Affordable Care Act

As we learn about implementation of the Affordable Care Act and how it will impact businesses and economic development, the CED is also working with health care providers to determine how many new insured clients might be expected after full implementation. A few months ago, we shared some preliminary data in our July newsletter showing our effort to anticipate how many people will be eligible for new coverage required by the 2010 legislation.

Since that time, we've added some crucial improvements. First, we estimated the number of people who will not be eligible for new coverage programs --- mostly undocumented immigrants.  Second, we used a demographic extrapolation analysis to drill down to the neighborhood level. This should help smaller health centers understand new demands for health services in their specific service territories.

This map shows new eligibility in the North Bay Area, particularly in eastern Marin and western Contra Costa counties. This map shows that dense urban areas like Richmond and Vallejo have high concentrations of newly eligible insurees, as could be expected, but also that higher-income areas like Marin County will have their own share of new eligibles.

CED staff have spent the past four months working with one Glenn County microenterprise and four potential start-ups. The business owners have significant ranges in their experience levels and the CED can tailor its services to fit the specific business's needs. Over the next two years, through a contract with the Glenn County Human Resource Agency, CED will continue to work with both existing and start-up companies to provide loan prep, competitive intelligence, marketing services, financial services, website services and social media utilization.

To receive these services an existing business or start-up must qualify as a microenterprise and be headquartered in Glenn County. A microenterprise is defined as having five or fewer employees and the owner must meet certain income qualifications. All interested entrepreneurs in Glenn County should contact Yassi Lam, Business Services Coordinator for Glenn County, at (530) 934-1494 or Michael Suplita.

For questions about other CED business services please contact Michael Suplita at msuplita@csuchico.edu or (530) 898-3855.
