CHARITABLE STATUS
DESIGNATION BY THE IRS
We were recently notified by the IRS that our application was approved for a 501(C)(3) corporate status under the Internal Revenue Code. Contributions to the Lake County Land Reutilization Corporation are deductible under §170 of the Code. We are also qualified to receive tax deductible bequests, devises, transfers or gifts under code sections 2055, 2106 or 2522. Further determination by the IRS has the Land Bank categorized as a public charity.
The Land Bank was a successful applicant with the Ohio Finance Agency's Neighborhood Initiative Program (NIP). We were awarded $500,000 to be used for the demolition of residential structures acquired in targeted areas of specific neighborhoods. There are ten houses identified that meet the programs criteria. The LCLRC may acquire these properties as a result of an In Rem foreclosure involving a tax delinquency. In the event that we acquire these properties by forfeiture, we are required to maintain ownership for a period of three years. The amount awarded is available for use for a specified period of time. We anticipate future activities involving more than the initial ten houses identified.
CDBG FUNDING
We are pleased to announce that we have also been selected by Lake County Planning and Community Development as a recipient of Community Development Block Grant (CDBG) funds amounting to $27,500. We submitted a grant application for these monies earlier in the year for the purpose of developing a neighborhood park on land previously donated to the Land Bank. Because of the requirement that funds may not be expended until early December, the decision to move forward on this project was delayed for a few months. We fully expect this project to be underway in the spring and completed by summer's end next year, if not sooner.

PAINESVILLE CITY HOLIDAY INN
The Painesville City - Holiday Inn demolition is underway. Painesville advises that the demolition contract was awarded to B & B Wrecking Inc. and the asbestos remediation (now underway) is being conducted by Precision Environmental Co. Barring any unforeseen circumstances, the building should be nothing more than a memory with the advent of the new year.
LAKE COUNTY - DWORKEN AND BERNSTEIN
Work has begun on the Dworken and Bernstein office building. Lake County awarded the demolition contract to B & B Wrecking Inc. and the asbestos abatement to Environmental Protection Systems. Fencing was installed around the building's perimeter last week, and workers have started removing the asbestos from each of the four floors. If all goes according to plan, this building too, will be gone by the end of the year.

MOVING OHIO FORWARD DEMOLITION PROGRAM IS
FAST APPROACHING THE FINISH LINE
Ohio Attorney General Mike DeWine's Moving Ohio Forward Demolition Program is quickly drawing to a close. To date, all 88 counties have participated and successfully submitted reimbursement requests. As of October 1st, over 1200 applications have been processed by the AG's Office and $70,057,600 has been distributed to counties throughout the state. A total of $111,544,070 has been spent, including $41,486,470 in matching funds provided by individual counties. This figure will increase as reimbursement for the first two phases of this program conclude by month end.
Demolition costs cited do not include staff time, title searches, advertising costs, etc. Administrative costs to date approximate $2 million or just under 2% of the overall program's cost. Compliance with EPA guidelines required 26% of the program's funds or just under $30,000,000. The result of the MOF program has been the elimination of 13,688 condemned residential structures statewide. These parcels are now positioned for future development.
Our program expenditures will approximate $1,130,561 by the end of this year in Lake County alone. Of this amount, the Attorney General's Office will have reimbursed Lake County's Land Bank $812,000 or 71.8% of the MOF program's cost. 58 structures have been removed by the Land Bank as a result of this successful program; with little or no expense to any of the communities. Because of our efforts, another twelve vacant structures were resolved without further intervention by the Land Bank. Included were six houses to be demolished by the property's owners, five properties being repaired, and one structure used by a fire department for live-fire training purposes.
In the event that any Moving Ohio Forward Funds remain, the AG's Office may consider a Third Phase of demolition funding. Should funds be made available, communities have identified at least eleven more vacant structures. We anticipate the demolitions would be completed by years end, weather permitting.
The Lake County Land Reutilization Corporation is most appreciative of the help provided by the Attorney General's Office and the implementation of Mike DeWine's program. Members of his staff have been overwhelmingly responsive, contributing assistance and direction whenever necessary. Most local communities do not have the resources available today for discretionary nuisance abatements. Indeed, without the help of the Attorney General's Moving Ohio Forward program offered to Ohio's Land Banks, most of the houses razed would have remained vacant and in a state of disrepair.
