Transportation giant Jim Earp announces his retirement from California Alliance for Jobs; Kempton also stepping down from CTC

A familiar face and strong voice for prudent infrastructure investment in California for nearly two decades, Jim Earp, has announced his retirement as executive director of the California Alliance for Jobs. Will Kempton, the current executive director of the California Transportation Commission, also announced he is stepping down.

Commission, has appeared at numerous CalAPA functions over the years to brief members on the intricacies of transportation finance in California, and promoting various efforts to provide adequate investments in the state's vast road network. Virtually every transportation dollar spent in California in recent years was influenced in some way by Earp and his organization, which is backed by employers and construction trade unions.

Earp, who is a distant relative of famed Western lawman Wyatt Earp, explained his retirement in a blog post HERE. He said he will stay on as a CTC Commissioner, and remain a strong voice for promoting prudent infrastructure investments.

ndustry, Kempton, also recently announced he will be stepping down from his current post as executive director of the California Transportation Commission. A nationwide search for a replacement is underway.

Kempton, the respected former director of Caltrans and later executive director of Transportation California, another good-roads advocacy group, has also appeared at numerous CalAPA functions over the years and was featured in "California Asphalt" magazine. He told Asphalt Insider that after many decades in public service he is ready to retire and is assisting the commission in succession-planning.

The announcements come at a critical juncture for transportation in California. After years of dithering, the governor and the Legislature have put forward various proposals to address decades of under-investment in the state's roads, bridges and other transportation infrastructure. Following on the heels of federal passage of a five-year surface transportation act last year, road backers are pressing hard for a long-term and sustainable road funding plan for California this year.

CalAPA is among those keeping the pressure on the Legislature, and the association has scheduled its annual "Fly-in" to the state Capitol in Sacramento for March 8-9 (story below). Click HERE for details, or contact CalAPA at (916) 791-5044 to participate.

This year's CalAPA-sponsored participant in the International Road Federation Fellowship program is Shawn Hung, a graduate student of engineering at the University of California, Davis.

As part of the "Road Scholar" fellowship, Hung and other IRF fellows traveled to Washington, D.C., for events Jan. 10-15 coinciding with a Transportation Research Board conference, and had the opportunity to meet with numerous officials, including Caltrans Director Malcolm Dougherty and District 3 Director Amarjeet Benipal.

At the CalAPA annual dinner on Jan. 21 in Los Angeles, Hung thanked CalAPA members for their contributions to the IRF leadership development program that enabled him to participate, and said it has been a very rewarding experience.

This is the second year CalAPA has sponsored an IRF "Road Scholar" Fellow. Last year UCD Graduate Student Yuan He participated in the program. An article about here that ran in the Asphalt Insider newsletter can be found HERE.

CalAPA annual "Fly-in" to the State Capitol set for March 8-9
Coming as the debate over state funding of transportation reaches a high pitch, CalAPA will hold its annual "fly-in" to the state Capitol to educate elected officials about the asphalt pavement industry and its integral role in preserving and enhancing California's vital road network. through noon on March 9, and will include a lunchtime legislative briefing for members by CalAPA's lobbyists, and appointments with key lawmakers. Briefing materials and "leave-behinds" will be provided. The event is organized under the guidance of the CalAPA Legislative Committee.

Assemblywoman Melissa Melendez, the keynote speaker at CalAPA's Annual Dinner in Los Angeles last month, said such meetings are an important way for elected officials to learn first-hand the issues that are important to constituents and business representatives who live and work in her district. Other elected officials have expressed similar sentiments.
