The Great Land Park Egg Hunt continues this year with a bounty of spring festivities including live music by Mister Cooper, games, face painting, a decorated hat contest with yummy prizes, and of course the popular egg-hunts for all ages of kids. NEW this year are 10 golden eggs dispersed throughout the egg hunts, each which yield a grand gift basket provided by the City of Sacramento!

Re-Envisioning the West End of Broadway

An exciting planning process is underway to re-envision the west end of Broadway with the help of a $500,000 HUD Choice Neighborhoods Initiative Planning Grant awarded to Sacramento Housing and Redevelopment Agency (SHRA) in November 2013.

  

SHRA has assembled a diverse team to review and evaluate the possibilities for a 128 acre area at the west end of Broadway, referred to as "Upper Land Park - Broadway."  The area includes the 68 acre Alder Grove and Marina Vista public housing sites, the 40-acre Miller Park, and a 29 acre riverfront property north of Broadway between the river and I-5 (sometimes called "The Docks").  The team's charge is to work with all community stakeholders to create a Draft Transformation Plan--a long-term redevelopment plan for the area, to include retail and commercial development in addition to residential redevelopment.

 

The team designed the planning process to be inclusive, inviting abundant neighborhood and public participation.  The process includes a Community Advisory Committee (CAC), comprised of residents and representatives from nearby neighborhood associations (including LPCA, Upper Land Park, and Southside), the Broadway Partnership, Northwest Land Park, and Leataata Floyd Elementary.  The  team has also established three task forces (Housing, People and Neighborhoods) to study and address specific topics, such as what exists and what is needed to improve housing and neighborhoods, and integrating any plans into the surrounding neighborhoods.  Professional guidance will come not only from the City's planning staff, but also from The Related Companies of California and Mercy Housing California, who have experience with similar projects.  

   

Given development opportunities within ULP-Broadway and the neighborhood's proximity to the downtown core, the planning process will integrate the redevelopment proposal for the Alder Grove and Marina Vista sites with other neighborhood plans, ensuring opportunities for mixed-use and mixed-income communities.  Most important, the planning made possible by the Choice Neighborhoods grant will facilitate a thoughtful, inclusive, and comprehensive community engagement process to guide the creation of a visionary but realistic Transformation Plan that addresses the needs of neighborhood residents and stakeholders.  The process is expected to take two years, and should be completed by November 2015.

  

The CAC and task forces are in the early stages of gathering information that will be useful in developing the plan. Additionally, the planning team has engaged the Institute for Social Research at California State University Sacramento in developing a resident needs assessment and a neighborhood survey.

  

Looking forward, the milestones to achieve include submitting an outline with substantial content for the plan by November 2014, followed by submitting a Draft Transformation Plan by April 2015, and completing the Final Transformation Plan by November 2015.

Plaza Cervantes Park Improvement Survey

Nestled between Freeport Blvd. on the West, 22nd Street on the East, 10th Ave. on the North and 11th Ave. on the South, is a 0.65 acre island of grass known as "Plaza Cervantes Park". In 1927, this plot of land was deeded for $6,000.00 to the City of Sacramento by Wright and Kimbrough Real Estate Co. the primary developer of the Land Park area.

The only amenities to the park, since 1927, have been two benches and 12 original trees, which were planted in 1930.  Not much in the past 87 years!

 

Whether this park has served its users well enough or could be of enhanced value to our neighbors was a question that we sought to better understand. 

 

Upon discussion with our Councilmember and District representatives, we developed a community Improvements Survey that was distributed to two populations: 1) hand-delivery by LPCA to 200 residences most proximate to Plaza Cervantes Park, and 2) emailed to the LPCA membership contact list. The results of the survey were kept separate. A copy of the Improvements Survey is available here.

 

The Land Park Community Association (LPCA) in conjunction with the Sacramento City Parks & Recreation Department and Councilman Steve Hansen, representing Sacramento City Council District 4, is working to plan a more usable future for this park with input from the nearby neighborhood.  At the March 19, 2014 LPCA meeting, Councilmember Hansen communicated his vision of Improvements, to include:

  • Encouragement and publishing the findings of the Improvements Survey
  • Encouragement of possibilities and Improvement Options
  • A proposal to extend Plaza Cervantes Park West to Freeport Blvd. by constructing a sidewalk and curb to replace the lined cross walk between 10th and 11th Ave. Then, extend the Park to the proposed sidewalk.    

 As of March 31, there were 37 surveys completed and delivered to Espresso Metro.  There were  87 surveys completed by e-mail.  In total, 124 combined surveys were received by LPCA.

The results of the Plaza Cervantes Park Survey will reveal whether or not park improvements are desired by the supporting neighborhood and the composite results should be available, April 16, 2014 at the April 2014 LPCA meeting.

  

Outreach to neighboring businesses for input is being taken into consideration by the LPCA and the City.

WX Viaduct Project: Fix50 Update

 

 

 

 
Caltrans and local community partners announced changes to the Fix50 W/X Viaduct project that will reduce congestion by keeping more lanes open during construction. The project will begin on April 22, two weeks earlier than originally planned, in order to be open for Memorial Day Weekend. 

The eastbound side will be resurfaced in two phases, with half of the eastbound lanes closed at a time. After Memorial Day Weekend, the westbound side will follow the same pattern, with half of the lanes closed at a time:

 

Eastbound HWY 50 - April 22 - May 21 
 Phase 1: April 22 - May 6 
 Phase 2: May 7 - May 21 

 

Westbound HWY 50 - May 27 - June 25
Phase 1: May 27 - June 10 
Phase 2: June 11 - June 25

All lanes in the opposite direction of the construction will stay open. This new plan increases the total number of open lanes during construction on Highway 50 from 5 to 8 available lanes. The number of ramp closure days will also be reduced.

 

Even with more lanes open, major congestion is expected to heavily impact traffic on Highway 50, other area highways, and surface streets. Motorists are encouraged to use alternate transportation whenever possible to help reduce congestion:

  • Carpool or take alternate modes of transportation such as walking, biking, bus, or Light Rail
  • Adjust work schedules to avoid rush hour or telecommute, when feasible
  • Patronize local businesses after work to avoid rush hour and reduce car trips.

The City of Sacramento will be assisting Caltrans in managing Fix 50 with public outreach and traffic management planning.

A Preview of the 13th Annual Taste of Land Park

 

On Sunday, June 8, 2014 the Land Park Community Association will host the annual a Taste of Land Park. The afternoon consists of food tastings from neighborhood eateries, wine and beer pairings from regional vintners and brewers, live music, a raffle, and wall of wine! This event is extremely important to the LPCA and the community of Land Park.  The money raised will go to support the LPCA and efforts to enhance William Land Park.

Reminder: Spring and Summer Residential Water Usage Schedule
Starting March 9, the City began its spring/summer watering schedules. Due to the drought, those schedules have been reduced to two days per week. Please turn off sprinklers when it is raining and leave them off for several days following rainy days.

Watering days are based on the last number of your street address:
  • Customers with addresses ending in ODD numbers may water and Saturday.
  • Customers with addresses ending in EVEN numbers may water on Wednesday and Sunday.
  • No watering is allowed on Monday, Thursday, or Friday.
  • Watering must take place before 10:00 am and after 7:00 pm.
  • Excessive run-off is prohibited at all times.
  • Car washing is only permitted on your watering day and hoses must be equipped with an automatic shut-off nozzle.  
Failure to comply with these guidelines can result in citations and fines. Abuses can be reported by calling 311. You can find more information on watering restrictions and other ways to save water here or by calling 311.
Bidding Adieu & Welcoming New: Meet Your 2014-2015 LPCA Board

Following the March election of new Board members, the LPCA welcomes Craig Rutledge, Beth Sherman, Michelle Brattmiller, and Sydney Young to its Board.  Craig is from one of the families that founded Vic's Ice Cream, and currently runs both Vic's Ice Cream and the newly opened Vic's Cafe located at 3193 Riversided Blvd.  Beth is a realtor with Dunnigan Realtors, working out of its office on Freeport Boulevard.  Michelle owns a consulting firm, MMS Strategies, that focus' on providing strategic counseling, government and media relations, coalition building, and issues management services. Sydney is a marketing consultant in the areas of brand development, strategic business development, and media relations. Her clients include start-ups, family-owned business and professional service firms. 

 

At the same time, we thank Ian Barlow, Steve Belzer, Dave Celeste, Jamie Rich, and Paula Swayne, who have concluded their service on the LPCA Board.  The community owes each a debt of gratitude for their invaluable service.

 

Special thanks goes to Mark Abrahams, who has completed five years of service on the Board, including three as Board President.  Most in the community have crossed paths with Mark. He is a regular at Land Park Volunteer Corps service days. He contributes articles regularly to the LPCA newsletter. He has walked precincts for city council candidates.  And, he has been a tireless advocate for our Land Park neighborhood with City staff and elected officials, attending innumerable meetings so our community's voice can be heard. One of Mark's signature achievements dates back to the discussion about bridge crossings over the Sacramento River. Thanks to Mark's advocacy, the City committed not to build a bridge at Sutterville Road and assured LPCA that any bridge will be "neighborhood friendly." As Board President, Mark committed LPCA to a spirit of openness and inclusiveness. Many of us recall fondly Mark's warm and gracious welcome when we first got involved.  We will miss Mark's presence on the Board, but he assures us we'll continue to see him regularly around the neighborhood and at LPCA events.

 

It is through LPCA membership that the Land Park Community Association is able to organize events and advocate for important issues. This 501 (c)(3) non-profit organization depends on your contributions of ideas, energy, and financial support. Proposed Train Excursion: Old Sacramento - Sacramento Zoo: Mary Healy, Director and CEO of the Sacramento Zoo will be presenting a summary of the project proposal to clarify the general plan as proposed in the Old Sacramento State Historic Park General Plan and also the plans for the Sacramento Zoo team. Members of the Zoo Board of Trustees as well as State Railroad Foundation will be on hand to answer questions and clarify this project. 

Plaza Cervantes Park Improvement Survey Results: Two hundred surveys were hand delivered to residents of nearby Plaza Cervantes Park for soliciting feedback on potential park improvements. In addition an email survey was sent to our membership. A summary of results will be presented.  Cervantes Park is the square block park on Freeport Blvd between 10th and 11th Avenues.
