Caltrans issues internal bulletin changing procedures on usage of RAP, RAS

Caltrans distributed an internal bulletin through its Construction Division last week intended to address instances of premature cracking of pavements utilizing reclaimed asphalt pavement (RAP) or Recycled Asphalt Shingles (RAS).

The "Construction Procedure Directive" No. 16-8, is dated June 22 and signed by Division of Construction Chief Rachel Falsetti. "Recently there has been some attention on some nationwide Tech Report Logo v 2 projects with high asphalt binder replacement from reclaimed asphalt pavement, recycled asphalt shingles, or both," the memo begins. "The type of failure is cracking that could be caused by excessive stiffness of the blended asphalt binder."

As an interim measure while the issue is examined further, Caltrans is implementing a "non-standard special provision" with new requirements for Hot Mix Asphalt (HMA) that includes more than 15 percent RAP. The change will require the issuance of a change order to require the contractor to produce asphalt binder blending charts that will show the maximum allowable RAP pavement binder ratios (RPBR) that may be used given the project's specified asphalt binder, and the properties from the virgin binder and recovered binder from the RAP.

The change, which is an interim measure, is intended to ensure that "the ultimate asphalt binder stiffness is within the requirements for asphalt binder specified for the project," the memo states.

The directive is the latest blow to high-RAP at Caltrans, which Caltrans Logo previously has promoted an increasing use of RAP as part of its Greenhouse Gas (GHG) reduction strategy and a tangible example of a more environmentally friendly approach to road-building and road maintenance.

The directive references various test methods published by the American Association of State Highway & Transportation Officials (AASHTO), as well as an Asphalt Institute reference manual. There are provisions for compensating the contractor for various changes, including producing a revised Job Mix Formula (JMF) or the added expense of using less RAP and more virgin binder.

For an in-depth examination of the issue, CalAPA members should consult a special technical "Member Alert" that was sent on May 23.

In another closely-watched issue, Caltrans is expected to release a "Construction Policy Bulletin" later this month revising how it measures Crumb Rubber Modifier (CRM).

Public Resources Code Section 42703 requires Caltrans to report the amount of crumb rubber used in asphalt paving material annually. The policy bulletin is expected to cover authorization of CRM suppliers, production equipment and related paperwork.

Latest issue of California Asphalt magazine, focused on the environment, is now online

The July 2016 issue of California Asphalt magazine, an official publication of the California Asphalt Pavement Association, will be hitting mailboxes soon.

The annual environment-themed issue is filled with "news you can use," such as in-depth examinations of storm-water regulations and best practices, air quality standards and enforcement, how to meet new regulations with older asphalt plants and more. The issue also features a profile of new CalAPA paving contractor member Hardy & Harper.

Content for the issue was contributed in part by the CalAPA Environmental Committee.

It's been well-established that asphalt roads make the best backdrop for automobile ads on TV, movie car chases and postcard shots of the coast, mountains, valleys and other scenic locales that abound in California. Now comes a Northern California winery, Route 3 Wines, based in
A Route 3 wine bottle.
Woodland, Calif., which has chosen a scenic asphalt road as their iconic label. We're not wine connoisseurs, but if we were picking a bottle of vino based on label art alone, this would be our No. 1 choice.

Route 3 Wines is a side venture for Muller Ranch, a third-generation family farming operation in Woodland. Bookkeeper Kymberli Zakrzewski tells Asphalt Insider that the family chose the photo to represent historic Route 3, which passes by the ranch and is now known as County Road 19 in Yolo County.

New version of 'Intelligent Compaction' software is released

A new version of a popular "Intelligent Compaction" software has been released. The publishers say the latest version, VETA 4.0.115, improves usability and stability, and fixes one analysis big. Click HERE to learn more and download the latest version of the free software.

The Federal Highway Administration is promoting a suite of technologies known as "Intelligent Compaction" as a way to assist pavers and project owners to achieve optimum compaction and in-place densities with data gleaned from the asphalt roller.
