This email serves as a report reflecting June through August of 2010. activities as developed through the 2010-2011 Unified Work Program for the Illinois Metropolitan Planning Organization Advisory Council.
Since a great deal of the work products completed are placed on the ILMPO website, this report provide links to most of the work products. This report does not reflect individual communications to MPO Directors and other entities. As always, I welcome your comments and feedback on the format of this report.

Unified Work Program Update

|
Task 1.1 - Provide technical assistance to Member Policy Committees and staff regarding cross cutting issues, includes monitoring the national transportation discussion from various organizations and transportation related articles.
Total hours spent between June through August are 62 hours with a monthly breakdown of hours for June is 22, July is 25 and August is 15. Below is a list of email notices that went out as a result of monitoring AMPO, NARC and FHWA materials, including transportation related news articles.

Task 1.2 - Provide
a mechanism for policy discussion and analysis regarding metropolitan
transportation issues. Includes duties
such as organization ILMPO meetings, producing minutes and agenda items along
with discussions with Chairman of the Policy and Technical Committee regarding
meetings.
Total hours spent between June through August are 63 hours for Task 1.2 with a monthly breakdown of hours for June is 36, July is 12 and August is 15.

July
- July 30, Comprehensive Regional Planning Funds meeting with IDOT at CMAP offices.
August
- August 30, Board meeting, time was spent creating the agenda for the meeting and ensuring space at the Stoney Creek Inn in Peoria. However, upon consensus from the ILMPOAC board, the meeting was canceled and rescheduled for September 28.
- August 24, Training session at CMAP
- August 31, Training session at FHWA offices in Springfield.

Task 1.3 - Support MPOs in implementing and
complying with state and federal laws and regulations regarding planning
responsibilities of metropolitan planning organizations includes
researching state statues and providing legislative update reports.
Total hours spent between June through August are 11 hours with a
monthly breakdown of hours for June is 7, none for July and August is 4 hours.
In
June, 7 hours were spent reviewing the status of legislation in
Springfield, as well as updating the ILMPO legislative web page with the
status of transportation related legislation. The June 16, Illinois budget and legislative budget can be found here.
In August, I
attended a CMAP legislative working group. After much discussion,
those in attendance agreed subgroups were appropriate due to the number
of bills related to transportation and regional planning. The intent of
the group is to discuss upcoming legislation and to not necessary to
build consensus on issues. Another point made at the meeting is the
amount of legislation that never made it out of the Rules Committee and
the importance of archiving these bills for future reference.
The three subgroups are: Energy & Environment (energy, water, natural
resources, environmental health, and environment) Transportation (roads, highways, public safety, transit, bikes/pedestrian etc.) Land Use & Housing (planning, housing, land use) Finance & Administration (budget, revenue, finance, and local government)
The
group plans to meet in October to discuss the upcoming veto session as
well as to start putting together a master list of bills that we are all
monitoring. |
Task 1.4 - Provide
a forum of the sharing of information and best practices across regional
lines. Includes website development and
coordination of various entities to ILMPO meetings.
Total hours spent between June through August are 23 hours with a
monthly breakdown of hours for June is 3, July is 13 and August is 7 hours.
The ILMPO website was updated after each constant contact email blast. The list of emails developed and distributed can be found in Task 1.1. Time was also spent uploading all meeting materials for the ILMPO Board, as well as the Technical Committee meetings to the Meeting Materials webpage. Webinars and upcoming conferences have also been placed on the Events & News webpage. Time on this task also includes communication to IDOT, FHWA, the ILMPO Chair and the ILMPO Technical Committee Chair regarding meetings.

Task 2.0 - Develop linkages and networks with other related statewide and regional organizations, including developing strategic relationships with key state agency personnel and associations.
Total hours spent between June through August are 7 hours with a
monthly breakdown of hours for June is 2, July is 2 and August is 7 hours.
This is ongoing component to the Board and Technical Committee to communication with key IDOT and FHWA staff. I have also attended two seminars at CMAP offices conducted by USEPA and USHUD and the US Census Bureau. By working with the legislative working group at CMAP meeting, there were several regional and statewide associations who participate in these meetings. Members include: Center for Neighborhood Technology, the Sierra Club, Metropolitan Planning Council, the Illinois Tollway Authority to name a few. In August, I met with Chicago Metropolis 2020 to discuss their recently released statewide transportation study to improve how investments are made in Illinois. I have also attended a few CMAP policy and transportation committee meetings where I am there on behalf of the ILMPOAC.
During the next couple of months, I plan on producing a brochure for the Illinois MPO Advisory Council to be distributed to other statewide associations, as well as members of the legislature.

Task 2.1 - Provide training for MPO staff and member agencies. Include duties related to the Technical Committee Meetings.
Total hours spent between June through August are 73 hours for Task 2.1 with a
monthly breakdown of hours for June is 33, July is 14 and August is 26 hours.
In June, the Technical Committee held a training session on the new IDOT Complete Streets program. Those in attendance were primarily Technical Committee members. This training session was conducted via teleconference and fulfills the 'Non-vehicular transportation options' as outlined in the 2010-2011 ILMPOAC UWP, page 14.
At the request of CMAP, program highway financing was offered this summer. This topic was not in the 2010-2011 ILMPOAC UWP, but due to the nature of the topic and its relevance to the MPOs, staff worked with the FHWA on this topic. The ILMPO Board reviewed the draft agenda at the June 17 meeting. The Technical Committee Chair requested a more detailed outline for the event in which FHWA responded with the following document. Two training sessions were offered for this particular topic. The first was on August 24 at the CMAP office with approximately 10 CMAP staff and 2 DeKalb MPO staff. The second was offered on August 31 at FHWA offices in Springfield. Attendance was 28 people from MPOs and IDOT, as well as FHWA employees.
Going forward, the three topics that I would like to schedule in the next 6 months are: 1) Performance standards, 2) Increasing the public participation levels in the MPO process and 3) Planning when development outpaces transportation planning.

Task 2.2 - Identify and pursue grant opportunities to support MPO activities.
No hours were spent between June and August on Task 2.2. This particular task will need further discussion from ILMPOAC as to how to apply for these grants once identified.

Task 3.0 - Administrative duties to include duties for a fiscal agent, develop the UWP and provide UWP updates.
Total hours spent between June and August is 14 hours with a
monthly breakdown of hours for June is 10, July is 2 and August is 2 hours.
In June, time was spent creating a UWP update for presentation at the ILMPO Board meeting on June 17. Upon instruction from IDOT to submit invoices on a hourly rate instead of a monthly rate, time is spent producing invoices to reflect tasks for each particular work day. Also, with Tri-County as the new fiscal agent, a couple of hours were spent in July and August as a result of this change, as well as posting financial documents to the ILMPO website.
The 2010-2011 ILMPOAC UWP did not provide hours for
accountability. I do
not anticipate an overwhelming number of hours to complete this task
each month. With the framework of the report created in this report, I plan on
providing these UWP updates on a monthly basis with development of
the consultant invoices.
