QUOTABLES

Chris Baugh

"On a level playing field, California beats all of it's competitors - hands down.

We have an unbeatable climate, and we aren't plagued by the extreme weather and natural disasters you find in other states.

Our architecture is rich and all-encompassing, ranging from Victorian to cutting-edge modern.
We have been blessed by the greats, from Neff and Neutra to Wright, Gehry and Gensler.

When it comes to geography, we have it all! With beaches, farmland, mountains, deserts and forests, California is a microcosm of the planet.

And finally, we are second to none when it comes to talent. We're the cradle of the film and TV production industry, and we have the best trained professionals."

NO PERMIT FEES ON STATE-OWNED PROPERTY!

The California Film Commission offers FREE permits for filming on state property. State-owned properties generally assess a fee only to recover out-of-pocket costs such as monitoring services. COLA Roundup:

State Legislators Help Honor Those Who Facilitate California On-Location Production

The 18th Annual California On Location Awards (COLA) ceremony was held October 28th to honor location managers and public officials who have helped facilitate on-location production in the Golden State.

More than 500 industry professionals, community leaders and government agency representatives packed the ballroom at Pasadena's historic Huntington-Langham Hotel for the celebration. The festive mood was punctuated by recently passed legislation to extend California's film and TV tax credit program. On hand to mark the passage were the legislation's authors - State Senator Ron Calderon and Assembly Member Felipe Fuentes - to present the COLAs for public employees.

Several projects honored at this year's COLAs - including "Argo," "Look of Love," "Gangster Squad," "Knight of Cups," "Switched at Birth" and "Savages" - were recipients of California's production tax credit.

A complete list of 2012 COLA finalists is available at:

The COLAs are organized by Film Liaisons in California Statewide (FLICS), a nonprofit organization dedicated to promoting and facilitating film production in California.

It's Official! California Film/TV Tax Credit Earns Two-Year, $200 Million Extension

CA flag Assembly Bill 2026 (Fuentes) and Senate Bill 1197 (Calderon) were signed into law on September 30th by Governor Edmund G. Brown Jr. to extend funding for California's Film & Television Tax Credit Program. The two-year, $200 million extension ensures that tax credits will be available through 2015. It also provides added continuity and certainty to a program that has proved very successful.

Status for the Current 2012-13 Fiscal Year:

The Film & Television Tax Credit Program is fully subscribed for the current 2012-13 fiscal year. The Film Commission maintains a waiting list for any projects that apply. Applications for the next fiscal year's $100 million allocation of tax credits will be accepted starting June 3, 2013.

State Film/TV Fire Safety Program Heats Up in the Press

California's one-of-a-kind Motion Picture/TV Fire Safety Training Program was featured in a recent Los Angeles Times story titled, "Firefighters get a primer on movie pyrotechnics."

The three-day course, which is held at locations across the state, is designed to educate public and private safety personnel about proper use of fire, explosive and pyrotechnic special effects. The course is presented by the State Fire Marshal's Office, with support from the California Film Commission.

The Times' story covered the latest installment of the course, which was held in Burbank October 23-25. Like all such courses, it concluded with a dramatic stunt and pyrotechnic special effects demonstration.

The Fire Marshal's office launched the program two decades ago, and it remains the only one of its kind in the nation. As CFC Executive Director Amy Lemisch explained, "It [the fire safety program] adds to California's competitive advantage because we have the expertise to perform these stunts and special effects safely."

Production Alert:

Holiday Season Brings Moratorium on Caltrans Permits near LAX

In what has become a holiday season tradition, there is a temporary moratorium on permit requests for closures and/or rolling breaks on state freeways, freeway ramps and roads within a four mile radius of Los Angeles International Airport from November 12, 2012 through January 7, 2013. The temporary moratorium was announced in a CFC production alert issued October 4th. The goal is to minimize filming-related disruptions to passenger travel and cargo shipments during the holiday season.

Indie Productions Score Big with
Tax Credit Program

There's a misperception among some in the entertainment industry that California's tax credit program somehow favors studios over independents. But since the program was implemented, the distribution has been nearly 50/50 in terms of the number of indie vs. studio projects receiving tax credits. In fact, indies outnumbered studio projects two to one last year, and received 36 percent of the total available credits.

It's Easy to Find College and University Locations

The California Film Commission maintains a comprehensive list of all University of California, California State University and Community College locations statewide.

The list even includes a directory of low-cost community college locations that can double for all sorts of business and industrial settings, ranging from aviation and engine repair to dentistry, mortuary science, zoology, and beyond.

State-Owned Location Fee Savings:
;
L.A.'s Exposition Park and California Science Center

We are pleased to announce that large portions of Exposition Park, including the California Science Center, no longer charge a daily site rental fee (aka "facility use fee") for on-location filming. These film-friendly locations comprise park space, the African American Museum and the Air and Space Exhibit Hall (designed by Frank Gehry).

Exposition Park is part of an expansive list of state-owned properties available for filming without location or permit fees (see "No Permit Fees on State Property" info in left column).
