MPNs; Referral to Outside Specialist. WCAB reversed WCJ's finding that applicant was in need of further medical treatment for right knee injury, including referral to sports medicine doctor outside defendant's MPN who performed medial meniscus transplants or graft procedures, and held that record did not support award of treatment outside defendant's MPN, when applicant did not follow MPN procedures for outside referral as outlined in LC 4616.3 and Rule 9768.17. Compensable Consequence Injuries. WCAB held that it had jurisdiction more than five years after applicant's knee injury to enforce prior medical treatment award and to award treatment for compensable consequence injury to low back, when WCAB found that its authority to enforce medical treatment awards is not subject in LC §§ 5410, 5803 and 5804 five-year limitation periods, and that in enforcing a general award of further medical treatment, WCAB may require employer to provide treatment for compensable consequence injury even if that condition was not part of original award and if employee first requested treatment for condition more than five years after date of original injury, based upon principle that subsequent injury relates back to original injury.
