In April 2009 the City of Sacramento, using its anti-camping ordinance, dismantled a large homeless tent encampment near the American river. After this, homeless leaders and concerned citizens united in a search for a real solution to area homelessness. Safe Ground emerged from this search, and incorporated as a 501(c)(3) nonprofit in July 2010.
