91 Project Update

Grand Boulevard Ramps to Close Starting December 2

The eastbound 91 Grand Boulevard off-ramp and westbound 91 Grand Boulevard on-ramp will close permanently in December. To prepare for these closures, improvements are scheduled for this area. The following schedule is anticipated, with dates subject to change; please see map below. 
  • Wednesday, December 2, 2015 at 12:01 am: Eastbound 91 Grand Boulevard off-ramp closes permanently
  • Monday, December 7, 2015: Second Street extension between Lincoln Avenue and W. Grand Boulevard to open to provide an additional east-west route
  • Monday, December 14, 2015: Restore Lincoln Avenue turn lanes between D Street and the 91
  • Monday, December 14, 2015: Westbound 91 Grand Boulevard on-ramp closes permanently
In preparation for the closure of the westbound 91 Grand Boulevard on-ramp, a third lane was added to the westbound 91 Main Street on-ramp on November 20 to add capacity and enhance traffic flow. Southbound Interstate 15 Nighttime Closures Scheduled

Full nighttime closures of southbound Interstate 15 at the 91 interchange are scheduled on weeknights during the weeks of December 7 and 14 from 10 pm to 5 am. The closures are required for crews to place temporary support for the construction of the new express lane connector between I-15 and the 91.

During the closure, please take the southbound I-15 connector to eastbound 91, use the McKinley Street off-ramp, and then enter the westbound 91 to reconnect to southbound 15. To view the detour map, please click here.

Plan Ahead: Full Weekend Closures of Northbound 71 Coming

The 91 Project will require full closures of northbound 71 from both eastbound and westbound 91 the weekends of December 11 and 18. Travel to Chino Hills, Chino and other points north will be affected. 

The closures will begin on Friday nights at 9 pm and reopen on Monday mornings at 4 am. The closures are needed to allow crews to pave the new roadway in this area. Detour routes include Interstate 15 and the 60. The southbound 71 will remain open throughout both weekends. Closure dates are contingent upon weather and are subject to change.

RCTC begins Corona Community Task Force

The first meeting of the Corona Community Task Force will be held in December to enhance communication between residents and the 91 Project team and to explore solutions to traffic congestion on local streets. Members will have the opportunity to discuss suggestions for better traffic management and other issues affecting residents and motorists. Thank you to the many residents who applied to be members of the task force and for those who were selected to serve.
Workers Assistance Accounts Established

The California Transportation Foundation (CTF) has established assistance accounts for workers injured in the October 9 bridge lowering accident at E. Grand Boulevard. Of the nine workers hospitalized that night, seven have been released. A total of eight accounts have been created for workers, including:

  • James Chaffee, Jr.
  • Alex Paez
  • Eric Rodarte
  • Jarell Boyd
  • Gilberto Ortiz
  • Michael Richey
  • Troy Shope
Injured crew members are receiving workers' compensation benefits, which pay for medical expenses and wages. However, the worker assistance accounts provide additional financial support to the workers and their families, who can use the funds at their discretion.
Donations can be made only to the eight accounts that have been established. If additional accounts are created, the public will have the option to donate to those accounts. Safety Improvements Made near Cesar Chavez Academy 

The 91 Project team, working with the City of Corona, County of Riverside and the Corona-Norco Unified School District, have implemented a number of safety upgrades near Cesar Chavez Academy on Paseo Grande.
Some of the upgrades have been the result of suggestions made by community members. Many thanks to parents and motorists who took the time to submit these recommendations. 
A new crossing guard is in place at the intersection of Pine Crest and Paseo Grande, traffic beacons have been installed, and a traffic director is stationed in front of the school to help monitor traffic flow. Crosswalks and stop sign markings also have been repainted and a tree was trimmed to improve visibility at Ontario Avenue and Kirkwood Avenue. Plans also are in place to install a gate and walkway from Monterey Peninsula Drive to allow students a second way to access the campus.
Please remember that the speed limit in a school zone is 25 MPH. Please watch for children and school buses and allow extra time to drop off and pick up students.

Project Overview

Led by the Riverside County Transportation Commission (RCTC), the 91 Project will add regular lanes, tolled express lanes, auxiliary lanes and a direct express lane connector from northbound 15 to westbound 91 and eastbound 91 to  southbound 15. Improvements to interchanges, bridges, ramps,  and local streets also will be made along the 91.
