 | 2015 International Road Federation fellow named; CalAPA sponsors endowment for a California graduate student in engineering

The California Asphalt Pavement Association (CalAPA), in conjunction with the International Road Federation (IRF) and the University of California, has announced the recipient of the California Asphalt Pavement Association IRF Fellow for 2015. Yuan He, of Davis, Calif., is a Ph.D candidate in the Department of Civil and Environmental Engineering with asphalt pavement specialty at the University of California, Davis. She is also employed as a student research assistant at the UC Pavement Research Center. She earned her Bachelor's degree in Transportation Engineering in China and holds a Master's Degree in Mechanical Engineering from

Purdue University. She has been involved in a variety of pavement research projects funded by the California Department of Transportation (Caltrans) since 2001. Currently, she is working as the lead researcher for a National Center for Sustainable Transportation (NCST) project. She is familiar with "Superpave" asphalt binder and mixture performance testing and property evaluation. Her doctoral research topic is the performance of Recycled Asphalt Shingles (RAS) and high quantities of Reclaimed Asphalt Pavements (RAP) in asphalt mixes. The IRF Fellowship Program for graduate students of engineering and transportation policy, founded in 1949, enhances the professional curriculum of graduate students in fields related to the development of better and safer roads, and their ability to meaningfully improve transportation in their home countries. Graduates of the Fellowship Program have gone on to become high government officials as well as leaders in the private sector and in academia. "I'm proud that our association has a strong commitment to developing the next generation of leaders in our industry," said Jeff Reed, CEO of George Reed Inc./ Basic Resources and a member of CalAPA's Board of Directors. He is also vice chairman of the IRF. "The prestigious International Road Federation fellowship will provide an excellent opportunity for graduate-level engineering students from California to gain valuable leadership skills and insight into a fast-changing profession." As part of the program, Ms. He and other 2015 Fellows from around the world are attending a series of events in Washington, D.C., in January, including tours of the World Bank Group, the American Association of State Highway & Transportation Officials (AASHTO), the American Road and Transportation Builders Association (ARTBA) and the Federal Highway Administration. "For 65 years, the IRF Fellowship Program has been the crown jewel of IRF's global programs and an embodiment of our industry's commitment to ready the next generation of transportation planners and engineers" said C. Patrick Sankey, President & CEO of the International Road Federation. "The endowment by the California Asphalt Pavement Association will have a decisive impact on the life of an aspiring transportation professional. I thank CalAPA for its generosity and its leadership." Ms. He said she has already gained valuable insight from her participation in the program. "The IRF fellowship enhances my leadership and communication skills," she said. "This means friendship as well. The fellows that I have met are from different countries and universities all around the world. We exchange ideas on research, talk about life, finish tasks as a team, etc. I really enjoy the time and have learned a lot. I thank CalAPA for this opportunity." Proceeds from CalAPA member dues and events, such as the association's annual golf tournament, help underwrite the IRF fellowship and also other workforce development activities, such as inviting select engineering students from various California academic institutions to attend CalAPA technical conferences free of charge.  | 'Hot Topics in HMA' educational event to be held Jan. 28 in Bakersfield

The California Asphalt Pavement Association's Central Valley Technical Committee is pleased to sponsor a "Hot Topics in Hot Mix Asphalt" educational event Jan. 28 in Bakersfield. Click HERE to learn more and to register on-line.

 | Last year's Central Valley 'Hot Topics in HMA' event was sold out. | brings together noted asphalt experts to a convenient location in the Central Valley, where attendees will learn the very latest in asphalt construction and maintenance strategies in a relaxed setting.
Registration is $45 for CalAPA members, $45 for agency representatives, and $65 for all others. Featured presentations include proper use of tack coats, Caltrans Section 39 asphalt specification changes, materials sampling techniques and California Test 125, and HMA paving best practices. Seating is limited and advanced registration is required and must be done on-line.
A similar event will be held Feb. 17 in Buellton, a convenient location for attendees from the Central Coast area. Click HERE for details.

 | Industry mourns passing of E. Gail Mize from CalAPA member Astec Industries
| Erbie Gail Mize, vice president of national accounts for CalAPA member Astec Industries, passed away Jan. 6, it was announced.
Born in Columbus, MS, his family moved to Chattanooga, Tenn., and he graduated from Central High School. He was preceded in death by his mother, Pauline "Polly" Mize, father, William E. Mize, son William C. "W.C." Mize, and brother Lyn Mize.
E. Gail Mize, Vice President of National Accounts for Astec Industries, Inc., was one of the company's founders in 1972. From an idea, he
 | E. Gail Mize | and a small group of other men grew Astec from a kitchen table to a multinational company.
His responsibilities through the years have included VP of Engineering for Astec, Inc., Executive VP for Astec, Inc., over Sales and Marketing for Astec asphalt plants and COO for Astec, Inc.
Mize attended the University of Tennessee of Chattanooga where he majored in engineering and physics. At the time of his passing he held 15 United States and foreign patents covering heat transfer and mechanical developments.
Mize has served on AEM's board of directors and ARTBA's board of directors. He has served the asphalt industry on the National Asphalt Pavement Association (NAPA) Environmental Committee and as Chairman of the Construction Industry Manufacturing Association's Bituminous and Aggregate Equipment Bureau. He has also served as a Liaison Chairman covering endeavors of the NAPA and BAEB (Bituminous and Aggregate Equipment Bureau).
Survivors include his wife of 56 years, Ann Cheek Mize, daughter Lisa Mize (Gary) Tester, grandchildren Abigail (Brad) Farmer and Emma Tester, Tessa Mize and William Mize. He also leaves three great grandchildren.
Funeral services were held last week. The family requests that memorial contributions be made to: Brainerd Baptist Church 300 Brookfield Ave. Chattanooga, Tenn. 37411.
