Greetings! September was a busy month for ocean
renewables, and the momentum continues in the US, Canada and Europe as we move
into October. The Energy Ocean Pacific conference in Portland last week was a great success as Oregon continues to demonstrate their leadership in this
sector.
Some of you may be wondering about the name of our newsletter... aequoreus navitas is Latin
for "marine energy", and PEV is committed to keeping you informed
about developments in this exciting and rapidly emerging industry.
This issue focuses on the many National efforts that have been
recently initiated. Also, please note the Upcoming Events section, which provides
information and links to the numerous conferences this fall. Of particular note is the
Ocean Renewable Energy Group's annual conference in Vancouver, British

States Explore MHK Collaboration with DOE The Marine Energy Technology Advancement Partnership, a DOE-funded initiative, recently executed a project to determine coastal states' perceptions about the state of MHK development
in the US, the critical drivers for states to invest in this technology, and perceived
barriers and interest in collaboration among states and the USDOE. Download the Report

DOE Awards $37 Million for MHK Projects
In the
largest single US funding commitment to date for these technologies, DOE is
awarding more than $37 million for emerging MHK technologies. The DOE selected 27 projects in 17 states for activities ranging from
concept studies to prototype development and in-water device testing. Ocean Power Technologies, Ocean Renewable Energy Company, and the Snohomish Public Utility District all received major awards for Open Water System Testing, Demonstration, and Operations. U.S. Issues First OCS Lease for Offshore Wind
On October 5, 2010, the US Department of Interior issued a lease to Cape Wind
Associates to construct a 130-turbine project off the coast of Massachusetts, and to operate the facility for 25 years. After an eight year permitting process, the lease for Cape Wind marks a major milestone for the nation's offshore wind industry. Just prior to signing the lease, Interior Secretary Salazar noted its significance at the American Wind Energy Association's Offshore Wind Conference, saying, "This is the beginning of a new era for our nation in offshore

DOE Offshore Wind Work Plan Open for Review
In Fiscal Year 2011, the USDOE will initiate a formal Offshore Wind Innovation and Demonstration Initiative to promote and accelerate responsible commercial offshore wind development in the U.S. The Offshore Wind Strategic Work Plan for DOE is an action document that will guide this new initiative, which calls for the U.S. to install 54,000 megawatts of offshore wind power capacity by 2030. National Ocean Council Takes Action
The newly formed National Ocean
Council is moving forward with implementing the President's Executive
Order for a national ocean policy. Recent activities include engaging in Stakeholder Outreach and Planning, planning
a National Coastal and Marine Spatial
Planning Workshop, nominating members for the Governance Coordinating Committee, and establishing the National Ocean Council's Deputy Committee.

Offshore Renewable Energy Siting Tool
The NOAA Coastal Services Center recently incorporated Offshore Renewable Energy Planning into the Digital Coast Partnership to support siting decisions for offshore renewable energy projects with important data, tools and information.

Mass. Launches Ocean Management Website
The Massachusetts Ocean Partnership (MOP) has launched a comprehensive
new website dedicated to ocean management, with particular emphasis on marine spatial planning. The
website documents the recent Massachusetts planning process and
