CALEA Sample Policy Library Available Online Now!
Expand the Library and Share Your Policies with Other CALEA Clients
The long awaited online library of sample policies is now available for CALEA client use. The Sample Policy Library link can be found under the Clients tab on the website. It is structured to enable a search for a policy by program manual, chapter, standard, and agency. While the samples available are just from law enforcement so far, the capacity is there to amass multiple sample policies for every standard in all the CALEA credentialing programs.
The CALEA Sample Policy Library can be an invaluable resource for shaping or creating directives that satisfy CALEA Accreditation requirements. The policies are to be regarded as a sample or one example; they are not to be considered model policies and do not ensure standards compliance.
The CALEA staff has been building this highly functional resource for several months by emailing a sample policy request directly to Accreditation Managers. This has produced fewer samples than we would have liked, but it is a beginning! This is a case where agencies can actively participate in the accreditation process by sharing their policies and making this resource a prized benefit of CALEA Accreditation. We strongly encourage client "ownership" of this online tool. If you have been around long enough to remember the days when "Flagship" agencies often handed out their written directives on CDs from their displays at CALEA Conferences, then you know just how popular sample policies are.
CALEA would like every Accreditation Manager from accredited agencies in all four accreditation programs to consider selecting one or two policies (more if you like) that corresponds to a CALEA Standard to add to the library. Then just email the policy in a PDF format to CALEA staff member Reginald Newell (rnewell@calea.org) with your agency name, program, standard title, and the standard number. He will upload the policy directly into the library. Please limit sample file size to no more than 2.5 mg.
The immediate goal is to provide a sample policy for each standard, but feel free to submit your agency's policy that complements a particular standard number even if a sample already exists. Be sure to select policies that have been confirmed as in compliance during your agency's most recent assessment. In a short amount of time, the policy library can evolve into a premier resource for CALEA clients.

CALEA Leadership Profiles Chief Jacqueline Litzinger CSX Transportation Police Department
Railroad Police have long been part of the law enforcement landscape of this country dating back to the 1800's when the railroads - the transportation backbone of our expanding nation - began experiencing train robberies and other criminal acts. In those days, the railroads hired such notable figures as Bat Masterson and Pinkerton's to curtail crime.
Today's Railroad Police are highly skilled, professional law enforcement officers, duly appointed and commissioned with arrest authority provided under 49 USC 28101 and states laws. The interstate authority granted by Congress helps modern day railroad police officers to effectively enforce laws in the multi-state jurisdictions where railroads operate. Railroad Police focus on protecting employees, passengers, property, equipment, facilities, goods and materials vital to interstate commerce and our national defense.
The CSX Transportation Police Department, headquartered in Jacksonville, Florida, has been led by Chief Jacqueline Litzinger since 2010. Chief Litzinger headed the police department's accreditation program efforts, which resulted in its initial CALEA® Law Enforcement Accreditation in 2009, and then directed the agency in its successful reaccreditation assessment in 2012 . CALEA Accreditation is not an easy process. However, accreditation is a very valuable one, and we consider it an essential one. It is the on-going process itself (not just "being accredited") that provides the most significant benefits to the department.
As a chief coming from the "outside" twice in my career, the knowledge gained from becoming accredited has been essential to me each time. Verifying that all policies and procedures meet national standards provides confidence that potential liability against my personnel and city has been reduced. In each agency, being accredited proved that we had attained a level of excellence while finding efficiencies that helped provide better service.
In 2003 (while still in my "honeymoon" phase in a new agency) we began the process of re-writing every policy and procedure in the Blue Springs, Missouri Police Department. The CALEA Accreditation process provided a solid framework for our new General Orders, and using the standards numbers as our actual order numbers worked well for us. Read more.

2013 CALEA Summer Conference July 31 - August 3, 2013

Our host organizations, the Columbus Division of Police, the Ohio State University, Department of Public Safety, Police Division, and the State of Ohio Accreditation Resource (SOAR), have planned a number of outside trips and activities. Sadly, we report the death of CALPAC President, Linda Kaus, on June 12, 2013 due to complications from Myasthenia Gravis. Linda was a U.S. Navy veteran and a 41 year employee of the Modesto (CA) Police Department, where she was the Accreditation Manager. She was an active PAC assessor, conducting numerous mocks throughout California and Hawaii, as well as a CALEA Assessor. Though we all quote statistics in our professional conversations, the specifics for how a statistic is calculated is not a popular conversational topic. When I was asked to contribute to the following article written by Professor Irina Soderstrom, Eastern Kentucky University, I was eager to participate because so much of a CALEA Assessment Report includes statistics provided by the agency. The question Dr. Soderstrom wanted to explain to her undergraduate students in criminal justice is why they need a required course in statistics. It seems some college students don't think criminal justice professionals have much use for statistics. Read more.
