them.
 
Why do we test fire hydrants?
Testing ensures that hydrants are in full working order and verifies their flow capacity. In addition, testing fire hydrants is a function the fire department performs in order to receive a lower Insurance Service Organization rating (ISO). The ISO is the organization that sets the insurance classifications for
municipalities. The hydrant testing also helps keep the hydrants flushed from any
foreign debris, but, more importantly, the test provides information concerning pressure
and the amount of water available at each hydrant.
 
How is the hydrant tested?
In order to determine that a hydrant is capable of meeting
fire flow requirements, fire department crews must open the hydrants and discharge water from the hydrant at a high flow rate. Firefighters testing the hydrants will record specific information related to flow and pressure.
 
How does this affect the neighborhoods where the hydrants are being tested?
Fire
hydrant testing is a routine maintenance procedure, but it may result in a few temporary
inconveniences. The street near the hydrant being tested may become temporarily
flooded. High flow rate discharge during testing disturbs sediments in the water
distribution system. This often results in brown or rust-colored water. Hydrant testing
may also reduce regular water pressure. Reduced water pressure should only be
intermittent as the hydrants are being tested. Your regular water pressure will return to
normal once the flow testing is complete. Fire hydrant flushing and water main flushing
or repairs can disturb sediments in the water mains resulting in red or brown colored tap
water. This colored water is not a health concern and can usually be eliminated by turning
on household faucets for a few minutes to flush any sediment out of the system.
 
What should you do while hydrants are being tested in your neighborhood?
It is
recommended that residents turn off their taps for 10 to 20 minutes while crews are
testing the fire hydrants in the neighborhood and it is recommended not to do laundry
during that time. This should allow work crews enough time to complete the test.
When work crews have left the area, turn on one of the COLD-water taps in the home
for a few minutes to flush out the system. If a brown or rust-colored water is detected, do
not drink the water or wash laundry. While discolored water is not harmful to your
health, it can stain laundry.
 
When will we test the fire hydrants in your neighborhood?
Every day, through the end of September firefighters will be testing hydrants throughout the city during daylight hours. Because the time it takes to test and/or repair hydrants is
somewhat unpredictable. An exact timetable or schedule is not possible. The firefighters
are subject to responding to emergency calls and will be testing hydrants during the time
in-between emergency responses. We ask that you be aware of the crews working in
your neighborhood and slow down and drive past them carefully while they are testing
hydrants.

Firefighters Perform Community Service Project 
 
United Way recently approached the Covington Firefighters about assisting with a community deck2service project for an elderly citizen who needed a handicapped ramp built on their home.  The Firefighters were glad to help!  During the month of May, they, along with Duke Energy volunteers, built the ramp on a home on Virginia Avenue in Latonia.  The residents were extremely grateful!  The following firefighters participated on this project:

Hera was the wife of Zeus, King of the Gods, in Greek Mythology.  Hera was also his older sister.  If you have a military background, you may recognize HERA as High-Explosive, Rocket-Assisted (used in reference to certain anti-tank weapons).  So much for what's in a name!
 
HERA is also an acronym for the Housing and Economic Recovery Act of 2008, a significant new source of funds, through the Neighborhood Stabilization Program, to address housing needs in Covington. 
 
On April 29, 2009 Governor Steve Beshear presented Mayor Denny Bowman with a check for $5,000,000 for acquisition, development, and redevelopment of housing in Covington.  This award, the second largest award in the state, came from the State of Kentucky's $37,400,000 it received from the U.S. Department of Housing and Urban Development. 
 
The check was presented at a brief ceremony in one of Covington's most challenging neighborhoods which, on the same day, saw the demolition of four blighted houses, the acquisition of the remaining single family house that had been converted to marginal apartments, and the arrest of three criminals who resided in that house.  It was a big day in the neighborhood.
 
The presentation also follows a lot of hard work by Covington's Housing Development Department, with their partners, the Center for Great Neighborhoods of Covington (CGN) and Housing Opportunities of Northern Kentucky (HONK).
 
Grants Administrator Rhonda Wood gets top kudos for leading the effort.  Along with Ben Savage, Community Development Specialist with CGN and Steve Lutkenhoff, Director and Construction Manager of HONK, and a cast of dozens (!) from City Hall (especially from the Economic Development Department!), Rhonda received high praise from the folks at HUD and Kentucky's Department for Local Government (DLG) for the quality of Covington's application.
 
Keep an eye on this space for progress reports as we receive final guidelines and program/project approvals from DLG.  No Greek gods, (but maybe a classic Greek architectural façade or two) and no rocket-assisted power tools, but definitely some significant development and redevelopment opportunities for Covington's neighborhoods will be visible soon as we implement HERA.

Warmer weather signals the arrival of things pleasant - like spring, and unpleasant - like burglars and con artists. The Covington Police Department is alerting residents to take precautions to safeguard their homes and property against these unwelcome visitors.
To prevent the chances of being victimized, residents are urged to observe the following precautions:
  • Keep doors and windows locked - even if you will be out for only a short time.
  • Request identification from utility representatives - true representatives carry it, and will gladly show it to you. Call their company for verification.
  • Only rarely will legitimate home improvement companies solicit door-to-door. They usually distribute fliers or make phone calls - it's more cost effective for them.
  • Never pay in cash. Using a check keeps a record of the transaction and often provides identification of the person cashing the check.
  • Beware of excuses such as "We just finished a job around the corner and had extra materials that we could offer you at a discounted price."  Professional companies do not operate in that manner.
  • Call police immediately if you notice someone unfamiliar to the neighborhood or acting suspiciously.
  • Be aware of various ruses that have been used to gain entry, including posing as utility representatives, asking for a drink of water, looking for property that is for sale, or selling home improvement services. Also in years past, victims have been working in their yard while suspects entered through unlocked doors.

All pools and the waterpark will open for the 2009 season on Saturday, June 6th. Pools are open 12:00 pm to 6:00 pm seven days a week and the waterpark is open 12:00 pm to 7:00 pm seven days a week.  City pools/waterpark are open to Covington residents only.  Pool passes will be issued upon proof of residency.  You may obtain a pool pass at the Recreation office located in City Hall at 7th and Madison Avenue  Monday through Friday from 8:00 am to 4:00 pm now through the end of the pool season on Sunday, August 9th.  Pool passes will be available at each of the pool locations and the waterpark from Saturday, June 6th through Sunday, June 21st during regular pool hours.  After June 21st, pool passes can only be obtained at the Recreation office.

Summer Youth Program
The Covington Summer Youth Program begins on Monday, June 15th.  This program will be held at Ninth District and Sixth District Schools.  The program is open to children entering grades one through six.  The program runs Monday through Friday 8:00am to 3:00pm and ends on Friday, July 24th.  There will be bus transportation to both sites from various pick up points.  For more info contact the Recreation Department.
 
  
Family Fun Festival, Friday, June 26th at Sixth District Elementary School (19th & Maryland) from 6:00 pm to 8:00 pm.  "FREE" family event featuring petting zoo, pony rides, raffle, moon bounce, corn hole, etc.  Call the Recreation Department for details at 859-292-2151.

This plan has brought together a large, diverse cross-section of people that are invested in our community to create a shared vision of the ideal Mainstrasse and a road map of strategies and projects to get there.

The adventure is back in Covington, KY on Saturday, June 20th, and it's called Covington Quest. Part scavenger hunt, part foot race, the Quest will send teams of four around Covington to solve clues, riddles and participate in challenges in order to go from place to place around the city. Teams meet 9a.m. at Covington Landing, River Center Blvd. A shot gun start at 10:00 a.m. then twelve clues take each team on a four mile (approximately) course around the city. Teams are only allowed to travel on foot. Teams will solve a clue at a location, or complete a challenge before moving on to the next stop. Last years winners finished the Quest in 2 ½ hours, the last place team...4 hours.
The first team to cross the finish line wins $3000! Second place wins $1000, and other prizes will be awarded as well. All teams will receive a t-shirt and goody bag, and are invited to the party immediately following the event at the Avenue Lounge, 511 Madison Avenue .
Enter a team of four for $200.00.All proceeds benefit the Center for Great Neighborhoods, a non-profit in Covington that seeks to boost community engagement in Covington, and equips "residents with the tools and resources they need to create safe and livable neighborhoods".

Take advantage of the last weeks to see the best Lincoln exhibit in the state!  Abe & Us: Abraham Lincoln in Northern Kentucky/Cincinnati is in its final days!  The exhibit runs through Sunday June 14, 2009 and objects like the collar Lincoln wore at the time of the assassination and is spotted with the blood of our 16th president will return to its private collection, not to be placed on view to the public!  Don't miss seeing Lincoln's personal inkwell that may have been used to write the Emancipation Proclamation and other personal artifacts of Lincoln and his political career!  Time is running out, come see this great exhibit!
