The Land Bank continues to move forward . . .

Ohio Attorney General Mike DeWine's Moving Ohio Forward Program has seen tremendous success throughout Ohio removing vacant blighted structures from residential neighborhoods. To date, $98 million dollars has been spent to demolish more than 12,000 units statewide. Here in Lake County, the Land Bank has removed 35 houses and has another four under contract. When completed, $729,609 will have been spent on this neighborhood stabilization effort.
With our remaining allocation from the the AG's Office, combined with our matching fund contribution, an additional $402,000 remains available to continue demolitions here in Lake County. At least 36 more homes have been identified countywide that meet the AGO's criteria and communities are working toward submitting the necessary documentation so that we can move forward.
Due to the time constraints set by the AG's Office, we are forced to implement a first come first serve approach for the duration of this program. A September 30th deadline for all demolitions has been set and it is imperative that the Land Bank receive resolutions as quickly as possible. With demolitions averaging two - three days and asbestos removal a similar period of time, August is the window of opportunity.
While a third phase to this program is a possibility, it will be based solely upon the availability of any unused funds, a likelihood we understand to be nominal at best.
This edition provides photos of the work completed since our last newsletter. The remaining additional addresses are of those targeted vacant and blighted structures from each community. Please note these listings are subject to revision, as circumstances may change. Finally, other collaborative efforts currently underway are detailed for your review. Also, of interest are two articles submitted by James Rokakis and Thriving Communities Institute.

The Land Bank has been working closely with Painesville City Officials including Doug Lewis, Assistant City Manager and Cathy Bieterman, Economic Development Coordinator on this project. We are excited to report that bid solicitations were publicized the week of July 20th for the demolition of the former Holiday Inn located in the City's downtown area. The last residential use of this building was in the fall of 2000 when Lake Erie College students campus dorms were under construction. Vacant since then, the former hotel is in a serious state of disrepair. The Land Bank's sharing in the funding of this project will help clear this site for future economic development.

The Land Bank is also working together with Lake County. Located directly across the street from the County Jail is the former Dworken and Bernstein Office building. With an eye toward future development on this site, the County has been acquiring and clearing adjacent parcels with funds as they become available. The Land Bank is sharing in the cost of this building's demolition which has long been vacant and asbestos ridden.

The Land Bank's plans to create a small neighborhood park are coming to fruition. The conceptual drawing below is fast becoming a reality. Located in Painesville Township on contiguous parcels of vacant land donated by the previous owners, plans include the installation of a pavilion with tables, playground equipment, outdoor park benches, lighting, a walkway to allow handicap access, landscaping, and fencing. A Community Development Block Grant (CDBG) has been applied for and award announcements are anticipated this September. An environmental assessment is expected to begin prior to the end of summer with construction to follow. The total value of this project approximates $166,500 and once completed, title of this property will be transferred to Painesville Township.

helps Grand River lay old school to rest . . .

As a result of a thorough joint effort between the Land Bank, Grand River Village Officials including Mayor Christopher Conley and Village Council President Ron Balog, the Hach Excavating & Demolition Inc. began razing the former Merrick Hutchinson School on Monday June 23, 2014. The work included the buildings demolition, excavation of its foundation, removal of the debris, clean back-fill, grading and seeding and is expected to be completed shortly. Safe-Air Contractors were responsible for the extensive removal and proper disposal of the asbestos in compliance with EPA and Health Agency guidelines.
Merrick Hutchinson School, constructed in 1926, was named in memory of Merrick Hutchinson, honoring the only Grand River resident killed in the First World War. Merrick was the son of James Hutchinson, one of the first superintendents of the former Painesville Township School System. The school's doors were closed in 1989 due to declining enrollment. Subsequent use included housing programs offered by the Lake County Health Center and again, as the Western Reserve Montessori School. Bingo was another frequent activity in the building many years ago. The structure which has been vacant approximately 10 years was acquired by the Village in January of 2012.
This collaborative effort helps the Village with its long term commitment to enhancing the quality of life in the Grand River Community. This project helps the Village to allocate its funds for planned improvements to the site and park like square.

AND SO THE DEMOLITION BEGAN . . .
Initially, the rear, side walls and core of the school building were demolished. There was hope that both the sandstone name plaque above the second floor windows and the engraved 1926 corner stone on the front of the building could be saved. Historians stated a belief that there was a time capsule enclosed within the corner stone.
With precision and skill, Paul Hach, Sr. gently tapped and loosened the sandstone plaque. Next the claw of his mammoth 98,000 lb excavator was used to edge the schools namesake out of the wall and drop it 50 feet below on to several old rubber truck tires. The tires successfully softened the landing protecting the stone from damage.
With residents returning to watch, a time capsule was unearthed from the corner stone by Ron Balog. Found within were memories from the schools beginnings. One of the documents enclosed included signatures from each of the students at various grade levels living in Grand River. A resident read off the various names and remarked that many of these families still live in the village - five generations later!
Merrick Hutchinson School throughout its history was the bedrock of the Village.
