Vulcan's Ed Luce named co-chair of Caltrans-industry Rock Products Committee

Ed Luce of CalAPA member Vulcan Materials was named co-chair of the Caltrans-industry Rock Products Committee last week, which oversees a collaborative effort between the agency and the construction industry to evaluate and recommend updates to Caltrans' influential specifications, test methods and construction procedures. He joins the other industry co-chair, Toni Carroll, who is Director of Quality for CalAPA-member Graniterock.

Luce, who is well-known in the industry, is the Quality Control Manager for Vulcan's Western Division and is based in San Diego. He started his career 30 years ago with Industrial Asphalt, has extensive experience working in materials laboratories, and more than a decade of experience working in the Ready-mixed concrete side of the house. He is also a recognized "LEED Green Associate." He was endorsed for the position by other industry representatives who are active with the committee.

communicator, maintains an even-keel and is a champion for quality projects," Carroll said.

The Rock Products Committee brings together Caltrans and industry engineers and technical personnel to evaluate and propose changes to Caltrans' standard specifications, materials test methods and address other issues that could impact the constructability and durability of construction materials utilized by Caltrans in transportation improvement projects.

In recent years the committees have been bombarded with new information as new technology and new products and processes are introduced into the industry. The voluminous Caltrans Standard Specifications have undergone numerous revisions over the past 10 years and currently weigh in at more than 1,000 pages. Caltrans specifications are referenced by many city and county public works agencies, and are influential in some areas of private construction. The industry co-chairs of the Rock Products Committee meet regularly with senior Caltrans managers who oversee the state Pavement Program, materials testing and construction. Currently those senior managers are John Stayton representing the Division of Construction, Roberto LaCalle in a temporary assignment representing Materials Engineering & Testing Services (METS), Tom Ostrom representing the Division of Engineering Services, and Tom Pyle in a temporary assignment representing the Division of Pavements.

Asphalt issues fall under a subcommittee known as the Asphalt Task Group, headed up by Jack Van Kirk with George Reed/Basic Resources, and Pat Imhoff with CalPortland. Both also serve on the CalAPA Technical Advisory Committee of subject-matter experts.

"I think working with Caltrans and Toni Carroll presents good opportunities for the industry," Luce said shortly after the announcement on July 20. "I'm looking forward to it."

CalAPA members, friends and family join for a pleasant 'Day at the Races' at Del Mar

It was a day punctuated by cheers and high-fives as CalAPA members, friends and family took a brief break from the busy construction season to enjoy a pleasant "Day at the Races" at scenic Del Mar Race Track.

enjoy the opening Saturday of the thoroughbred racing season in style. The association sponsored the 6th race, which was won by "Rinse & Repeat" with Kentucky Derby winning jockey Mario Gutierrez aboard.

Tracy Zubek with DeSilva Gates was honored with a trip to the Winner's Circle to greet the winning horse, jockey, trainer and owners. He was joined by his wife, Andrea, and son, K.C.

Caltrans report to Legislature on RAP-RAS usage is released
The long-awaited Caltrans report to the Legislature on utilization of Reclaimed Asphalt Pavemetn (RAP) and Recycled Asphalt Shingles (RAS) was released by the department last week. The report, dated July 18, can be viewed HERE.

The report was called for in legislation, AB812 by then-Assemblywoman Fiona Ma, D-San Francisco. The 2012 bill, endorsed by CalAPA and others, was passed and signed into law by the governor. In the bill, it calls Tech Report Logo v 2 for Caltrans to "establish specifications for the use of reclaimed asphalt pavement (RAP) for up to 40 percent for hot mix asphalt mixes." When the bill was introduced the Caltrans limit was 15 percent. According to national surveys, RAP utilization has actually dropped in California in recent years.

AB812 called for Caltrans to issue a report to the governor and the Legislature by March 1 providing an update on its efforts to encourage the use of higher percentages of RAP. The deadline came and went with no report, until last week.

The brief report notes the various impediments to the department utilizing higher percentages of RAP, and noted that additional study is underway on the topic.

The utilization of RAP and RAS in asphalt mixes has been under renewed scrutiny in recent months following the release of two memos in October and November of 2014 by the Federal Highway Administration (FHWA) alerting state DOTs about some under-performing projects in other states.

viewed as a sustainable practice and has been done for decades. Despite official pronouncements to the contrary, Caltrans has taken a go-slow approach to moving to higher percentages of RAP until the department fully understands how stiffer binder from oxidized pavement grindings will affect the performance of pavements. Numerous studies have been done on the subject and continue to be published. In general, the studies so far have shown higher percentages of RAP can perform adequately under the right conditions, a principal that applies to all pavement types and mixes. In Japan, for example, an average of 47 percent RAP is used in pavement mixes, according to one study. An article about that study can be found HERE.

"Controlling the performance of high RAP content in HMA requires careful control on how much binder is replaced," the Caltrans report states. "This led Caltrans to transition the basis of the RAP usage limit from aggregate weight to binder replacement."
