DIRECTOR'S REPORT

The Lake County Land Bank is on the move . . .

    We are excited to report that you are receiving the first edition of the Lake County Land Reutilization Corporation's (Land Bank's) electronic newsletter. This document is intended to keep you and our communities informed of the various activities of the Land Bank.

 

  We are a not-for-profit corporation, created and funded to assist in eliminating residential and commercial blight, helping with neighborhood stabilization and focusing on creating a cooperative approach towards future economic development.  We have come a long way since beginning operations in May of 2013.

 

 To date, most activities have involved the implementation of Ohio Attorney General Mike DeWine's Moving Ohio Forward Demolition Program. Lake County was originally allocated just under $1.5 million dollars based upon the County's prior years foreclosure activity. Of this amount, $500,000 was made available in the form of a grant and the balance available in matching funds.

 

 Working with various county agencies and communities, 84 structures were identified as possible candidates for demolition.  A successful funding application was made in the summer of 2012 for a project estimated to cost $800,000. 

     

    The AGO's Office has since increased Lake County's award based on actual costs to date. We now have 67 structures to be demolished, which we estimate will cost $1,158.338.

 

  The deadline for completing the first phase of the program has been extended statewide by the Attorney General. Lake County's initial award must be distributed by the end of June 2014. All steps including demolition must be concluded by the end of April, to comply with the AGO's reimbursement submission guidelines.

 

 The information that follows details the work completed to date with photos for your review. The addresses of the properties are listed by phase and by community. Please note these listings are subject to revision, as circumstances may change.

Introducing our Board of Directors
 
       A land reutilization corporation is a creature of Ohio Statute which also defines the makeup of the board of directors.  Quasi-governmental in nature, a board must consist of the county's treasurer, two of the three sitting county commissioners, a director/representative from the county's largest city and one chosen by the townships having a population in excess of 10,000 residents.  Up to four additional voting directors may be added at the discretion of the board, with at least one individual required to have a background in real estate. Successful appointments are subject to the required unanimous approval of the treasurer and two commissioners. The additional members currently appointed to the board were solicited by advertisement in the News Herald and were selected after an interview process. Appointments consist of staggered three year terms.

MOVING OHIO FORWARD
DEMOLITION PROGRAM

    Oversight of the administrative component of this program was awarded to CT Consultants of Mentor Ohio. Reimbursement of the administrative costs of this program by the AGO's office are subject to a 5% limitation. It is the intent of the Land Bank to minimize any expenses incurred by the respective communities throughout the duration of this program.  All costs incurred by the Land Bank for properties held by private owners will be subject to a lien in an effort to recover any funds expended.  These funds will be used for future projects.  Special thanks to Matt Lampke, Mortgage Foreclosure Counsel and Jennifer Mildren, Assistant Attorney General both with the AG's office.  To Phyllis Dunlap, Program Administrator and Chris DeLuca, Housing Project Manager both with CT Consultants.  Their assistance has been invaluable to the success of this program.

ENDLESS IDEAS

 

     There are a number of options available for property acquired by the Land Bank. Acquisitions can occur as a result of In Rem Foreclosures that occur as a result of delinquent taxes.  As funds permit, property can be purchased for a variety of uses, including but not limited to conservation, demolition, rehabilitation, lease, sale, inventory, development, lot splitting, and/or recreational use.

 

   Currently a property owner is exploring donating parcels of land to the Land Bank.  Below is a conceptual drawing of a proposed use creating a neighborhood park. The Land Bank would make the necessary improvements and the property's ownership would then be transferred to the respective community.  It is expected that once the Land bank's tax exempt and 501(C)(3) status has been granted, similar opportunities will arise.
