The FCC-Mayors' Digital Television Initiative
The FCC-Mayors' Digital Television Initiative will be a valuable means of providing critical information about the transition of full power television stations throughout the United States to digital operation (the DTV transition) by the statutory deadline of February 17, 2009, to those who may be impacted by the transition. This effort is important because, unless many viewers with older analog TV sets take certain action by February 17, 2009, after that date, they will no longer be able to use an over-the air antenna to receive the programming of their full power television stations.
Our objective is to explore ways that we can work with mayors' offices all over the country to make sure that their citizens are aware of the transition and understand the steps that they may need to take in order to continue watching free over-the-air broadcast television after the transition is complete next February. We want to work with each mayor at the local level and create a step-by-step program to educate the community about the transition. In so doing, we can also ensure that each participating mayor's office has the information that it needs to respond to consumers who will be contacting it with questions about the DTV transition. Details about the DTV transition, as well as this Initiative, are available by clicking here. |

Code Enforcement Department |
New Data Management Capabilities
The Code Enforcement Department has purchased a new web-based data management system to help monitor the City's building, nuisance and zoning codes. The Department has begun using laptop computers in the field and can now more easily track complaints from time of receipt until final resolution. The software can also generate a variety of detailed reports including complaint type, by geographic area and by case activity. Another example of the program's reporting capability is the comparison of reactive vs. proactive complaints. While many complaints are received from the general public, the majority are actually initiated by Code Enforcement staff while monitoring their assigned areas or while performing systematic inspections. The Department focuses on large areas, rather than only addressing properties whereby complaints have been submitted. With the new data system staff will continue their efficient management of code violations while providing the best possible service to the residents of Covington.

Northern Kentucky Home Consortium News
SIX RIVER CITIES ANNOUNCE PROGRAM TO INCREASE HOMEOWNERSHIP DOWNPAYMENT DOLLARS AVAILABLE JULY 1ST
The Northern Kentucky HOME Consortium, whose members include the Cities of Covington, Bromley, Ludlow, Newport, Bellevue, and Dayton, announced that starting July 1, 2008 down payment assistance will be available to promote homeownership in all the participating communities. This innovative effort utilizes a regional approach to promoting homeownership. This is the first and only HOME Consortium in the Commonwealth of Kentucky. "This is very positive news," says Covington Mayor Butch Callery, "increasing home ownership is the number one housing priority for all the participating cities. We have homes for every family from the young couple starting a family to the older empty nesters interested in downsizing in an walkable, urban environment." The HOME Consortium will offer $8,000 in down payment funds to assist income eligible families in purchasing a home. Participating families are required to attend pre-purchase counseling where they learn about the various loan products that are in the market place, simple home repairs and budgeting. "As an educated consumer these families will be in a better position to select a loan product that meets their needs and will help prevent them from experiencing foreclosures down the road," stated Aaron Wolfe-Bertling, Covington's Housing Development Director. The cities of Bromley, Ludlow, Newport, Bellevue, and Dayton will be receiving $150,000 in HOME Program funding to be used for down payments. In addition, $425,000 in HOME Program funding is budgeted for households who are interested in purchasing a home in Covington. It is anticipated that these funds will enable 65 households to purchase homes in the six river cities.

JOHN CAUSEY JOINS LEGAL DEPARTMENT FOR THE SUMMER
John Causey is working as a law clerk in the Legal Department. Causey is in his final year at Chase Law School. He is also a proud resident of Covington. Causey, 29, has been working on a variety of projects. He wrote the ordinance to change the name of Levassor Street to Levassor Place. He has researched landlord tenant law, the regulation of carnival workers, the use of bullet proof vests by citizens, and vacant properties regulations. He has attended Circuit Court hearings, City Commission meetings, and the Urban Design Review Board. A native of Louisville, Causey said he is enjoying his stint in the Legal Department. "I am being exposed to real life legal issues," said Causey. " The internship has been excellent because it affords me an opportunity to apply what I have learned in law school. "I have learned a great deal not only about the law, but about how local governments operate." Causey is applying for advanced degree LLM programs, and plans to study international trade law. The University of Louisville graduate plays golf, raquetball and squash. "Covington is a vibrant city with a lot to offer and a bright future," he said. "We work hard in the Legal Department.
