Chief Kathy O. Rushworth, RPL 
Shreveport, Louisiana Fire Department Communications Division

 


As the Chief of the Shreveport, Louisiana Fire Department Communications Division, Kathy O. Rushworth, RPL, can easily speak about the importance of being accredited and following the CALEA® Standards. The communications center has maintained accredited status since it was first accredited in July 2003. It was the first, and remains the only, stand-alone fire communications center accredited by CALEA.
 

 

Shreveport, located in the northwest corner of Louisiana in Caddo Parish, is the third largest city in the state. The Shreveport Fire Department (SFD) Communications is unique in that it is the primary answering point for 9-1-1 in Caddo Parish. Generally, 9-1-1 is answered by a law enforcement agency or a combined 9-1-1 center. It receives over 277,000 9-1-1 calls each year and provides dispatch services not only for the Shreveport Fire Department, but for all seven of the Caddo Fire Districts.  Read more.

Partnering with Law Enforcement ─ Prevention Tools to Help in the Fight Against Child Abduction

International Parental Child Abduction (IPCA) is an all too common occurrence. Hundreds of children are abducted every year by a parent or relative and taken to a foreign country. While abductions share a common theme, each case is different. Sometimes, there are advance indications that a parent is planning to abduct a child. In other cases, the abduction occurs completely without warning. Many parents never think that the other parent or family member would take such drastic measures. Speedy intervention by the Prevention Branch in the Office of Children's Issues at the U.S. Department of State's Bureau of Consular Affairs, working closely with local and federal law enforcement, can make a positive difference in preventing child abduction.

 

The Prevention Branch educates parents, legal guardians, and other interested parties about IPCA and works with them to help prevent abductions. When alerted to potential parental child abductions in progress, the Prevention Branch engages with law enforcement officials to help prevent the child's exit from the United States or from the child's country of habitual residence, when possible.  Read more.

The following are excerpts from the annual report of the Baja California, Mexico, Direccion de Centros de Control, Comando, Communicacion y Computo (C4), which has been CALEA Public Safety Communications accredited since March 2012.

 

Since implementing CALEA Accreditation, the agency has strengthened the following areas:

  • Operations in the application of call taking procedures.
  • Employee training through the application of APCO training, providing uniformity in every center and maintaining in-service training of radio communicators.
  • Personnel selection process.  

Director's Statement:

To take part in an accreditation process at a national level such as this, is a great experience and instills pride for all the C4 personnel who participated and maintain the process.  Read more.

Its purpose is to ensure the integrity of all agency controlled property and evidence, and requires the completion of inspections and audits. Inspections and audits are two different activities, achieved in different ways. In order to accurately conduct each of these activities, it is important to understand them.  Read more.

NOBLE Conference  
CALEA Regional Program Manager Maya Mitchell will attend and staff an exhibit booth at the National Organization of Black Law Enforcement Executives 37th Annual National Training Conference and Exhibition, August 3-7 in Pittsburgh, PA.  See the NOBLE website for conference information.

NWPAC Meeting  
The Northwest Police Accreditation Coalition (NWPAC) will meet Wednesday, August 14 at the Clark County Sheriff's Department - West Precinct in Ridgefield, WA.  CALEA Regional Program Manager Mark Mosier will attend.

APCO International Conference
The APCO International Annual Conference & Expo will be held August 18-21 at the Anaheim Convention Center in California.  CALEA Associate Director Jim Brown will present APCO Awards for CALEA Accreditation at the Awards Breakfast on Tuesday, August 20 and Assessment Manager Karen Shepard will staff a booth in the Future Cities area.  Click here  for more information.

CALEA Executive Director Honored


CALEA Executive Director Sylvester Daughtry, Jr. was honored recently at a presentation at the CALEA-accredited Northern Virginia Criminal Justice Training Academy in Ashburn, Virginia, hosted by Executive Director William C. O'Toole

The plaque award was presented by Leesburg, Virginia Police Chief Joseph R. Price, chairman of the Northern Virginia Police Chiefs and Sheriffs' Group, to recognize and thank Mr. Daughtry for his exemplary leadership and his extensive and distinguished service to the public safety profession, and for his support and friendship to so many of his colleagues in this group.  Executive Director Daughtry is retiring at the end of the year.

Sample Policy Library
The CALEA Sample Policy Library was launched online last month as was announced in the June issue  of the newsletter.  Several agencies have answered the request for more policy contributions, but there are still many MORE samples needed.

CALEA invites every Accreditation Manager from accredited agencies in all four accreditation programs to select one or two policies (more if you like) that corresponds to a CALEA Standard to add to the library. Then just email the policy in a PDF format to CALEA staff member Reginald Newell (rnewell@calea.org) with your agency name, program, and the standard number and title.  He will upload the policy directly into the library.  Please limit sample file size to no more than 2.5 mg. Help us build the Sample Policy Library into a premier resource for CALEA clients!

Request for Law Enforcement Patches for Deceased Officer's Son

Help Rebuild Patch Collection

Last month the Black Forest Fire in Colorado destroyed more than 500 homes and killed two people.  One of the homes destroyed belonged to a Colorado Springs Police lieutenant.  In it was the patch collection belonging to his nephew, the son of a Colorado Springs Police officer who had been killed in the line of duty in 2006.
