Today is World No Tobacco Day
AAFP and CDC team up for Talk to Your Doctor Week
Tobacco use is still the number one preventable cause of death and disease. The AAFP has partnered with the Centers for Disease Control and Prevention (CDC) to launch a "Talk With Your Doctor" initiative to increase physician-patient dialogue on tobacco cessation.
Talk to patients, friends, and family about tobacco dependence, and use AAFP Ask and Act cessation resources to help them quit.
As part of the Tips from Former Smokers media campaign, CDC launched a national "Talk With Your Doctor" initiative on May 22 that encourages patients to talk to their family doctor about help to quit tobacco use. AAFP President, Jeffrey Cain, MD and U.S. Surgeon General, Regina Benjamin, MD, MBA participated in the launch event at the National Press Club in Washington, D.C.
Start a conversation with your patients, friends, and family about tobacco use and use AAFP Ask and Act tools, as well as resources from the CDC, and tips for health care providers to give them support and encouragement to stop.
On May 29, IAFP resident member John Franco, MD of Northwestern McGaw Family Medicine Residency program presented during an Illinois Dept. of Public Health webinar about using the 5A's to impact smoking rates. You can view the webinar slides here.
Visit the Health Care Provider section of the Tips Web site at www.cdc.gov/tips/hcp to view and download the materials. Additional materials, such as PowerPoint presentations, low-resolution images, and continuous-loop videos, will be available at the Campaign Download Center (www.plowsharegroup.com/cdctips). These materials are available for all health care providers to help patients quit smoking and avoid exposure to secondhand smoke.

Interviews with key experts from Doctors Without Borders, the International Committee of the Red Cross and the United Nations are accompanied by dramatic footage shot in war zones in Afghanistan, Somalia and eastern Democratic Republic of Congo in 2011 and 2012. They will be followed by Q. & A. sessions with local medical and non-medical personnel who have worked internationally with Doctors Without Borders. Over the last five years, 30 Illinois residents have worked with Doctors Without Borders in 25 countries, including the Democratic Republic of Congo, Sudan and the Central African Republic.

The General Assembly is scheduled to adjourn today after a busy legislative spring session (with a few big ticket items still left to wrap up ahead of the midnight deadline). Thankfully, IAFP's issues have been debated and the results are highlighted below. Click here to link to a PDF with more details about each of the bills listed below.

Medicaid expansion passes both chambers The Illinois legislature passed SB 26 to implement the Medicaid expansion option for adults without minor children on January 1, 2014. This option is offered in the Affordable Care Act and has the potential to cover over 600,000 low income adults in Illinois under the Medicaid program. Illinois will begin accepting new Medicaid applications for this adult group on October 1, 2013 and coverage will begin on January 1, 2014. For residents of Cook County, they can enroll right now and gain coverage into the CountyCare program which is an early implementation of the Medicaid expansion. Enacting SB 26 ensures that CountyCare enrollees will be able to continue to be covered under Medicaid along with the rest of the state in 2014. www.countycare.com.
Ban on Tanning beds under 18 passes both chambers HB 188 prohibits the use of indoor tanning beds by minors under the age of 18.
Comprehensive, age-appropriate, and medically accurate sexual health education HB 2675 creates a standard for existing sexual health education courses taught in grades 6-12 by providing medically accurate, age-appropriate, complete information on reducing STDs, STIs, and unintended pregnancies: including information on abstinence, contraception, healthy relationships and boundary setting.
Repeal of outdated HIV student notification passes both chambers HB 61 updates the law to correspond with medical advances in HIV management and transmission and protects families' and students' medical privacy..
HB 1017 amends the Mental Health Confidentiality Act to allow the Health Information Exchange, as well as therapists and medical personnel, to share patient's records for the purposes of coordinating care and mandated public health reporting. .
Food handling bill goes back to Senate for anticipated concurrence SB 1495 requires ongoing training for all managers and food handlers to prevent outbreaks of foodborne illness.
Other bills of interest to IAFP
- Psychologists' prescriptive authority stripped to shell and held on second reading in the HouseSB 2187 which would allow psychologists prescriptive authority within a collaborative agreement had passed the Senate and was scheduled for a hearing in the House Executive Committee. .
- SB 2366 Tele-health remains in the Senate
- SB 2202 Smoke free higher education campuses passed the Senate but remains in House rules.
- "Glee is not PE" re-referred to Senate Assignments committee SB 2321 would have allowed for an exemption to show choir students from taking a PE class.
- SB 1217 which would have allowed dentists to provide vaccinations was gutted and is now a clean-up bill for their Practice Act - it passed both chambers.
EHR Medicaid Meaningful Use Update
The State will not be able to adjudicate attestations and authorize any EHR/PIP payments until additional supplemental funds are appropriated by the Legislature. The delays are due primarily to the success of the program in Illinois, and the unprecedented outlay of incentive payments we have made during this fiscal year. If your attestation passes the adjudication requirements, The Department of Healthcare and Family Services will process your payment as soon as funds become available.
If you are planning to attest to Medicare for the 2013 attestation year HFS strongly recommends you do NOT switch to the Medicare program until your 2012 Medicaid attestation is adjudicated. Changing programs will cancel your Medicaid attestation and your 2012 Incentive payment.

Vaccines for Children VFC providers: Make sure you activate I-CARE
The Dept. of Public Health sent notice to specific providers regarding the need to activate VFC ordering in I-CARE. All VFC providers must be enrolled and activated in I-CARE, as the dept. will not accept any more faxed orders after June 1. If providers have questions or need help, they can contact the Immunization Promotion Center (IPC) at DPH.Vaccines@illinois.gov or 217-786-7500. Also within I-CARE, click on the "contact us" link, select category of "VFC," and enter a question/problem in the "your feedback box" and someone will get in touch with you.
