Institute for Strategic International Studies Program (ISIS)

 

The 2011 ISIS Program commenced in January with 16 registered participants engaged in online introductions and exercises. The 10 th annual meeting of the three National Police Association's is scheduled for March 2nd to 3rd in Ottawa, Ontario. The three selected discussion themes are:

  • Workplace Wellness
  • 700mhz Broadband
  • Sustainable Policing

President's Council on Strategic Direction

 

Session II of President William Blair's Strategic Council was held in Toronto on January 12 -13, 2011. The CACP Board of Directors, Committee Chairs, Presidents of Provincial Chiefs of Police  Associations, project leaders and invited guests, received status reports on the 2010 - 2011 priorities and projects, and also summaries on the activities of the 20 CACP committees.

 

Special Purpose Committee on Governance

 

At the President's Council on Strategic Direction D/Comm., Peter German, Committee Chair, sought the participants' views and opinions on the committee's proposed CACP Governance model of:

 

President - elected, 2 year term

Past President

Secretary Treasurer - elected, 2 year term

Provincial Representatives - to be identified by Provincial Associations

One additional Provincial Representatives for - Ontario, Quebec, British Columbia - to be identified by Provincial Associations

First Nations, Territorial and Federal Policing representatives

Three Vice-Presidents - To be elected by the Board from within

 

The Committee has been requested by the CACP President and Associate members to consider the establishment of a "Member at Large" on the Board or Executive with no voting rights, representing Associate members.

 

Special Purpose Committee members D/Commr. Peter German, Chief Dale McFee, Chief Barry MacKnight, and Dir. adjoint Jean Guy Gagnon seek the views and opinions of the membership.

 

At the April 17, 2011 Board of Directors meeting, the Governance Committee will table their recommendations by way of motions, seeking the Boards authority to present all approved recommendations before the membership at the August 2011 AGM.

 

The Committee's next meeting is scheduled for February 28- March 1st in Ottawa.

 

CACP Special Purpose Committee on Research  

Foundation Renewal

 

The Special Purpose Committee on the Renewal of the Research Foundation met in Ottawa, January 25, 2011 to advance their work and to prepare their suggestions and recommendations for the April 17th Board of Trustees meeting in Montreal.

 

One of the recommendations of the Committee will be to propose  new aims and objectives of the Foundation to create and develop a higher standard of effectiveness in law enforcement by fostering and encouraging research and education focused on the core activities of policing - preventing crime, enforcing laws, helping victims, managing public order and responding to emergencies. (The five classic themes in policing)

 

The Committee's next scheduled meeting is set for February 14, 2011 in Toronto.

 

CACP Regional Workshops

 

With the support of the Police Sector Council, Canadian Police College and Human Resources and Learning Committee, the National Office is developing a regional workshop on Economics of Policing.  The program content will be developed at an invitational symposium scheduled for the Canadian Police College, May 25 and 26, 2011. Once the day and a half program content is established, the National Office will search for venues for the delivery of the regional workshop scheduled for the Fall of 2011. Further details to follow.

On January 17, 2011, the Supreme Court granted the CACP leave to present oral arguments at the hearing of this matter which was  held on January 25, 2011. Sergeant Derek Lai and Inspector Greg Preston from the Edmonton Police Service represented the CACP.

At the 'President's Council on Strategic Direction' the extensive work of each of the CACP's 20 committee's and additional 'Special Purpose' committee's were hi-lighted. As a relatively new person to the CACP, I was quite astounded by the wide-range of issues covered and the expertise dedicated towards 'the support and promotion of efficient law enforcement and to the protection and security of the people of Canada.' 'Leading progressive change in policing' takes place within the committees and as I stated in my own presentation, I am fortunate to be in a role to advance our work at the federal level.

 

Continuing from my message of last month, we ask each of you to become familiar with the issue of '700 MHz Broadband for Mission Critical Public Safety Data' (www.Action700.ca) and to discuss it with media and the communities you serve.  A recent article in the Ottawa Citizen entitled "Emergency services call for more broadband" (http://www.ottawacitizen.com/technology/Emergency+call/4149285/story.html) provides an excellent overview on the requirement, the issues and the advocacy efforts of the first responders. We would welcome the support of Provincial Associations of Chiefs of Police discussing this issue with their counterparts at the provincial and municipal levels as we need their voice in influencing the direction of their federal counterparts.

 

In addition to my on-going role, I will be focused on planning the CACP's May Executive and Board of Directors advocacy events and developing the Government Relations web-page as a tool for all members moving forward.

  
CACP Events on the Move......

Join us in Toronto March 6 - 8, 2011 for a Dialogue on Family Violence in Culturally Diverse Communities: Practical Approaches to Prevention and Response

 

This conference will address new and emerging manifestations of family violence identified by police, other social sectors and communities, themselves. It will also concentrate on family violence across the lifespan in culturally diverse communities, including, immigrants, refugees and other established ethno-racial communities as well as First Nations and Inuit peoples.

 

Conference participants will:

 

-    explore current response challenges and highlight how community agencies and police are reaching out to culturally diverse communities;

-    clarify roles and responsibilities of sectors such as justice, public health, immigration, education and victims services in addressing family violence;

-    identify policy and program changes that would support more effective prevention, intervention and response; and

-    share information, including promising practices, on community-based approaches to family violence prevention, intervention and response in culturally diverse communities.

 

The target audience includes police, crown attorneys and correctional officers; members of various culturally diverse groups; children, youth and family services; nurses, physicians and counselors; immigration policy analysts and operational staff; organizations involved in preventing or responding to elder abuse; education policy analysts, teachers and ESL experts; community service providers, including settlement agencies; victims support organizations, including emergency and transitional housing for victimized women and their children and all levels of government

Moving Forward Together: An Integrated Approach to  

Human Trafficking

 

On March 29 - 31, 2011 a national conference on Human Trafficking is taking place at the Ottawa Marriott Hotel.  This conference will bring together law enforcement, victim services and non-government organizations to:

  • Move forward at the community level in preventing human trafficking(HT), helping victims and prosecuting traffickers
  • Improve partnerships
  • Identify solutions for challenges identified by law enforcement, victim services (V.S.) and Non Governmental Organizations (NGOs)
  • Share best practices
  • Educate on emerging trends

We are expecting 150 delegates which include front line officers, investigators, inspectors/ staff sergeants, victim services and NGO's, prosecutors and DOJ / PPSC - policy advisors.

Emergency Services Management in Canada Conference 'The Way Forward - Governance and Integration,  

First Responders, Communities, Government and the Private Sector Working Together'.

The Canadian Emergency Services Chiefs, comprised of Chief William Blair, President of the Canadian Association Chiefs of Police (CACP), Chief Rob Simonds, President of the Canadian Association of Fire Chiefs (CAFC), and Chief Michael Nolan, President of the Emergency Medical Services Chiefs of Canada (EMSCC) invite you to attend the inaugural tri-services conference, 'Emergency Services Management in Canada.'  The event will take place April 17th-19th, 2011 in Montreal, Quebec at the Fairmont Queen Elizabeth.

 

This event is a collaboration between the Emergency Medical Services Chiefs of Canada (EMSCC), the Canadian Association of Fire Chiefs (CAFC) and the Canadian Association of Chiefs of Police (CACP).  These three associations, along with protective services and government have been working together like never before on emergency service management issues - issues at the very core of public safety that are important to every Canadian.

Order of Merit Update


The Order of Merit National Advisory Committee met on January 6, 2011 in Ottawa.  The committee reviewed a total of 88 nominations moved forward by the Regional Committees.  After review, the National Advisory Committee moved 44 nominations ahead.  These nominations will be next reviewed by the Principal Commander.  The Order of Merit investiture is tentatively scheduled for June 8, 2011.
