City of Los Angeles declares State of Emergency on homelessness
L.A. City Council declared a state of emergency on the city's homelessness epidemic, pledging to allocate $100 million toward housing and services. City Council expects those funds to come from savings in this year's or next year's budget, as well as projected higher revenues for next year. The Los Angeles County Board of Supervisors also committed to more resources and approved a $50 million allocation to address homelessness. Over the next three months, the County will be hosting Homeless Initiative Policy Summits to determine how the funds will be spent.

Much of the City's funding will be used on housing, including plans to increase the length of time shelters are open and providing more rent subsidies to people living on the streets and in shelters. There will be an increase in outreach teams on Skid Row. The City is also looking at creating drop off centers in various neighborhoods that would include storage for property as well as providing supportive services on site.

Earthquake retrofit measure goes before City Council this Friday
On Friday, October 9th, the City Council will vote on a measure to require earthquake retrofits of buildings in Los Angeles. The measure would require retrofits of as many as 13,500 wooden apartment buildings and 1500 brittle concrete buildings.
  • Wooden apartment building owners will have 7 years to retrofit their buildings. It is estimated that the costs to seismically retrofit would be $5000 per unit.
  • Concrete building owners will have 25 years to retrofit.  The City plans to complete a study to identify those buildings that fall under the required retrofitting.

The cost for apartment building retrofitting still needs to be worked out between whether the commercial owner or the renter would pay for the costs.

BID staff attends IDA Conference
Last week BID staff attended the annual International Downtown Association (IDA) Conference. IDA connects business improvement districts and similar organizations from around the world to share best practices, trends, and strategies to create healthy and vibrant urban centers. At this year's conference we discussed issues like homelessness, street vending, space activation, and place making. Previous conferences inspired our "Pay It Forward" holiday campaign and our current space activation initiative including the art installation with Do Art and An Urban Dinner Party.
