Dear ,
It has been a busy month for our agency and our profession - 2014 has kicked off with everything from a young hero to legislative activity at the state and federal levels.
First we bring you a true hero. Eight year old Tyler Doohan died after saving 6 relatives in a New York blaze. He woke his grandmother, aunt and cousins, including two children ages 4 and 6, after spotting the fire early January 20th in the single-wide trailer off Route 441 in Penfield. Firefighters said Tyler's body was later found near the bed of his disabled uncle, Steven D. Smith, 54, whom he was trying to save, as well as his 57-year-old grandfather, Louis J. Beach.
Superintendent Richard Stutzman Jr. stated, "It is extremely important to remember that, according to emergency personnel, [Tyler] was the person who discovered the fire and tried to wake the eight other people in the residence at the time. In bravely and selflessly giving his own life, he was able to save the lives of six others - and he is truly a hero."
Our thoughts and prayers go to those Tyler saved, and those lost - Tyler and his uncle and grandfather.

Special Announcement!
A Survivors' Guide to Death Investigations available on Kindle
"A Survivors' Guide to Understanding Death Investigations" - was developed to help those who have lost a loved one to understand the maze, complexities and protocols of official death investigations. Karen will be talking about this book on the debut of Dean's podcast 'Facts and Forensics' for the Global Investigators Media Group at www.GIMG.tv We often hear from families, attorneys, investigators and funeral homes representing families, looking for where to turn in understanding how the death of a loved one was (or should have been) investigated. They seek closure through answers. This is a basic introduction, for the lay person, into the concepts of the official investigation of death, such as by a coroner or medical examiner's office. It is our hope that understanding these concepts will help the process of healing and closure. This resource is based upon extensive combined legal and death investigation experience. Specific to death investigation, this included responding to scenes and completing thorough independent investigations, and assisting with the autopsy. In addition, the most dreaded and responsible component of the process included the determination, location and notification of the decedent's next-of-kin. Intended to provide survivors some of the knowledge and insight to informatively and intelligently understand the concepts and protocols of death investigation, this guide gives them the ability to ask the right questions. Also ideal for the coroner and medical examiner offices, funeral homes, attorneys, investigators, insurance companies, and support groups who find themselves assisting families during this most tragic time of emotional confusion and need.
For details, please visit www.UnderstandingDeathInvestigations.com
Here is a reader comment:
"Fantastic book! Gives great background about the medico-legal systems, the history of the coroner, and what the coroner really does (vs. what TV portrays). Book gives a very thorough explanation. The reader will get a better understanding of the various aspects of death. THANK YOU! Going to require this as a must for the courses I teach!"
-- Terri Armenta, Forensic Educator (Forensic Training Unlimited)
Global Investigators Media Group (www.GIMG.tv)
Dean has been invited to join this new forum of investigators, founded by friend and colleague Tim O'Rourke. Also joining GIMG will be fellow Certified Legal Investigator and CRC Press author Rory McMahon, and fellow forensic investigator (arson and explosives) Richard Harris. Tim, Rory and Rich are all from Florida and each panelist will have featured commentary, as well as group discussions on matters of importance to all investigators.
Dean's show, 'Facts and Forensics' will be focusing on matters of death investigations and injury causation, including commentary on national high profile cases. He will also be discussing federal and state legislative issues on behalf of NCISS.
GIMG.tv is officially launching this month, but you can sign up now for alerts and notifications now. Pre-release shows include 'What will British PIs see in 2014?' and 'Conversations with FALI, TALI and CALI Presidents'.
Reviewing and Comprehending Autopsy Reports for Investigators
Associates in Forensic Investigations, LLC is pleased to announce the availability of 'Reviewing and Comprehending Autopsy Reports'. This 20+ page comprehensive white paper details understanding the value of the autopsy report and the information accompanying it is a valuable asset to all investigators. This was originally Dean's TLI Publisher Award (2nd Place) winning Certified Legal Investigator examination white paper for the National Association of Legal Investigators (NALI).
Voltaire said "To the living we owe respect, but to the dead we owe only the truth." This is the definitive task of the medicolegal death investigator and forensic pathologist. The course of the death investigation has multiple phases, including: scene investigation, body assessment, medical records, and the forensic autopsy. This is finalized in three documents: the death certificate, the investigator's report, and the autopsy report. In order to understand the importance of the autopsy report, and how to interpret it, you should understand how all the other factors influence the report and why you cannot rely on the autopsy report alone.
This is a must have reference for all investigators involved in death and injury causation. It is available at www.ReviewingAutopsyReports.com and is included in our distance learning course, Death Investigations for Professional Investigators.
Those persons interested in death investigation and injury causation through distance learning, are encouraged to visit www.MedicolegalDeathInvestigations.com for more details - including how investigators can mitigate the course cost and earn higher fees. Converting Documents for Kindle
Many of us use tablets, notebooks and other gadgets to make our personal and professional lives a little easier, more convenient and enjoyable. That is what technology is supposed to do.
One of the most popular tablets is the Kindle reader from Amazon. In addition to downloading books, you can also send documents to your Kindle, and automatically convert to the Kindle format. This is very convenient when you have reports and other work product to review or wish to store frequently used documents on your Kindle. Clients and colleagues can also send them to your Kindle if you first approve their email address via your online Kindle account settings. I would recommend having them send to your email and then forwarding that email to your Kindle account.
It is very simple - just send the document as an attachment to your Kindle account, no text message included, and in the subject enter only 'convert'. I have tried this with several PDFs, the conversion varies - one document had a period where every space between words existed in the original PDF.

Prescription Medications - The Dangers of Legal and Illicit Drugs We are frequently contacted by the media for commentary on current events related to legal investigations and death investigations. Recently we were contacted for commentary on a story, and presented two questions. 1. Marijuana is virtually never implicated in the overdose deaths of Larimer County residents, and only twice in suicide deaths in 2012, and those people were also drunk. What has been our experience? 2. Prescription drugs have the imprimatur of safety because they come from a doctor, what can and should families be doing to protect themselves? First, we are opposed to the legalization of marijuana. There are already experiences of unintended consequences, apparently unlearned from legalization of 'medical' marijuana. We do not dispute legitimate researched uses, but the latter was long abused and the former is already fraught with the consequences well known to arise. We have personally and professionally seen the tragedy and trauma attributed to marijuana use and addiction -- it is beyond the individual and marijuana; it is empirical of drug abuse, families and society.

Forensic Magazine Chain of Custody of a Body Begins with the Death Scene Documentation http://www.forensicmag.com/articles/2013/12/chain-custody-body-begins-death-scene-documentation We consult nationally on death investigations and protocols. We have completed a course for investigators, and a guide for survivors. This is one of the first things we look into - and it is where mistakes often begin. The most common reasons are 1) the coroner is not timely notified; and 2) the coroner does not take proper jurisdiction of the body. In other words, there continues to exist a mentality that coroners are only body transport and law enforcement can investigate. WRONG! The county we trained and worked built an excellent reputation with law enforcement. More important, the Medicolegal Death Investigators are the eyes and ears of the forensic pathologist; entrusted with unparalleled expertise. As Medicolegal Death Investigators with Subject Matter Expertise (including consultation and expert witness), we review the records, reports, photographs and evidentiary documentation in order to provide a non-medical expert opinion, within the scope of our education, training and experience, as to the totality of the circumstances of the death, injury and injury causation, and the competence of the official investigation, with respect to death investigation protocol and standards. -- Medicolegal Death Investigator - Scene Findings, Trace Evidence, Gross Examination and Findings, and Photography and Documentation. -- Forensic Pathologist - Trace Evidence, Gross Examination and Findings, Histology and Microscopic Examination and Findings, and Diagnostics. Crime Scene Response Guidelines: Overview The purpose of crime scene investigation is to help establish what happened (crime scene reconstruction) and to identify the responsible person. This is done by carefully documenting the conditions at a crime scene and recognizing all relevant physical evidence. The ability to recognize and properly collect physical evidence is oftentimes critical to both solving and prosecuting violent crimes. It is no exaggeration to say that in the majority of cases, the law enforcement officer who protects and searches a crime scene plays a critical role in determining whether physical evidence will be used in solving or prosecuting violent crimes. The Quint-Essential Qualities of a Professional Investigator... | Skills Appropriate for the Assignment Law firms and medical offices specialize - Professional Investigators also specialize. Their casework and continuing education should also be in your specialized areas.
Experience and Knowledge Professional Investigators strive to maintain and further these. All professions have requirements of continuing education. The CLI program requires extensive compliance with continuing education.
Responsible and Ethical Conduct Every component of the investigation has evidentiary considerations. Professional Investigators hold themselves to a higher standard and leaves no question as to the admissibility of their evidence. Information without ethics is not evidence.
Effective Communication Professional Investigators maintain communication with the attorney, client, witnesses, and other key persons in the investigation. Moreover, reports are the product of an organized investigation and should reflect the work product you expect.
Keyword - 'Professional' Honesty, Integrity & Intelligence. These define Professional Investigators and gives you the confidence that your case is in competent and skilled hands.

Licensing of Private Investigators in Colorado Professional Private Investigators Association of Colorado
A message from the Chairman This bill is an effort to bring every private investigator operating in Colorado under the oversight of the Department Of Regulatory Agencies (DORA). There will be no "voluntary" component. If you offer private investigative services (as defined in the bill), you will be required to do the following: 1. Pass a background check to ensure that your personal history is consistent with being entrusted with (often times) very sensitive, personal information - not only that of your client but that of the subject of your investigation. When I applied for my voluntary license, that cost me about $35 and I don't see that changing. 2. Pass a "jurisprudence examination". This exam will be a short test to make sure you understand the laws governing your profession in Colorado, from "How long does a license last?" to "Can I use tracking devices (GPS) on vehicles?". The exam will be basic and broad in nature, and will require just a small amount of preparation on your part. I'm sure PPIAC will be holding training sessions to help our members (and even non-members) prepare for the test. DORA will require that you maintain a small bond. This license law is specifically designed to make sure that anybody with a clean background that wants to enter or stay in the profession has the ability to do so. There is no barrier to get a license, such as requiring a certain amount of hours or education. Chris Bray, PPIAC Board Chairman - chairman@ppiac.org This message is posted at -
