The Mystery of the Falling Teen Birth Rate.  

 

You already know that rates of teen pregnancy and births are at historic lows, and that recent declines have been particularly steep.  Why? Sarah Kliff at vox.com has a terrific and thoughtful piece examining some of the reasons behind the progress the nation has made in preventing too-early pregnancy and parenthood.

 

Four Million.  

 

The historic decline in the U.S. teen birth rate between 1992 and 2012 translates into an estimated four million fewer births to teens.  Wow. That is just one of the findings from a new report by the Centers for Disease Control and Prevention's National Center for Health Statistics.  This HealthDay story summarizes some of the key findings from the report.

 

What If? 

 

Does delaying having children and improving educational attainment among young parents help reduce early childbearing and poverty for their children?  If so, how much does it matter?  National Campaign Board President Isabel Sawhill and scholars at Child Trends use simulations developed through the Social Genome Model-a predictor machine of sorts- to tackle these questions and others in a new research brief.

Prepare for Changes to Family Planning Coding

3-Unit Course Helps Ensure Consistency with QFP Recommendations and ICD-10

Medical coding tells the story of the services provided during a clinical visit. Providers use coding to explain the services rendered, and payers use these codes to determine the reimbursement amount. Proper coding helps demonstrate clinical outcomes to payers and stakeholders, supports quality improvement efforts, and improves client experience.

 

To build Title X agencies' capacity in coding, we collaborated with expert consultant Michael Policar, MD, MPH, of the University of California, San Francisco Medical Center to develop a three-unit interactive coding course for reproductive health care providers.

With the release of Providing Quality Family Planning Services (QFP), this content is being refreshed, and a job aid including codes used frequently in family planning will accompany it. The course will also be updated to reflect the October 1, 2015, release of the 10th revision of the International Statistical Classification of Disease and Related Health Problems (ICD-10).
 
ICD-9 codes will continue to be used for services through September 30, 2015. The delayed release gives Title X providers a year to prepare and plan for the transition to ICD-10 and gives reproductive health professional groups who have concerns about the adequacy of ICD-10 codes for family planning visits additional time to promote more inclusive codes.

Montana Parents as Teachers Training 

Parents as Teachers Training

 

The MT Maternal and Early Childhood Home Visiting Program will host a Foundational & Model Implementation Training, September 15 - September 19, 2014 in Great Falls, MT  for supervisors and home visitors implementing the Parents as Teachers curriculum. We have opened this training to community partners interested in the PAT curriculum through the Parents as Teachers website: http://www.parentsasteachers.org Within the Training tab; the Training Gateway will link to upcoming PAT trainings. 

 

The Foundational & Model Implementation training is open to an agency or program with an approved Parents as Teachers Affiliate Plan. Approved users (agencies or programs without an Affiliate Plan) can only register for the Foundational Training. Registration for the training is through the PAT ebusiness portal: https://ebiz.patnc.org/EBusiness/home.aspx.  New users should create a profile by clicking the "New User" button underneath the email & password boxes.  You must be logged into your PAT Portal to register for the appropriate training.

TEAMM Training  
Training, Education, and Advocacy in Miscarriage Management (TEAMM): Providing Options for Women with Early Pregnancy Loss
  

Cardea is pleased to announce this conference for all clinical and support staff. We welcome and anticipate participation of physicians, advanced practice clinicians, nurses, medical assistants, and all support staff personnel who are interested in learning how to integrate miscarriage management into office-based services. We strongly encourage participants to attend the training with another provider or support-staff member from their clinical site when possible.

  

The goal of the conference, which is being offered in two locations this fall, is to offer training to those interested in integrating miscarriage management services into their primary care office-based setting. The conference will include a didactic presentation covering all aspects of outpatient miscarriage management, plus a hands-on session using papayas to practice uterine evacuation with a manual vacuum aspirator.

 

Funded by the Washington State Department of Health since 2008, TEAMM has trained faculty, residents, nurses and staff in community clinics and academic training programs including 14 medical residency sites in Washington State as well as sites in Alaska and Montana. Most of the sites have successfully integrated miscarriage management services into their office-based care. Since then, the project has expanded to train over 860 health professionals in clinic practices, academic institutions and these regional trainings.

Description:

Everyone on your Title X family planning team has a role in helping clients get affordable, quality health insurance coverage. This 90 minute web-based forum will provide you with

1) specific strategies for conducting outreach and enrollment in areas with limited money and political support, 2) ideas for developing key messages to help bolster your outreach and enrollment efforts, and
3) opportunities to ask specific questions regarding outreach and enrollment activities and resources.

 

The session will feature speakers from Enroll America,
a national non-profit organization whose mission is to maximize the number of uninsured Americans who enroll and retain health coverage made available by the Affordable Care Act; the National Family Planning and Reproductive Health Association's (NFPRHA) Get Covered: Family Planning project, and the Mississippi Title X grantee who has experience engaging clients and promoting enrollment with limited resources and support. The overall purpose of this session will be to answer your questions about enrollment practices, and to share resources and best practices for Title X providers to use when conducting outreach and enrollment.

Duties:

1) Provides leadership and oversight for activities directed toward reproductive health assessment, policy development, and quality assurance for the family planning public health care providers in Montana.

  • Provides consultation and technical assistance in the planning, program design and evaluation of public reproductive health services.
  • Oversees all medical/nursing policies and practices related to the program, including quality assurance and cost effectiveness.

2) Provides primary care medical/nursing direction and oversight to public health reproductive services consistent with state of the art medical, nursing, and public health practice to help assure the optimum reproductive health of Montanans.

  • Develops and assures implementation of state policies, guidelines, and criteria concerning reproductive health care delivery provided by statewide family planning programs; assures conformity with federal, regional, and state laws and regulations.
  • Provides technical direction and consultation to clinical personnel, including physicians, medical directors, nurse practitioners, physician assistants and related personnel at statewide family planning sites.
  • Evaluates primary care medical/nursing standards of practice as it relates to federal and state laws, and rules and grant guidelines and according to standards developed by professional associations such as the American College of Obstetrics and Gynecology (ACOG) and Association of Women's Health, Obstetrical and Neonatal Nurses (AWHONN).
  • Evaluates public reproductive health care programs and services for quality, compliance to federal state and local laws and guidelines, cost effectiveness, and state of the art care. Recommends corrective action and monitors progress.
  • Analyzes data to determine the need for medical/nursing policy and procedure changes.

3) Grant development and monitoring.

Education/Experience:

Thorough knowledge of

  • current women's and men's reproductive health within a public health arena;
  • the roles and responsibilities of medical directors, advanced practice registered nurses (nurse practitioners, nurse midwives) physician assistants and related personnel in family planning agencies.
  • working knowledge of federal and state legislation affecting reproductive health care and public health. Knowledge of Title X regulations is preferred.

A bachelor's degree of nursing in science or arts is required. This position must be currently licensed or eligible for licensure as an advanced practice registered nurse or nurse midwife in the state of Montana. Three to four years clinical and administrative work experience.

Preferred: Experience as a clinician in women's reproductive health care. Experience in a federally funded Title X Family Planning clinic.
