Inreach/Outreach and Enrollment for Title X | | Starting Simple: Inreach/Outreach and Enrollment for Title X Family Planning Agencies

Target Audience:
Title X grantees and service sites; specifically those that do not have on-site outreach and enrollment programs.
Description:
Everyone on your Title X family planning team has a role in helping clients get affordable, quality health insurance coverage. This 90 minute web-based forum will provide you with
1) specific strategies for conducting outreach and enrollment in areas with limited money and political support, 2) ideas for developing key messages to help bolster your outreach and enrollment efforts, and 3) opportunities to ask specific questions regarding outreach and enrollment activities and resources.
The session will feature speakers from Enroll America, a national non-profit organization whose mission is to maximize the number of uninsured Americans who enroll and retain health coverage made available by the Affordable Care Act; the National Family Planning and Reproductive Health Association's (NFPRHA) Get Covered: Family Planning project, and the Mississippi Title X grantee who has experience engaging clients and promoting enrollment with limited resources and support. The overall purpose of this session will be to answer your questions about enrollment practices, and to share resources and best practices for Title X providers to use when conducting outreach and enrollment.

Teen Pregnancy Prevention Programs | | HHS updates the Teen Pregnancy Prevention Evidence Review: Four New Programs Identified

The U.S. has reached its lowest teen pregnancy and birth rate in years,[1]but one in eight young women will still become pregnant before turning 20, and almost half of all high school students reported that they had sexual intercourse in 2013.[2]
In 2014, the U.S. Department of Health and Human Services (HHS) launched a website (www.TPPEvidenceReview.aspe.hhs.gov) to provide information on programs that demonstrate favorable, statistically significant impacts on sexual activity, contraceptive use, sexually transmitted infections (STIs), pregnancies, or births among young people 19 years of age or younger. Programs identified on the website are the result of an independent, systematic review of the teen pregnancy prevention literature backed by evaluation studies that have passed a quality bar.
The website provides communities with the resources they need to learn more about evidence-based program models that may be a good fit for their community. From youth development programs to HIV prevention curricula, abstinence approaches to comprehensive sex ed models, service providers can find a program that meets the needs of their community. HHS grant programs, including the Teen Pregnancy Prevention Program and the Personal Responsibility Education Program, have used the TPP Evidence Review to fund the use and expansion of evidence-based programs in communities. Researchers can also sort through more than 500 studies that have been identified since the review began in 2009.
The second update to the TPP Evidence Review included recent research (through April 2013) and identified four new programs with evidence of effectiveness, bringing the total number of program models to 35:
- Families Talking Together intervenes with an adolescent's mother with an intention of reducing sexual risk behavior.
- HIP Teens is a sexual risk reduction intervention for low-income, urban, sexually active adolescent girls.
- Project IMAGE is a cognitive behavioral intervention intended to reduce subsequent STIs among ethnic minority young women with a history of sexual or physical abuse and STIs.
- STRIVE is a family-based intervention intended to reduce sexual risk behaviors, substance use, and delinquency among youth who have recently run away from home.
In addition to identifying new program models with evidence of effectiveness, the updated results also identified two additional evaluation studies of program models that were previously included in the review. Three program models are backed by more than one rigorous evaluation: Be Proud! Be Responsible!, All4You!, and It's Your Game: Keep it Real.

Duties:
1) Provides leadership and oversight for activities directed toward reproductive health assessment, policy development, and quality assurance for the family planning public health care providers in Montana.
- Provides consultation and technical assistance in the planning, program design and evaluation of public reproductive health services.
- Oversees all medical/nursing policies and practices related to the program, including quality assurance and cost effectiveness.
2) Provides primary care medical/nursing direction and oversight to public health reproductive services consistent with state of the art medical, nursing, and public health practice to help assure the optimum reproductive health of Montanans.
- Develops and assures implementation of state policies, guidelines, and criteria concerning reproductive health care delivery provided by statewide family planning programs; assures conformity with federal, regional, and state laws and regulations.
- Provides technical direction and consultation to clinical personnel, including physicians, medical directors, nurse practitioners, physician assistants and related personnel at statewide family planning sites.
- Evaluates primary care medical/nursing standards of practice as it relates to federal and state laws, and rules and grant guidelines and according to standards developed by professional associations such as the American College of Obstetrics and Gynecology (ACOG) and Association of Women's Health, Obstetrical and Neonatal Nurses (AWHONN).
- Evaluates public reproductive health care programs and services for quality, compliance to federal state and local laws and guidelines, cost effectiveness, and state of the art care. Recommends corrective action and monitors progress.
- Analyzes data to determine the need for medical/nursing policy and procedure changes.
3) Grant development and monitoring.

Education/Experience:
Thorough knowledge of
- current women's and men's reproductive health within a public health arena;
- the roles and responsibilities of medical directors, advanced practice registered nurses (nurse practitioners, nurse midwives) physician assistants and related personnel in family planning agencies.
- working knowledge of federal and state legislation affecting reproductive health care and public health. Knowledge of Title X regulations is preferred.
A bachelor's degree of nursing in science or arts is required. This position must be currently licensed or eligible for licensure as an advanced practice registered nurse or nurse midwife in the state of Montana. Three to four years clinical and administrative work experience.
Preferred: Experience as a clinician in women's reproductive health care. Experience in a federally funded Title X Family Planning clinic. |
