 Hello and Welcome to Safe Ground's newsletter

We continue to make progress in our effort to locate and develop a Safe Ground Community and expect to announce a site in the next 90 days. We are preparing for the pre-development phase, which includes all the required environmental and engineering review studies. These will enable us to gain entitlement to the site, and at that point the development phase can begin.

 

Once the site is announced, we will work with community groups and interested residents and businesses to ensure the Safe Ground Community plan enhances the greater community. launch important fundraising efforts. One of these will be an Adopt-A-Cabin program, which will provide an opportunity for churches, employee groups, businesses, labor unions, and individuals to fully or partially fund a cabin. Watch for the Adopt-A-Cabin program to be announced in late fall or early 2014. We hope Sacramento will enthusiastically adopt the first phase of cabins. This will demonstrate community support and will provide strong encouragement to foundations to support the development phase of the Safe Ground Community.

 

As with any development project, the process is neither fast nor inexpensive. We estimate that if we start during the fall of 2013 it will take six to nine months after site announcement to complete the pre-development phase and then start the building and development of the community site.

Safe Ground Benefit Show at Luna's Cafe (#2!)
 Friday September 20th at 7 p.m. 

 

Luna's Cafe is located at 1414 16th Street (near N Street) in downtown Sacramento. Admission is $7, on a sliding scale.
 
The first SG Benefit Show at Luna's on June 15th was an enjoyable success.  Our thanks to Jenn Rogar for organizing a second fundraising event.

Franchise Tax Board Charitable Campaign on 9/12

 

SG will participate in the annual California State Employees Charitable Campaign (CSECC) event at the Franchise Tax Board from 9 to 2 on September 12th. This will be a great opportunity to present our plan for a Safe Ground Community, and to seek support from hundreds of state employees. 
SHA 2013 Affordable Housing Tour
   

On Thursday August 22nd, Safe Ground participated in a bus tour of affordable housing projects throughout Sacramento County. The tour was organized by Tamie Dramer of the Sacramento Housing Alliance. ( SHA ) The 11 sites visited, in project name/address/developer format, were:

The tour was thoroughly enjoyable and informative, replete with a box lunch and an affordable housing themed trivia contest with prizes. Expert running commentary was provided by Ken Cross of Sacramento Habitat for Humanity ( SHfH ) and Rachel Iskow of Mutual Housing ( Mutual Housing ).  

 

All of the affordable housing projects we visited have (or will have - Indian Lane is under construction) residents who pay rent or a mortgage. The amount paid is typically tied to HUD Area Median Income (AMI) figures, which are established for every county in the U.S. , and are used by the CA Dept. of Housing & Community Development.  (CA 2013 AMI charts ) The AMI for a family of four in Sacramento County is currently $76,100 of annual income. The "family of four" AMI amount is used as a baseline from which the median income of other sized households is derived.  Similarly, dollar thresholds defining the legal terms "extremely low", "very low", and "lower" income are formulaicly derived from AMI numbers.   Thus, in Sacramento, an extremely low income household of one person has maximum annual income of $16,000, for a very low income household of three people the limit is $34,350, for a lower income household of six people the limit is $70,650, etc.  As an example, an affordable housing project might have all or some of its units available to households making 30 to 60% of AMI, and rents are prorated according to the percentage.

 

CA Homes and Jobs Act of 2013 (SB 391)

 

The City of Sacramento currently has a Mixed Income Housing Ordinance that requires 15% of all new housing units be affordable to low income households. Unfortunately, the City Planning Department, undoubtedly under pressure from the building industry, has recommended eliminating this requirement. Interestingly, the City of Elk Grove, as explained by Sarah Bontrager, an employee of Elk Grove. takes a different approach to protecting affordable housing.  All new construction in Elk Grove, residential or commercial, is subject to a fixed percentage fee that funds affordable housing efforts directed by the city.  This method has been very successful, raising 62 million in 10 years to fund 1600 affordable housing apartments, and even appeals to the building industry by unambiguously defining one of its obligations to the community.

  

However, in general, funding for low income affordable housing is under threat.  California no longer provides redevelopment funds to counties and cities.  Here in Sacramento, the Mixed Income Housing Ordinance is threatened. Dollars from voter approved local tax increases, made possible by the passage of Proposition 46 in 1986 ( Prop 46 history ), and the 2.9 billion in bonds for affordable housing approved by voters via Proposition 1C in 2006 ( Prop 1C history ) are both nearly exhausted.

 

Which brings us to SB 391 - the CA Homes and Jobs Act -  

This legislation, currently making its way through the CA Assembly, is very important to the future of affordable housing in California.  Extensive information about the CA Homes and Jobs Act is available here ( SB 391 info ); this site provides the following description of the legislation's funding mechanism and intent -  

 

"The California Homes and Jobs Act would place a small fee on the recordation of real estate related documents - excluding home sales - raising $500 million annually for state investment investment in affordable home production and leveraging an additional $2.78 billion in federal, local, and bank investment in homes and jobs for Californians. ... The California Homes and Jobs Act is a renewable funding source that helps the state live within its means, increasing California's supply of affordable homes, creating jobs, and spurring economic growth without incurring additional debt."

 

SB 391 has already successfully made it through the Assembly's Housing and Community Development and Labor and Employment committees.  This coming Friday, August 30th, it will be voted on by the Assembly Appropriations Committee. While it is true that Safe Ground is not directly involved with affordable housing, since residents in the Safe Ground Community will not permanently live there, we strongly support affordable housing programs and efforts. Not only will Safe Ground Community residents likely make eventual use of affordable housing options, support of affordable housing is simply the right thing to do. 

                

 Sacramento Poetry Center SG Fundraiser

Phillip Larrea and Dennis Hock gave a poetry reading at the SG Stake Down event in early May.  Mr. Larrea later wrote us to say "We were both impressed by the practical steps you are taking to decriminalize a lack of shelter.", and then arranged a poetry reading SG fundraiser event at the Sacramento Poetry Center on July 29th.  ( Sacramento Poetry Center ) SG Board member Cathleen Williams attended and discussed SG and our goals and vision.

SG partners with Family Promise to benefit Pilgrimage Overnight Shelter Program

 

Safe Ground has established a partnership with Family Promise of Sacramento ( Family Promise ) which benefits the SG Pilgrimage Overnight Shelter Program. We now contract with Family Promise for bus afternoon delivery and next morning retrieval of equipment and supplies used by the churches participating in the shelter program. When not in use, these items are kept in a storage area at 1400 North 'C' Street in Moe Mohanna's warehouse next to Family Promise. This excellent partnership allows Safe Ground to provide thick sleeping pads for all guests, cots with pads for disabled guests, and improved first aid kits and other healthcare supplies.

   Safe Ground Pilgrimage Overnight Shelter Program in Midtown Sacramento 

 

Safe Ground wants to recruit churches, synagogues, mosques, temples, congregations, union halls and business owners in the midtown area to permit Safe Ground sponsored homeless to stay overnight on their property from 6pm to 7am the next day. This provides the homeless with a sanctuary from arrest, and also, during much of the year, gives them a life-saving night free from the cold and the rain. The SG Shelter Program provides its own staffing and cleanup.  Many hosts also provide a dinner and/or breakfast, but this is not required. Those who sleep with us promise to be alcohol free, drug free and nonviolent.

 

We need your help with the following:  

  

Volunteers All Ages:

   

* Fellowship hosts - Safe Ground sponsored homeless provide check-in. Volunteer hosts welcome people and provide information.

* Coffee host - Brew and serve

* Food supplies, paper cups and napkins - Food and paper supplies are provided by volunteers - bulk items always welcome

* Food preparation and cooking - we have great kitchen captains that would love your assistance

* Food serving - Fill those empty bellies!

* Kitchen & Great Hall cleaning

* Dishwashing

 

Volunteers 18 Years and older:

 

* Overnight/breakfast hosts - men and women

Safe Ground was founded in December 2008 by homeless leaders of Sacramento's 2008-2009 Tent City encampment along the American River near downtown Sacramento. We have been incorporated as a 501(c) 3 since January 2010. We support and assist an underserved population of unsheltered homeless adults who sign a covenant to be alcohol, drug and violence free, and who are committed to using every opportunity to reintegrate into mainstream society. We help those who are among the neediest and the most overlooked. 

 

Safe Ground advocates for the rights of homeless adults. Our goal is to create cost effective, model communities where homeless people can live in safety and dignity, without threat of violence, addiction or arrest. We envision communities that, rather

than treating homelessness as a crime, embrace the dignity of each person, and provide supportive housing with a full range of social services.
