The majority of the projects we have proposed recently have had a strong emphasis on design-build services, which got me thinking about project delivery and how it's taken shape over the years. The traditional design-bid-build (DBB) approach to a project has been taking a back-seat to the popularity-gaining design-build delivery method. In a DBB approach, the owner selects the architect and contractor separately, whereas a Design-Build/Integrated Project Delivery approach presents a collaborative team which includes the owner, the architect and the general contractor - from the very beginning of the construction process through the completion.

 

We have been involved in a myriad of design-build projects over the years including two of our current in-progress projects, Christ Lutheran Church and Saint Charles Borromeo Church, both in Visalia. Of the advantages to these projects, and as in most design-build projects, are time savings, engineering and construction cost savings, up front value engineering, up front constructability review, up front knowledge of costs, communication and partnering, singular responsibility, reduced owners risk, avoidance of double markups of multiple subcontractors, streamlined control of quality, communication, cost and schedule and reduced owner coordination cost.

 

Owners are expressing a preference for this design-build approach as it offers more than just increased owner involvement - it allows the owner to focus on the project scope and timely decision making, rather than on coordination between designer and builder.

Sixth Floor of Saint Agnes' North Wing to be Built-Out by Seals/Biehle  

 

After being awarded the construction contract in December for Saint Agnes Medical Center's Sixth Floor Build Out, the Seals/Biehle team began work immediately, providing construction services for the current sixth floor shell. Seals/Biehle will also provide construction management and general contracting services for Operating Rooms 5 & 7 and Satellite Pharmacy remodel projects.

 

The 6th Floor Build-out project, approximately 24,000 square feet, includes 28 medical/surgical patient rooms, 8 ICU patient suites and various support functions including nurse stations, utility rooms, electrical and telecommunications closets, equipment storage and elevators. Operating Rooms 5 & 7 and the Satellite Pharmacy Remodel total approximately 2,604 square feet, and are the other components that comprise the three- phase project, consisting of the selective demolition of the existing space and equipment, implementation of newly designed space utilization, modern furnishings, finishes and equipment and extensive upgrades to the existing HVAC and electrical systems.

 

The build-out and remodel of these spaces join an extensive list of projects for which Seals/Biehle has provided services for at SAMC, which has included the North Wing major expansion, PET/CT expansion, Cath Lab expansion, remodel of the Cyber Café and remodel of the Sterile Processing Department.

Checking In at Sierra View District Hospital

Sierra View District Hospital in Porterville has been undergoing a major remodel, with Seals/Biehle at the helm of the construction process, which includes a remodel of the Interventional Radiology- Angiography room and an expansion of the East Parking Lot. SVDH's Parking Lot Expansion, slated for completion in late April, recently saw the following items through to completion - Import & Rough Grade, East Fence Posts & Mow Strip, Storm Drain & Water Service, Electrical Conduit & Communications Vaults. Next on the agenda for Seals/Biehle is the installation of Light Bases & Poles, Site Concrete, Irrigation & Landscaping, Parking Lot Paving, the Re-pavement of Oak Avenue, and construction of a Median Island on Putnam Avenue. 

  

As for the Interventional Radiology - Angiography  remodel, which is on track for completion in May of this year, Seals/Biehle has set the Rooftop Mechanical Units, Electrical Floor, & Wall Ducts; laid the Concrete Foundation; installed overhead support and Fire Sprinklers; completed the Metal Stud Framing; and set the Hollow Metal Frames. Next on the horizon lie the Metal Framed Ceilings & Soffits, Electrical Rough In, Gyp Board, and Finishes. 

This extensive remodel and expansion come on the heels of Seals/Biehle's remodel of SVDH's 857 square foot Level II Nursery.
