We are very pleased to send you our inaugural issue of the Santa Monica Bay Beacon, the Santa Monica Flotilla 12-42 (11SR)  brand new eNewsletter. Our goal is to increase the level of communication with our membership and with the public. Our Flotilla has ambitious goals for the year and to accomplish them we will require strong team work, in keeping with the best traditions of the U.S. Coast Guard.  Included in this issue is our new Member's Survey. Please take the time to answer the few questions. This is for our flotilla members only and it will help us serve and organize ourselves better during the upcoming, challenging year.  In future issues you will see a blend of public interest information promoting our core missions to the public as well as our own member's deck.  Finally if you have an interesting story, mission highlight or any other announcement you wish to appear in the Beacon please email our editor and FSO-PB, Maurizio Vecchione.

Safe Boating Campaign Picture America's Safe Boating Campaign underway now
The North American Safe Boating Campaign has gotten underway. Members of the public can learn the latest as well as Auxiliary members can find free Campaign Resources to help with  RBS promotion efforts. Visit the Resource Warehouse  to order resources. Consumer information on the Safe Boating Campaign, including the safe boating month (May) and week (May 22-28) can be found at www.SafeBoatingCampaign.com. Remeber National Safe Boating Week is May 22 - 28, 2010. Our Division and our Flotilla will be conducting an event in Marina Del Rey on Saturday May 29th at West Marine. Please see details in the "member's deck" section of the newsletter.

Operational Focus: Joint training with Air Station Los Angeles (AIRSTALA)

Who has not marveled at the precision and incredible capabilities of a US Coast Guard air crew when it arrives on the scene of a rescue, orbits a few dozen feet above a distressed vessel, lowers its rescue basket from the helicopter, and safely extracts people from their emergency situation? Featured in countless demonstrations and key to many successful rescues, this Coast Guard capability is the result of amazing training by the air crews. The Coast Guard makes this maneuver seem simple, but it is far from being so. You are talking about getting a moving helicopter to be perfectly positioned above a moving vessel, often with significant surf and or conditions of distress. Then drop a basket  connected with a steel cable that tethers the helicopter to the moving and rocking vessel. So many things could go wrong, that the "basket drop" is  a key area of training focus for the US Coast Guard. Lt. Shelley Decker of Air Station LA told us that "for many years the Air Station practiced basket drops with the LA County Lifeguard boats.

But over time that practice lacked the variety of real-life emergencies, where pilots could confront vastly different vessel types and configurations". Enter the US Coast Guard Auxiliary: our operational facilities are representative of the real boating world, and "provide an ideal platform for some of the training evolutions, introducing variability which is challenging to the pilots and air-crews", continued Lt. Decker. As a result the Air Station and the Division begun a new joint training program where auxiliary crews and the Air Station practice basket drop training evolutions on a wide variety of platforms and sea conditions. Lt. Decker told us "we train and train, but if the platforms are the same it can become routine, and in our business, complacency can kill".  Division Commander Al Verdi commented that this program is a "restart of a program we used to run many years ago. We had to create a completely new qualification program and put a select group of boat crews through this qualification program". The Program Qualification Manual had to be written and evolved during the weeks of training and the first group of qualified boat crews and Coxswain recently was awarded their qualifications at AIRSTALA. They were also awarded the US Coast Guard Meritorious Team

Award. Flotilla members Ray Pages, Kiva Osby, Tom and Linda Tcimpidis, Barbara and Eric De Cuir were members of this elite group. "Our next target will be night operations, something the team will gradually build to as that will require a separate PQS to be developed", continued Al  Verdi. Kiva Osby, when asked about the experience, remarked "the feeling and responsibility of helping the active duty do their job better is what the US Auxiliary is all about. This mission fulfilled my best aspirations towards that goal".To view a video of the Air Station activities with the US Auxiliary click here.

Upcoming Events: The Torrance Armed Forces Parade is happening on May 15th. The Coast Guard has requested that any auxiliarist attending should be in  clean, sharp ODUs unless one has been invited to luncheon, then uniform is clean, sharp Tropical Blue. The event starts with morning reveille (0900), followed by BBQ luncheon (1000-1230), and then the parade (1330-1530).  If you are planning to attend you should have already RSVP'd as the deadline is passed. If you have not RSVPd and you still are interested in attending you could   do so by emailing the DCOS 11SR, Harry Jacobs. The Coast Guard is trying to get 200 people to attend morning reveille. Additionally, the Coast Guard is graciously providing transportation from the base to the event which will leave NLT 0805 Saturday morning and returning after the parade at approximately 1600.

King Harbor Sea Fair is a Boating Safety and Open House event at the King Harbor Yacht Club, open to the public. Flotilla members are invited and can provide support. Uniform of the day is ODUs. The event is Sunday May 16th from 1PM to 6PM at the KHYC, 280 Yacht Club Way, Redondo Beach, CA 90277. (Click here for more information). The event will feature US Coast Guard live helicopter search and rescue demonstrations, with the participation of Air Station LA.

Flare Day is happening Sunday May 16th, from 9-10AM for Coast Guard Auxiliary members only, and from 10AM to Noon open to the public. This is immediately preceding the King Harbor Sea Fair, so you can attend both events. The event will be at Moonstone Park, 280 Marina Way, Redondo Beach, CA 90277. If you are part of the current Boat Crew training do not miss this only opportunity to complete your flare and fire qualifications. The event features hands-on training on how to properly use aerial and hand held marine distress flares and learn the correct use of fire extinguishers. The event is facilitated by the US Coast Guard Auxiliary and the Redondo Fire Dept as well as the Harbor Patrol.

Division 12 Event at West Marine in MDR. The division has requested a minimum of 2 Flotilla members to join all other Flotillas in the division for this event at West Marine in Marina Del Rey on Saturday May 29th, 11AM to 4PM (90 minute segments for each person). Members should be knowledgeable of vessel safety reuqirements and recommendations, scheduling VE appointments, Public Education classes for the division and the US Coast Guard Auxiliary. Uniform of the day will be Tropical Blue. Please contact FC Barbara De Cuir is you intend to join.

Optrex
dates have been set for July 23-24-25, Friday through Sunday in Marina Del Rey. This is our premiere operational training event of the year. Weather you are qualifying, requalifying or are a member in good standing we need all hands. Please let our FC know if you wish to participate.

NACON is August 25-29 in Scottsdale, AZ. This is the year's premiere USCG Aux conference. For more information click here. On line registration is now open.

Team News: Flotilla 12-42 received recognition at the District level as the Most Active in Vessel Safety Examination.  Kiva Osby was recognized for his efforts in 2009 with the Flotilla Commander Award. Curt Laborde, Ray Pages, Barbara De Cuir, Constantin Metallinos, each received a five star perforKiva receives FC Awardmance award. Richard Rome, Steve Devir, John Howard received a two star award. Linda and Tom Tcimpidis each received a one star award. Constantine Metallinos, Richard Shiffman and Maurizio Vecchione each received the Performance Award. Congratulations to all award recipients for an outstanding job. Additionally our welcome to our two newest flotilla members Anna Miss and Jean Loh.
