A Year in Review

The LPCA was established over 25 years ago as a community association committed to preserving and enhancing the quality of life in the Land Park neighborhoods.


 

Two of the main goals of the current LPCA Board are to increase awareness of issues which truly affect our local community and to host events which bring neighborhood residents together. 

 

Over the past two years, the LPCA Communication Committee, under the leadership of Chair Jane Richardson, has worked diligently to upgrade its various communication vehicles to members and other Land Park residents.  Work is under way to make its website more user-friendly. Association newsletters are now digital and are emailed out on a timely basis.  They contain meeting announcements and up-to-date community information.  A key focus in these efforts is to increase association visibility and grow its membership list. 

 

Since its inception, the LPCA has funded a number of projects in William Land Park, utilizing proceeds from the popular "A Taste of Land Park" annual event. Two park benches were purchased with Taste revenue and donated in 2013.  One was for Fairy Tale Town and the other a memorial park bench honoring the late Ash Rutledge, founder of the beloved Vic's Ice Cream store.  The latter bench will be completed dedicated in early 2015.

Taste revenues were also used to purchase three separate animal-theme artistic bicycle racks which were unveiled at the right front entrance to Land Park's Sacramento Zoo in a dedication ceremony this past August 9th.  

Sculptural designer Gina Rossi used 100% reclaimed horse shoes to make the artistic giraffe, cheetah and chimpanzee racks.  A bike ride from Vic's Ice Cream to the Zoo preceded the unveiling.

 

The LPCA over the past few years has continued its policy of donating to worthy projects for schools located in the Land Park community.  One donation was to the McClatchy High School championship debate team; another to the Sacramento City College Shakespeare Players when their equipment was stolen.  A donation also was made to the Cal Middle School for its annual "Spring Fling" fundraiser.

 

 In 2013, the LPCA hosted candidate nights for both the primary and general elections, focusing primarily on the local city council contest.  This year, a Candidates Forum and Reception was held on September 17 to hear the pros & cons of Proposition L, the Strong Mayor Proposal.  In addition, the meeting gave local residents an opportunity to personally meet with candidates for local legislative seats and the local school district board.  

 

Finally, the association began hosting larger public events this year.   On August 17, the LPCA sponsored the first of three food truck & beer garden events at the Village Green in Land Park. The second event was held on September 21. These events are family-friendly and offering good food, music and entertainment as well as fellowship for all ages. Attendance for both events was estimated at between 1,500 and 1,700 people.  The next event will be on October 19.

 

This year, the LPCA also joined other city-wide association and community groups in sponsoring the Bright Underbelly freeway mural project.  This effort entails the painting the staid concrete support pillars under the W-X freeway in the area where the local farmers market is held each week.  The pillars will be painted to look like trees in an urban forest, a visual concept which has become highly popular in other urban areas around the country.  The freeway mural project will begin next spring.

Plaza Cervantes and William Land Golf Course Clubhouse: Open Space Improvements

Last winter, efforts spearheaded by LPCA Board Members Art Taylor and Don Sronce culminated in a neighborhood survey asking participants about willingness to see Plaza Cervantes Park improvements. The survey was used to gain feedback and solicit ideas for potential improvements. By last spring, the LPCA was working in conjunction with the Sacramento City Parks & Recreation Department and Councilmember Steve Hansen to generate plans for a more usable park. 

 

Today, the City has drafted a site plan for Plaza Cervantes improvements, using the feedback generated by the LCPA and Parks Department. The plan has gone through one round of review and revisions with Councilmember Hansen, but it is not final. The LPCA continues to solicit feedback from the neighborhood at our monthly meetings and invites you to join the discussion at our October meeting.

 

Initial Site Plan Overview:

  • Collaborative Entry Improvements performed by Parks and Public Works.  
  • Removal of some existing parallel parking on the west end of Plaza Cervantes, and installation of angle parking on 10th and 11th Avenues.  
  • Park Expansion: A new separated sidewalk, curb and gutter which would run parallel to Freeport Blvd.  These improvements would expand the park to the west approximately twenty five feet.  
  • Safer Interior Walkway: Parks would install an interior walkway starting at the north west end of the park and ends at the south west corner.  
  • New Seating: The new walkway would draw park users to a new seating area with two benches.
  • Public Art:'The Balancing Act' could be relocated from the former Downtown Plaza Mall, but depends on the Sacramento Arts Commission process. 
  • New Drinking Fountain: would be installed in the expanded portion of the park by Public Works.
  • Landscaping: Drought tolerant shrubs, ground cover, and additional shade trees would be placed in the new walkway and other parts of the park by Parks & Recreation.

Another project looking to expand community open space offerings is the proposed Land Park Golf Course Clubhouse Patio. LPCA President Ken Mennemeier has met with the Course Manager and the City of Sacramento to hear the plans to reconfigure the patio area outside the course clubhouse. The proposal is to expand the patio area to accommodate and additional ten tables with sun-shade umbrellas. The added tables would be available to users of the nearby amenities and not just golfers, such as soccer parents or other park users. Planters would be removed to make room for the added amenities, and the existing bollards would be moved outward.   

 

Draft Clubhouse Plan:

  • The triangular planter will be removed.
  • Two benches will be relocated to the grass area alongside the putting green.
  • A 1200-sq. foot cement patio will be installed with a brick border.
  • The project is funded (not by the City).
  • Project completion is expected in December.

Leaf Season is Upon Us
If your neighborhood block is already piling high with castoff leaves, the City of Sacramento would like to remind you that the two annually allotted Household Junk Pickups can be used for excessive yard waste as well as junk. Household Junk Pickup is available February through October. To request an appointment, customers can call 311, go to sac311.org, or use the Sac 311 app.

Leaf Season officially starts on November 1 and will run through January, which is the time during which residents can place yard waste that exceeds the bin capacity curbside. This period is the only time yard waste is allowed to be placed on the street. Alternatively, additional bins can be ordered.

Downtown Transportation Study - Sac Grid 2.0
A first class, efficient, multi-modal transportation system can catalyze new development and transform the downtown experience for Sacramento residents, business owners, employees and visitors alike.

Sacramento Grid 2.0 is the City's plan to integrate a number of planned transportation improvements and programs and to further enhance the downtown grid to meet the following goals:
  • Create downtown gateways and corridors worth visiting

Ongoing - Through October 31: Broadway Augmented, "an augmented reality" where works of art have been transformed into 3D models and then rendered into apps that virtually displays the art along select surfaces throughout the Broadway corridor. The Sacramento Metropolitan Arts Commission (SMAC) and the Greater Broadway Partnership have teamed up with Sacramento State graduate students and the application developer to bring this unique walking art tour to Broadway.
