August 2011 - Motions & Minutes of
the Board of Directors

107th CACP Annual Conference -2012 Sydney, Nova Scotia
MOTION:
Moved that the 2012 CACP Annual Conference theme be "One Nation, Many People, The Full Circle of Policing".    
             
109th CACP Annual Conference -2014 Western Canada
MOTION:
Moved that Victoria, BC be the site of the 2014 CACP Annual Conference.

Urban Gang Violence (Special Purpose Committee)
S/Supt. Jeff Maguire provided a written and verbal report on behalf of Deputy Chief Tony Warr.  The Special Purpose Committee was formed to examine the proposed street gang definition for criminal intelligences purposes.  

The Committee recommended ceasing the Special Purpose Committee and that a sub-Committee of the Organized Crime Committee be developed to advance the recommendations of the Special Purpose Committee.  

Administrative Reports

Secretary-Treasurer's Report
Audited Statements for the fiscal year 2010-2011
Directeur Mario Harel, Chair of the Audit Function presented his report on the audited statements.  
MOTION:
Moved to accept the report of the Chair of the Audit Committee.

Director General Debra Frazer presented the audited statements and reported that there was a surplus of $204,000 at the end of the fiscal year.  The Association had originally planned to draw $135,000 from reserves but there was a positive variance from several areas.  The Association will be converting the financial statements to a format that will conform to the reporting requirements under the new Not for Profit Corporations Act.

2011-2012 Draft Operating Budget
The draft budget was presented and approved at the Board of Directors meeting of April 17, 2011.
MOTION:
Moved that the 2011-2012 Draft Operating Budget be approved by the Board of Directors and recommended to the membership.

Proposed Membership Dues 2012-2013
MOTION:
Moved that the 2012-2013 membership dues for Active and Associate members remain the same.

Real Estate Update
Director General Debra Frazer provided an update on the financial aspect of the National Office real estate transactions.  She indicated that the building at 582 Somerset St. West was sold above the asking price at $700,000.  The condominium office at 300 Terry Fox Drive, Suite 100 was purchased for $776,000.  Peter Cuthbert provided a brief update on the logistics of the move etc.

Professional Standards-McNeil Survey
Deputy Chief Bob Downie, Co-Chair of the Professional Standards Committee requested funding to conduct a survey on the McNeil decision.  The funding required is $5,000.  A project proposal by Paul McKenna of Public Safety Innovation was tabled.  
MOTION:
Moved to support the request of $5000 plus taxes to conduct the McNeil survey for the Professional Standards Committee.

International Committee
A presentation was made by Deputy Chief Charles Bordeleau and Chief Supt. Barbara Fleury, co-chairs of the CACP International Committee.
MOTION #1:
Moved that the CACP Board of Directors affirm the need for the CACP International Committee to provide a unified and informed voice to address the growing number of issues between Canadian policing and the world.

MOTION #2:
Moved that the Strategic Direction and Concept of Operations Model of the International Committee be endorsed and adopted by the CACP Board of Directors as the foundation for our Canadian National Framework for Progressive Policing Practice in the Global community.  

MOTION #3:
Moved that the International Committee lead the CACP membership and its many partners in the public and private sector at a National Symposium to support the Committee's international mandate with regards to: Policing Policies, methods and operations, Police Sector Reform Initiatives and Leadership issues in Global Policing.

MOTION #4:
Moved that the CACP Board of Directors empower the International Committee to review and develop policing priorities to prepare police leaders for international events affecting public safety and security.  

MOTION #5:
Moved that the CACP Board of Directors approve the adoption of a CACP International Policing Award and they empower the CACP International Committee subsequent steps as:
  • Develop a nomination process for the award
  • Communicate to the membership and CACP partners the existence of the award and its importance to modern policing in Canada. 
  • That the Committee complete the first annual nomination and award process for the International Policing Award by June 2012 for issuance at the 2012 Annual Conference.

Regional Workshops - "Economics of
Community Safety"
  • Toronto - October 5 & 6, 2011 
  • Saint John, NB - October 13 - 14, 2011
  • Regina, SK - November 1 - 2, 2011 
  • Vancouver, BC - February 14 - 15, 2012 - JIBC
Regional Workshops on the theme of "Economics of Community Safety" have been held in Toronto at the TPS Training Centre, October 3 & 4, 2011, in Saint John, NB on October 13 -14, 2011, and on November 1 & 2 in Regina. Another workshop will be held in British Columbia on February 14 - 15, 2012.  
Ms. Ruth Montgomery has been contracted to act as a Facilitator. Police Executives, Police Managers, and representatives from the CPA, CAPB, Federal and Provincial and Municipalities were invited to the discussion.  The overall objective of the workshop is to create an awareness and understanding of the Economics of Community Safety, now and in the future, share thoughts and opinions, discuss and develop strategic responses, and discuss implications if nothing is done.  At the conclusions of the sessions, the CACP, with the support of our partners CPC and PSC will design and develop a National Summit on this theme to be delivered in the Fall of 2012.  

Order of Merit - 2012

As of September 15, 2011, the CACP National Office received 65 nominations and 2 requests for advancement in the Order of Merit. The nominations have been packaged by regions and forwarded to the five regional committee for review and their recommendation to the National Advisory Committee. On January 5, 2012, the NAC will meet in Ottawa to review all recommended nominations and to select those that they recommend to the Principal Commander. The Principal Commander has until February 15, 2012 to review all recommended nominations and to make his recommendations to the Governor General. The Governor General will announce in mid-April the names of all candidates who will be awarded the OOM. The Investiture is tentively scheduled for May 9, 2012.

On January 5, 2012, the President will be tabling with the members of the NAC a request to financially resource the development of a nomination template to aid and guide nominators in the development of a submission. He will also be seeking their approval for a development of a video to promote the OOM.

CACP Decorations & Awards Committee - PESM

The CACP Decorations & Awards Committee have distributed to active members an information package on the Police Exemplary Service Medal (PESM).

The Committee of two, Directeur Joel Cheruet (Rtd) and Directeur John Janusz (Rtd) have developed a paper on the regulations governing the award of the PESM, application of rules adopted by the CACP Board of Directors and recommended best practices.

The Board and National Office staff extend their appreciation for all the work the committee does for the membership.

The President of the CACP has requested the Executive Director to plan his first Strategic Planning Council for January 14 - 15, 2012 in Victoria, BC. The Council meeting is planned adjacent to the Criminal Justice Reform Conference scheduled for January 13 - 14, 2012 in Victoria.

Government Relations

As promised, the Government of Canada is in the midst of rapidly introducing legislation including Bills having a significant effect on law enforcement. It began with Bill C-10, the Safe Streets and Communities Act, also referred to as the Omnibus Bill, which combined previously un-passed legislation under a single platform. Seen as controversial, the CACP provided overall support based on the serious nature of the criminal activity involved. A press release was issued in September, 2011 (Link).

CACP President, Chief Dale McFee appeared before the "House of Commons Justice and Human Rights Committee" stating: "Bill C-10 provides appropriate consequences for serious criminal acts and it will strengthen the publics faith in the Justice system" while indicating the importance of similar efforts being made towards crime prevention. Chief McFee's presentation can be found at: (Link) . Also appearing at Committee was Vince Westwick (CACP Law Amendments Committee) commenting on the overall Bill (Link), Deputy Chief Warren Lemcke, (CACP LAC) spoke to Conditional Sentencing (Link) and Chief Barry MacKnight (CACP Drug Abuse Committee) spoke to the Controlled Drugs and Substances Act (Link).

CACP Vice-President Directeur Mario Harel and Chief Matt Torigian delivered a strong presentation to the "House of Commons Public Safety and National Security Committee" on Bill C-19, An Act to Amend the Criminal Code and Firearms Act (dismantling the Long-Gun Registry). While re-stating our long-held views on the benefits of the long-gun registry, key messages were delivered to all Members of Parliament - "You cannot accept our opinion when it serves your purpose and dismiss it when it does not", hi-lighting the lack of consultation with the government despite recommendations put forward by the National Firearms Committee and the need for greater respect as a "preferred way of doing business moving forward". From a Government Relations perspective, this has been a very busy period which will continue into December with Ministerial meetings with Chief McFee. We anticipate the introduction of Lawful Access legislation shortly and a focused effort advocating on our 700 MHz priority. For now, I would personally like to thank those who represented the CACP at the House of Commons Committees. Each put a great deal of time and effort which very positively exemplified the role of the CACP.

November Wrap Up!!

COMGIC Educational Workshop
Combating the Evolution of Outlaw Motorcycle Gangs  


On November 13-16, 2011, CACP in partnership with the Royal Canadian Mounted Police (RCMP), the Ottawa Police Service (OPS), the Ontario Provincial Police (OPP), the Sûreté du Québec (SQ) and Criminal Intelligence Service Canada (CISC) hosted the COMGIC Educational Workshop: Combating the Evolution of Outlaw Motorcycle Gangs at the Fairmont Chateau Laurier Hotel in Ottawa, ON.


The event filled the ballroom with over 230 delegates made up of Investigators, Intelligence Officers, Middle Management, Front Line Officers, Intelligence Analysts and Prosecutors. The workshop was promoted worldwide bringing in members from Canada, United States, Dominican Republic, Iceland, Norway, and Sweden.

The goal of the workshop was to provide delegates with an overview of Outlaw Motorcycle Gangs in Canada and to inform participants of the various tools that can be used to combat them. Some of the workshop themes included:
*    current trends and evolving practices
*    criminal market diversity
*    best practices and information sharing
*    investigative, tactical and analytical techniques
