I just received the new eCARDS. What a great concept!!! I think this will eventually be utilized everywhere in the business. Just this morning I have shown and demonstrated the cards to most of our superintendents. They thought the ease and simplicity was great. The eCARDS are another reason we choose to use EWN for our OQ needs. Keep up the good work and I appreciate all you do to help us contractors.

According to the United States Department of Veterans' Affairs,
"In November 1919, President Wilson proclaimed November 11 as the first commemoration of Armistice Day with the following words: "To us in America, the reflections of Armistice Day will be filled with solemn pride in the heroism of those who died in the country's service and with gratitude for the victory, both because of the thing from which it has freed us and because of the opportunity it has given America to show her sympathy with peace and justice in the councils of the nations..."
In the beginning, Armistice Day was established to honor the veterans of World War I. However, with the Act of 1953, the 83rd Congress changed Armistice Day to Veterans Day to reflect the sacrifices of all American Veterans who fought for America in all wars.
EWN would like to take this opportunity to honor all EWN Veterans for their service and sacrifices for our country.

 PHMSA Announces Delay to Pipeline Inspector Final Rule
On September 30, 2015, PHMSA announced an indefinite delayed enforcement of proposed amendments to 49 CFR 192.305. Federal Registry Volume 80 Page 58633 states: "The effective date of the amendment to 49 CFR 192.305, published at 80 FR 12779, March 11, 2015, is delayed indefinitely. PHMSA will publish a document in the Federal Register announcing a new effective date." However, the proposed rulemaking for 49 CFR 195.204 became effective on October 1, 2015 as expected. PHMSA based this decision on several request for reconsideration received from four different collective sources: the American Public Gas Association (APGA), the American Gas Association (AGA), the Interstate Natural Gas Association (INGAA), and the National Association of Pipeline Safety Representatives (NAPSR). Between the four sources, one main area for reconsideration that was brought before PHMSA was the Responsibility to Conduct Construction Inspections, 49 CFR 192.305. According to a statement released by PHMSA, "During this delay, PHMSA will be evaluating the ways operators are currently complying with § 192.305, developing guidance (based on input from industry and other regulatory bodies) and hosting a series of workshops on the guidance. Upon completion of this evaluation, PHMSA will determine the efficacy of the amendment and decide if any additional amendments to the current regulations are warranted and to propose any necessary amendments to § 192.305."To read the original EWN article on EWN Pipeline Inspector Training Program, click here.

 Keystone XL Pipeline Releases Statement Confirming Agreeance to PHMSA Conditions
The proposed Keystone XL Pipeline Project will transport crude oil from Hardistry, Alberta, Canada to Steel City, Nebraska. With such a large project, there are numerous submittals and approvals that must occur long before construction can begin.
Currently, PHMSA (the Pipeline Hazardous Materials and Safety Administration) issued fifty-seven conditions to approval for the Keystone XL Pipeline Project. Although the Keystone XL Pipeline will be a new construction pipeline, most of the PHMSA conditions require compliance with the Operator Qualification Final Ruling (49 CFR 195), development of a Construction OQ Program in alignment with 49 CFR 195.501, and several recommended practices agencies - such as American Petroleum Institute (API), Canadian Standards Association (CSA), and NACE International.
However, some of the PHMSA conditions establish requirements exceeding the current regulations, codes, or recommended best practices. For example, Condition 23 Assessment of Test Failures requires a root cause failure analysis followed by a report to PHMSA for any pipe failure occurring during the pre-in-service hydrostatic test. However, 49 CFR 195 does not require operators to do either. Therefore, the Keystone XL Pipeline Project will actually exceed current safety requirements. Keystone Projects President Corey Goulet announced that Keystone has agreed all PHMSA conditions to develop and build the safest pipeline in existence.

1973 - Oil Embargo Declared and Implemented by OPEC
In 1973, OPEC (the Organization of Petroleum Exporting Countries) began utilizing "oil diplomacy". Oil diplomacy provided incremental sanctions for reduced purchasing quantities of oil by 5% per month to any nation who supported Israel in the Yom Kippur War. The sanctions would remain in place until the allies of Israel removed their presence and acknowledged the rights of Palestine. Additionally, OPEC declared that OPEC members would begin establishing petroleum prices for their exports, which had previously been established by the oil companies. Results of the OPEC embargo:
- Era of cheap gasoline in the United States ended
- New York Stock Exchange dropped by $97 billion
- Worst recessions in United States history up to that point began
- New export price of $11.65 per barrel established (387% increase from 1972)
Conditions in the United States prior to the OPEC embargo: - Low domestic oil reserve - roughly a 10-year supply
- Necessity of 27% annual crude oil import to meet demand
- Unstable gasoline prices
The OPEC embargo ended in March 1974 with the retail price of gas landing at 84 cents per gallon. This was a 247% increase from the previous 38 cent per gallon of gas pricing prior to the embargo. As a result, American consumers began to seek out smaller, more fuel-efficient vehicles.
