Governor Cuomo Announces Appointments to Deputy Secretary for Health and Commissioners of OMH and OPWDD

Governor Andrew M. Cuomo today announced the appointments of Courtney Burke as the administration's new Deputy Secretary for Health, Laurie Kelley as the Acting Commissioner of the Office for People with Developmental Disabilities (OPWDD) and Dr. Ann Sullivan to serve as the Acting Commissioner of the Office of Mental Health in November 2013. The Governor intends to nominate both Ms. Kelley and Dr. Sullivan to serve as Commissioners of OPWDD and OMH, respectively, during the next legislative session. Their nominations are subject to confirmation by the New York State Senate.

Grand parents who are considering caring for grand children who are in the custody of public child welfare agencies need to consider a number of factors before making the decision. What level of support is the agency offering in term of monthly cash benefits, medical coverage, and other special services?  Does the support vary if you choose to be a foster parent, legal guardian, or adoptive parent?  What are the agency requirements for each of these categories? These and other question will be addressed in the webinar.

Since 2002, New York State families of children with mental health, emotional and behavioral disorders have had the opportunity to enjoy a safe, supportive and nurturing environment in which they can practice parenting skills while learning from each other without ridicule. Parents can also connect with and support other parents faced with similar challenges. Kids can enjoy the freedom of being themselves, and being with other kids just like them. At Camp Get-A-Way, it's all about having fun...learning new skills...and spending quality time as a family. It lets kids be kids!

News on Preschool Special Education Program Applications
NYS edThe New York State Education Department (NYSED) has revised its application for initial approval of preschool (ages 3-5) special education programs pursuant to section 4410 of the Education Law. The application, as revised, includes enhancements that will further assess an applicant's capacity to provide high-quality and cost-effective programs; ensure that the program environment addresses health, safety and accessibility issues for students with disabilities; and assesses an applicant's background, qualifications and governance structures to provide sound programmatic and fiscal practices.      

NYSED will now accept applications from agencies applying for State approval to operate a preschool special education Multidisciplinary Evaluation Program, Special Education Itinerant Services Program, Special Class in an Integrated Setting Program and/or Special Class Program. 
Parental Consent for the Use of Public Benefits or Insurance in Accordance with the Individuals with Disabilities Education Act   
 
A memorandum which includes further information and sample forms with respect to amended section 200.5(b) of the Regulations of the Commissioner of Education which aligns State regulations to 34 Code of Federal Regulations section 300.154(d) and (e) relating to students with disabilities who are covered by public benefits or insurance and students who are covered by private insurance is now available!

During this webinar, you will hear four speakers describe how communities can work together before, during, and after disasters or other traumatic events to build resilience and encourage personal and community healing. You'll hear the inspiring story of one survivor whose home was destroyed by Superstorm Sandy and how she, despite her own personal challenges, worked tirelessly assisting fellow displaced community members in getting back on their feet. You'll learn about Federal Emergency Management Agency (FEMA) initiatives that help those with mental health problems and other disabilities prepare for, respond to, and recover from disasters, including how FEMA continues to support peers in New Jersey in helping others recover. You'll learn about the valuable leadership role peers played in post-Hurricane Katrina community healing efforts and about the development of Emotional CPR (eCPR), a simple yet powerful community-building tool that teaches people how to support each other through emotional crisis. And you'll hear how the community leaders of Omaha, NE, are addressing gun violence as a public health problem through immediate response activities, ongoing recovery, survivor empowerment, and their recent adoption of eCPR, which is being used to strengthen the community's ability to respond to traumatic events.

From Child Trends: July 26th is the 23rd anniversary of the Americans with Disabilities Act, and according to recent data, the number of Americans with autism spectrum disorders (ASD) is on the rise. 
What factors contribute to a child's risk of having ASD? Do gender or race play a part? Though there's still much to be learned about children with ASD, we have extensive data related to this and other health indicators at the Child Trends DataBank.
